That the proposal from Najarian Associates for planning/engineering consulting services with regard to Constuetion Administration and Inspection Services for the Waterfront Walkway Project, in a total amount of $475,000.00 billable in accordance with Najarian's existing contract with the Borough is hereby approved for Items 1, 2, 3 and Direct Expenses as per proposal. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. No. 6805 Dear Mayor Reiman: T.O. Najarian Associates, Inc. ( "Najarian Associates ") is pleased to submit this proposal for construction administration /inspection services to continue to support the Carteret Waterfront Walkway project. The project was just awarded to Agate Construction Company by the Borough for $9,962,917.00. Najarian Associates proposes to continue to support this project by coordinating the ONRR Grant and provide Construction Administration /Inspection Services for the project. In order to achieve these objectives, we propose the following tasks: 1. ONRR Grant Administration At this time, the NJDEP ONRR is verifying that all necessary pre- disbursement conditions are met for this project, so an ONRR Grant Agreement can be executed. To support NJDEP's review, Najarian Associates will continue to provide the necessary documentation outlined in previous NJDEP correspondence; namely: 1. approval for project construction from the property owners; 2, an updated and detailed construction budget prior to authorization of grant funds; 3, updated construction schedules; 4. copies of all necessary permits, design plans /specifications; 5. proof of matching funds at a minimum of 50% of projected construction costs; 6. updated project timeline /schedule diagrams (i.e. Gantt charts); 7. clarification regarding grant - eligibility of various project components; and 8. continued semi - annual interim progress reports While Maser Consulting is completing the design for the northern walkway project. To maintain continuity and clear communication with the grant administrators, Najarian Associates will make all submissions required by the grant. Construction Administration /Inspection Najarian Associates will administer the contract on behalf of the Borough, including full -time construction observation /inspection, administering pay requests by the Contractor, shop drawing review, respond to RFI's, prepare daily inspection reports, contract administration, preconstruction meeting, biweekly meetings and prepare final contract close -out documents as required by the Borough. The Waterfront Walkway consists of approximately 5,000 L.F. of Boardwalk and 1,000 L.F. of upland trail. The construction duration in the contract is 260 calendar days. We have proposed a full -time construction observer /inspector, Project Manager (P.E.) at 25% and a Principal Engineer at 10 %. In addition to the professionals mentioned herein, we proposed some additional time for our LSRP and survey crew to confirm we are within the guidelines of the contract limits and property agreements. Van Cleef Engineering Associates, LLC (VCEA) designed the pier and has intimate knowledge of the pier area. We will be coordinating with VCEA on the pier construction. (See attached proposal -from Van Cleef Engineering Associates, ILLC) The proposed fees for the above - mentioned work are as follows: FEES 1, ONRR Grant Administration $ 9,000.00 2. Timber Pier Construction Administration (Najarian) $ 9,000.00 3. The walkway will be a 12' wide boardwalk on piles and will connect to an existing municipal park. One of the peripheral features of the walkway will be a municipal pier (an approximate 460' long x 36' wide timber pier), which is the subject of this proposal (Alternate A, bid price $1.7M). This pier rehabilitation work will involve removal and replacement of existing timber decking, removal of existing fascia stringers and fender systems on both the north and south sides of the pier, removal of the northwest wingwall (timber /steel bulkhead), installation of short length steel sheet pile wall and anchor system, removal of heavily damaged bent sections ( #39 thru #46), timber repairs including proposed additional stringers, bolster replacement and proposed blocking /bracing at various locations, timber pile jacketing (Types 1, 2, and 3), installation of fiberglass reinforced plastic lumber (FRP), new proposed steel railing and bracing on both sides, removal /replacement of structural fasteners and hardware, and miscellaneous electrical and utility work. This proposal only includes work related to the pier rehabilitation. All other construction consultation, inspections, and shop drawing reviews of this waterfront project will be handled by NA. A. Construction Inspection VCEA will attend the preconstruction meeting with the Contractor and NA. VCEA will begin this project by mobilizing for the inspection