The regular meeting of Council was held to -night at 8:00 p.m. in the Council Chamber, and Was attended by Mayor McMillan, who presided, and Councilmen Tant, Farrell, Mayer, Kreitzer, May and Haar. The minutes of the meetings of October 1st, 8th and 26th were read and approved. The Committee on Fire and Insurance reported that the TWW was not ready to make a report relative to the petition of the properrty owners requesting fire protection in the vicinity of Campbell Street. In the matter of charging Mrs. Willis, the schoolteacher, rent on the buildingoccupied by her and owned by the town, Councilman Haar moved that the Mayor be authorized to handle with the Board of Jducation a proposal that 1 75.00 rent be charged for the summer months, when the school is closed, a-d that the Board of Eduction pay the Water rent and maintain the building, Councilman Kreitzer seconded and the motion passed unanamously. A peptition wasread from J.M.Lang requesting the Town to fill in the ditches that are in fronttof his property on 18th street. Mr. was informed that if he would pay for the pipe necessary that the town would install it for him. A request from A Mrs. Leahmer for permission to sell pies,ect., to `yPA employees without a license, was granted on motion made by Councilman Mayer, seconded by Councilman Tant. A request from the Savannah Beach Volunteer Fire Department for $500.00 to pay volunteer firemen was presented. Action on it was postponed until the next regular meeting. The several committees presented monthly reports showing the activities of their respective departments. Mr. L.Yay complained about the noises made in some of the public places after midnight, Councilman Farrell notified the Mayor that Officer Veronee had closed all places at mid -night on Saturday, the Mayor stated that such places could.renain open until 2:00 a.m., music boxes must be toned down at midnight and other loud noises must be dispe'sed with. Councilman Tant stated that the beach erosion project ought to have at least 300 men employed on the job but they are not there, this brought up the question as to what Mr. D.G.Nichols position is with the town, Councilman Haar moved tat a committee be appoin- ted to ascertain from him what he intends to do, Councilman Tant seconded and the motion passed unanampusly. Councilman May suggested that the personel of the Police Dept, be cut down, Councilman Kreitzer moved that he make a written reprt to Council relative to this, Councilman Haar seconded and the motion posed unanamously. The special committee appointed to look into the matter of estab- lishing a sewing room on theisland reported that the cost to the town would be <3.50 per person per month and also tr,e town must 149 furnish heat and lights. The opinion of Council. was that the town could not a_f'ord the expense. Councilman Mayer moved that a set of stock and dies to be used on the beach erosion project be purchased for not over $115.00, Councilman Farrell seconded and the motion passed unanamously. A bill was presented by the Savh Ship & Chamdlery & Supply Co for $1'7.50 coverin the purchase of some dynamite by C.S.Hatfield last April usdd in blowing up some of the old wreck on the beach by Tybrisa Pavilion, payment for this bill guaranteed by the town as it had withhheld an equal amount that it had agreed to pay Hatfield for his work, but held up because he did not com- plete the job. Councilman Tant moved that the bill be paid, Councilman Farrell seconded and on the voting Tant, Farrell, Mayer, and May voted "Yes", Haar and Kreitzer voted "NO ". Councilman Mayer moved that one of the Dodge trucks be converted into a dump at a cost of not over $15.00, Councilman Ha ,sr seconded, and the motion passed unanamously. Councilman Myer moved that the Mayor be requested to call on the Tybee each Co, in regard to back taxes and inform them that unless they make reasonable payments to reduce the indebtedness in the near future their property will be advertised, Councilman Tant seconded and the motion passed unanamously. The matter of using the convicts for private work was braWht up but nothing was done about it. Beautification of the island was discussed and it was decided to bring the matter up,at a later meeting Council. A letter from Mrs. Louise greeno was read thanking the Board for its cooperation and assistance in getting her located in the new quarters of the Library she also called attention to the possibi- lity of obtaining federal assistance for the Library and suggested that kis& the Mayor handle the matter with proper authorities. Councilman Farrell moved that the following named parties be granted discounts of 10% on taxes due prior to May 1,1938 and 20% on taxes due May 1, 1938, provided that same are paid within thirty Jays; CWcRibbards and E.G.Butler; Cm . Mrs. Hbien W.Seiler; A.