ORDINANCE NO. /016 02
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING THE
CITY CODE AND THE CITY PERSONNEL RULES AND REGULATIONS TO
DESIGNATE THE ANNIVERSARY OF THE BIRTH OF MARTIN LUTHER KING, JR.
AS A CITY HOLIDAY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS :
Section 1. Rule XI, section A 1st paragraph, of the
Personnel Rules and Regulations is hereby amended to read as
follows :
A. All regular employees shall receive their regular
compensation for the following holidays:
New Year's Day
Harry S. Truman' s Birthday
Memorial Day
Independence Day
Labor Day
Veteran's Day
Thanksgiving Day
• Christmas Day
The date designated by the United States govern-
ment as the federal holiday celebrating Martin
Luther King, Jr. 's birthday.
Section 2 . Section 18-156, subsection ( 3 ) , of the City Code
is hereby amended to read as follows :
(e) Parking meters shall be operated in the parking
meter zones every day between the hours of 8:00
a.m. and 5 : 00 p.m. , except Saturdays, Sundays and
city holidays . City holidays are as follows : New
Year's Day, Harry S. Truman's Birthday, Memorial
Day, Independence Day, Labor Day, Veteran's Day,
Thanksgiving Day, Christmas Day, and the date
designated by the United States government as the
federal holiday celebrating Martin Luther King,
Jr. ' s birthday. When a legal city holiday falls on
a Saturday, the preceding Friday shall be observed.
When the city holiday falls on a Sunday, the
following Monday shall be observed.
Section 3. This Ordinance shall be in full force and effect
from and after its passaage and approval.

Please be advised that for the following reasons I have refused
to sign Council Bill Number 85-211:
1) City employees did not request an additional holiday.
Neither employees nor their Employee Council was consulted
regarding the creation of this proposed holiday. There is
no justification for adding a tenth paid city holiday. It
was only a few short years ago that the ninth holiday was
added. Our recent employee wage and benefit survey, which
included nine other Missouri cities , revealed that only one
granted more than nine paid holidays .
2 ) The first year cost of $28, 200 is the type of added
burden that the City's finances can ill afford in this
period of declining federal assistance. One might simply
reflect on the question of "what does the City's taxpayers
receive for their $28, 200?"
3 ) There are other very suitable ways for Jefferson City to
recognize and remember Dr. King's contribution to American
life. The proponent of this ordinance has failed to
consider any of these far less expensive measures .
4 ) Once these types of benefits are granted to our 300 city
employees , the likelihood of their ever being taken away is
nil. Please remember that the $28, 200 is only first-year
cost. This figure will increase every year hereafter as
wages increase and as the number of employees increase.
5 ) This new cost should only be considered, if at all,
during the annual budget preparation. All other suggestions
and/or needs are made to wait and to compete through our
extensive budgeting process for the limited financial
resources available.
For these reasons I am exercising my rarely utilized veto power
to disapprove this bill. I sincerely hope that you will each
reconsider your earlier vote for this needless added expenditure
and on behalf of all the taxpayers of Jefferson City, cast a
"yes" vote in support of this veto.