on an as needed basis, utilizing an engineer /inspector to oversee all of the rehabilitation work, All on -site inspection work and reports will be provided directly to and for Najarian Associates (NA) with copies also provided to our VCEA Designer in the Freehold Office. We will also coordinate with NA and the contractor to obtain access to the site and allow a representative from NA to be on site during the inspection, if requested. All construction inspection of the existing pier will comply with and be in accordance with the NJDOT 2007 Standard Specifications for Road and Bridge Construction. Inspection will also be in accordance to Pier Rehabilitation Plans prepared by VCEA and other applicable relevant requirements will be followed as appropriate. Site inspection of the Contractor's work will include but not be limited to all repairs (or replacements if warranted) for the timber components, such as stringers, pile caps, piles, bracing, and connections, new deck system, splicing of new components, replacing existing components, pile jackets, repairing /replacing bulkhead sheeting, replacement of structural fasteners, removal of severely deteriorated fender system, repairs to the southwest wingwall, removal of the heavily damaged bent sections #39 - #46, and new bridge railings. Inspection will also include removal of low- voltage electric conduits (and possibly other utilities). There is an existing 3" conduit which extends from the west approach into the majority of the RE: Carteret Waterfront Redevelopment February 15, 2021 Proposal for the Construction Inspection and Page -3- Construction Support of Timber Pier along the Arthur Kill XNJ- MI -C -03 spans, and utility access holes will be removed. There is a 2" diameter water pipe that the inspector will need to ensure that the Contractor works around and /or temporarily supports. If required, we will also inspect any new utilities being attached to the structure to support any proposed lighting. Our not to exceed amount noted below was arrived at considering the contract duration of 9 months (270 days) and assuming that our construction inspector will be required to be present on average three (3) days /week over a period of five (5) months (480 hours total) while this particular phase (pier rehabilitation) of the project is being performed. Unfortunately at this time, VCEA does not have the means and methods or access to the Contractor's preliminary baseline progress schedule to accurately determine a more precise timeline for this work. It is also assumed that the Contractor may not be on -site every day, and that a Part Time experienced Inspector will need to be committed to this Waterfront Redevelopment Project. B. Construction Consultation VCEA will provide an experienced structural engineer during the course of the construction, should any questions or RFI's arise to address, VCEA has assumed six (6) half -day site visits by a team of structural engineers, when requested or when necessary to review site conditions, confirm repair methods, etc. C. Shop Drawing Reviews VCEA will review and respond to all shop drawings related to the pier rehabilitation such as timber materials, repair details /materials, methods of demolition /construction, sheet pile wall, and all related submissions received. Shop drawing reviews, stamping, and response procedures will follow the direction of NA. D. Excluded Items The following items are excluded from this work/estimate, but can be provided at an additional expense: • Meetings (except for preconstruction meeting), Public Hearings; • Display boards or other physical /PowerPoint displays; • Design calculations; • Costs associated with as- builting, reproduction, mylars, and or other related expenses (All reproductions assumed by NA); • Coordination with outside agencies, including Local Municipalities, NJDOT, etc. (excluding property owner courtesy notification of site visit(s)); • Obtaining or related engineering work for permits of any kind, including Permit Fees (access to site is considered open); • Any and all survey, stakeout, etc. (All survey work by Contractor or NA); • Oversight or construction inspection for the project other than the pier rehabilitation. Our portion of this assignment will be setup such that the billing will be time and materials. If funds remain after all work is complete, the remaining balance can be returned to the client or can be used to complete other work at NA's or the client's discretion. Charges for any additional construction inspection services extended beyond the estimated 480 hours of inspection (3 days /week, 5 months) would be in addition to the above fee and would be computed on an hourly unit price basis. 3.0 CLOSURE We thank you for the opportunity to submit this proposal, and we look forward to working with you again on this this project.