` .Dowell; Mrs. Helen C. Oliver; Mrs. D.R.Bostwick; Lewis A.Mills; J.G.North; H.E. u;Jhitten; L.B.& P.J.O'Connell; Mrs. Fanny Blumberg; Mrs. Blanche L.Solomon; Councilman Mayer seconded and the motion passed unanamously. Councilman Farrell moved that C.J.Richards and Mrs. Alice R.Richards beallowed 10% discounts on taxes due prior to May 1, 1938 and 20% on taxes due May 1, 1938, making a net total amount due of $750.43, and that the town accept a part payment of $50.43 and a note mat - uring in 90 days for the balance $700.00, Councilman Mayer seconded and the Motion passed unanamously. Councilman Mayer moved that 18% discounts be allowed on taxes due prior to May 1,1938 and 20% be allowed on taxes due May 1, 1938 to Leslye B.Haar; E.J.Haar; Est. F.H.Haar, the total amount of which is, net, 3 271.77, and that a part payment of ;161.77 be accepted and a note due Jan.1, 1939 for 110.00 the balance due be given the town, Councilman Tant seconded and the passed unanamously. 150 Councilman Haar moved that the following resolution be adopted, Councilman Mayer seconded and the motion passed unanamously; RESOLUTION. Victor Hugo Bassett departed this life in Savannah , Geo- gia on the 3rd day of November, 1938, at the age of 67 years. Dr. Bassett was educated at Knox College, Univeristy of Wisconsin and John Hopkins Medical School and Universitity. He the University of Wisconsin as professor of chemistry and after his graduation at Johns Hopkins Medical School he served as path- ologist to hospitals in Baltimore, Chicago anf Milwaukee. Dr. Bassett came to Savannah to make his home on June 30, 1908 and he served this city as City Bacteriologist from the time of his arrival until 192, at which time he was named. City Health Officer. In 1927 the position of City Health Officer was combined into the City and Health Health Officer, which position Dr. Bassett held until his untimely death. For a number of years he served as Health Officer for the Town of Savannah Beach, Tybee Island and under his supervision the health and sanitation on said island was improved to such an extant that citizens from the 6ity of. Savannah and surrounding territory bAlt homes on the is &and where they and their families could reside in perfect safety due to the sanitary conditions. Dr. Bassett was a past vice president of the Georgia Public health Association, having also served the Association as Secretary. He was a felloe in the Public Health Association. Dr. Bassett was an ardent fisherman and whenever he could find a few moments avlay from his strennus duties, he would pass his time awayfishing i,nor aruund Savannah. He took a great deal of delight in telling his friends and a= sociates of hie either good luck at fishing or his bad luck. He knew the fishing drops and where the fish would always best. Dr. Bassett is survived by his wife, Mrs. Annie M. Stowell Bassett, One daughter, Mrs. Reuben A.Swenson, Whiting, Indiana, two sisters, Miss Bess Bassett of'Aledo, I11., and Mrs. Lon Adams of Sullivan, I11., and one brother, Thomas W. Bassett of Kent, Washington. Therefore, be it resolved by the Mayor and Councilman of the Town of Savannah Beach, Tybee Island in council assembled that they do moan his untimely passing and do extend their desp- e st sympathy to hid family in their bereavement . Further resolved thatba copy of this resolution be spread upon the minutes of the Town Council and copies be sent to the members of his family. - o- o- o- o- o- o -oo - -- Councilman Kreitzer moved that the following resolution be adopted Councilman Haar seconded and the passed unanamously: RESOLUTION. 151 BE IT RESOLVED , by ti Savanah Beach, Tybee Island L S, there exists this municipality and i' is supply this deficiency; e Mayor and Councilmen of the Town of in Council assembled; a casual deficiency in the revenue of necessary to make a temporary loan to THEREFORE, be it resolved by the authority aforesaid that the Mayor of the Town of Savannah Beach, Tybee Island, for the purpose of supplying the said : eficiency in revenue, be and he is whereby aithorized to borrow in the name of the Mayor and Councilmen of the Town of Savannah each, Tybee lsladd :Nom the Citizens Bank and Trust Company of Savannah, Georgia, the sum of Six Hundred ($600.00) Dollars, and to give and execute a note of the mayor and Councilmen of the Town of Savannah Beach, Tybee Island for the sum of Six Hundred ($600) Dollars, such note to mature as od the 10th day of May, 1939, and to bear interest at the rate of five per cent per annum. b Councilman Haar moved that the following resolution be adopted, Councilman Tent seconded and the motion passed unanamously; RESOLUTION. BE IT RESOLVED, by the Mayor and Councilmen of the Town of Savannah Beach, Tybee 4sland in council assembled; WHEREAS, the Mayor and Councilmen of the Town of Sav- annah Beach, Tybee Island arethw owners in fee - simple of all that certainlot, tract, or parcel of land lying and being within the, limits of Savannah Beach, Tybee Island, Georgia in Chatham County, State of Georgia, and more particularly describe as follows: 3 is A strip of land three hundred twenty (320) feet wide between parallel lines extending from Bay Street in said Savannah Beach, northward to the Savannah River. The westward boundary line of said strip to be an extension of the westward line of lot number six;,(6) in block number two (2). The eastward boundary line of said strip to be a line parallel with and twenty (20) feet eastward from the eastward line of Stone Street. AND, WHEREAS, the Town fo Savannah Beach, Tybee Island is iesirous of having loaated or the aforementioned described property a United States Coast Guard Station Boathouse, and, AREAS, pursuant to authority contained in the Act of March 3, 1875,18 Stat. 372, (U.S.C. title, section 96, the Act of May 25, 1937, 50 Stat. 205, and the Treasury Department Appropriations Act of 1839, appropriation title "29393, Rebuilding and Repairing Stations, ect., Coast Guard 1939 ", the United States has agreed to,bug the above desciibed property for the sum of ten (10) do,'..lars. Said tract of land hereinbefore described shallbe known and used as the Tybee Island Coast Guard Station Boathouse Site, and, WHEREAS, the above described tract of land is clear of all liens, easements, leases,judgments, taxes, assessments and incumbrances of any kind or character whatsoever. 152 row, THEREFORE, BE IT RESOLVED, by the authority aforesaid that the Mayor of the Town of Savannah 7)each, Tybee Island, for the purpose of conveying fee - simple title to the United States the following described property, to -wit; All that certain lot, tract, or parcel of land lying and being within the limits of Savannah Beach, Tybee Island, Georgia, in Chatham County, State of Georgia, and more particu- larly descirbed as follows: A strip of land three hundred and twen- ty (320) feet wide between parallel lines extending from Bay 6treet in said Savannah Beach, northward to the Saysnmah River. The regular meeting of Council was held to -night at 8:00 p.m., in the Council Chamber, and was attended by Mayor McMillan, who presided, and Councilmen Tant, Farrell, Kreitzer, Mayer, Haar, May, Town Attorney Dutton, also George VI.Hunt, R.L.Cooper, A.P. Solomon, M.R.Young, Mrs. Cecil Carter. Mr. Solomon stated that in regard to the installing of fire plugs in the vicinity of Campbell Street the cost would be about $950.00, healso stated that the TWW was planning the installation of a.nothr well, running a large main down ThirdsAvenue, and putting in 7 new fire plugs, and that if the plugs were put in at Campbell Street at this time, then the new well could not be installed. Mr. Solomon, was excused. Mr. R.L.Cooper presented an aerial map showing a comilete picture of the island, which he offered to sell to the town for $125.00 Mr. Cooper was excused. George 'aa'.Hunt an_' Dudley Hull presented plans for building 40 homes in the Bethesda sub - division to be known as the Rainbow Commtnity Center, at ca cost of'about $50,000.00, they requested advise as to what the approximate assessments would be on a de- velopement of this kind, Mr. Hunt was informed that the matter would be gone into and he would be notified, after which he and Mr Hull were excused.
