FOR ENGINEERING SERVICES WITH MOTT MACDONALD —
REHABILITATION OF ROOSEVELT AVENUE PUMP STATION
EXISTING UNDERGROUND STORAGE TANK REMOVAL
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the removal of the existing underground storage tank at the Roosevelt Avenue
Pump Station; and
WHEREAS, the Borough's Consulting Engineers, Mott MacDonald, possess the
requisite skill and expertise to provide said services; and
WHEREAS, Mott MacDonald has submitted a proposal to provide said engineering
services at a total cost not to exceed $18,865.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account # 1 -01 -20 -165 -254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
I. That the proposal from Mott MacDonald for engineering
services related to the removal of the existing underground
storage tank at the Roosevelt Avenue Pump Station, in a
total cost not to exceed $18,865.00 billable in accordance
with Mott MacDonald's existing contract with the Borough
is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional
services contract pursuant to N.J.S.A. 40A:11- 5(l)(a) in
accordance with the Borough's Fair and Open Process as
authorized by law.
4. That a copy of this resolution be forwarded to the
.. Borough's Purchasing Department, Mott MacDonald and
Borough Director of Engineering.

Existing Underground Storage Tank Removal
February 12, 2021
Dear Mr. DuPont,
The Borough of Carteret (Carteret) plans to remove the existing generator's one (1)
underground storage tank (UST) at the Roosevelt Avenue Pump Station located at
339 Roosevelt Ave, Carteret, NJ. The tank is being removed as part of
improvements to convert the on -site generator system to an outdoor generator with
an above ground fuel storage tank. The removal of the UST requires Carteret to
retain a Licensed Site Remediation Professional (LSRP) to conduct the
environmental services including sampling and reporting.
As the UST (a 2,500 gallon Diesel Fuel Tank), does not have a suspected reported
discharge, there is no timeframe for removaliremediation of that tank. However, the
Site Investigation Report will be required to be submitted within one year from the
date of the removal of the tank.

The scope of work below describes the services that will be provided.
SCOPE OF WORK
Mott MacDonald will perform the following services related to the investigation and
removal of one UST:
LSRP Initial Services
Following approval from Carteret to conduct the work, Mott MacDonald will provide
an LSRP that will be retained for the facility listed above. Mott MacDonald will
prepare and submit the LSRP Retention form on -line to complete this action.
The LSRP will then be able to complete the on -line Annual Remediation Fee form.
The annual remediation fee is based on different categories. We will assume that
that no discharge has occurred and that the UST to be removed will not require
M remedial activity. That means the LSRP will apply Category 1 (sites with 0 -1 areas
of concern or a regulated UST with no discharges) and the NJDEP will issue an
invoice based on this category. (Current fee is $875 for this category). Please note,
MOTT this fee may increase if a discharge is identified (current fee of $1,750) or of
MACDONALD groundwater contamination is identified during remedial activities (this fee is an
additional $1,510).
We understand that the existing UST is not currently registered with the NJDEP.
Based on NJDEP files, the last registration in effect for the tank expired March 31,
2018. Prior to removal activities, Mott MacDonald will assist Carteret in the
preparation and submission of the NJDEP UST Facility Questionnaire Form. This
form will be required to be submitted electronically and in hard copy.
Finally, a minimum of 14 days prior to the UST removal, the Mott MacDonald LSRP
will prepare the Closure - Notice of Intent, Underground Storage Tank System form
on behalf of Carteret for the USTs at the facility. This is also completed on -line.
Upon submission of the tank closure application, the NJDEP will issue a closure
approval. There are no fees required to obtain the NJDEP closure approval.
Pre - Removal Tasks
Prior to UST removal, we will attend a pre- construction meeting so that the work
can be coordinated between the selected UST contractor and Mott MacDonald. The
pre- construction meeting will establish the proper contacts and responsibilities. Mott
MacDonald will inform the contractor of the documents that we will need in order to
prepare a report, the requirements for certified clean fill, and the requirements to
use a licensed disposal facility should contamination require remediation.
UST Closures Observation and Site InvesUoation
Mott MacDonald will observe the closure of the existing UST system including the
UST, approximately 20' of piping, and vent lines. Information on the UST system
such as dimensions, construction and condition, along with the dimensions of the
excavation and depth to groundwater (if encountered) will be documented. Items
such as piping dimensions, depth of burial, and depth and dimensions of the UST
removal excavation will be recorded. Excavated soils will be screened with a photo
ionization detector (PID) to check for evidence of a release of petroleum
hydrocarbons. Closure activities will be documented in a field book and photo -
documented.
If there is evidence that a discharge has occurred from the UST system, then soil
removal and disposal become necessary. In this situation, soil will be excavated
and stockpiled on -site. Soil will be placed on and covered with plastic in an area
designated by Carteret. Costs for waste characterization sampling and off -site
disposal of contaminated soil are assumed to be the responsibility of the UST
contractor.
For field observations, Mott MacDonald assumes that two field days will be required
at the Site to complete activities for one UST. Note this will be dependent on
conditions at the time of the removal efforts. If removal efforts exceed 2 days, Mott
MacDonald will coordinate with Carteret for approval of additional time.
The NJDEP Technical Requirements for Site Remediation (NJAC 7:26E) require a
site investigation following the closure of a UST system based on the tank contents
and size. The regulations require that soil samples be collected from below the
invert of the tank and the piping in native soil. If the water table is above the UST
invert, or if ballast pads are left in place, sidewall samples will be collected. Mott
MacDonald will collect the required number of post- excavation soil samples and
submit the samples for laboratory analysis based on tank contents.

MThe number of samples are based on the length of the tank. USTs require one sample
M for every 5 feet of tank length (total of 6 samples). Piping will require sampling every
15 feet (minimum) skewed toward piping joints; we have estimated 20 linear feet of
MoT7 piping for this cost estimate for two sets of lines for the tank (2 additional samples for
MACDONALD piping). For diesel contents, the soil samples will be analyzed for extractable
petroleum hydrocarbons (EPH, Category 1). Contingency analyses for naphthalene
and 2- methylnaphthalene if EPH is detected above 1,000 mg /kg, and contingency for
SPLP 2- methylnaphthalene will be included in our scope. In addition to the above, 1
field blank (10% or 1 /day) and 1 duplicate sample (5% of total samples) have been
included. Trip blanks are not required for the non - aqueous matrix.

If groundwater is encountered during excavation activities, Mott MacDonald is
including the collection and analysis of one groundwater grab sample at the tank
location. For diesel contents, the groundwater samples will be VO +10 and Semi -
Volatile Organic Compounds (SVOCs +20).

Post -UST Removal Renortino
Following UST system closures, a revised UST Facility Certification Questionnaire
(USTFCQ) will be prepared and submitted within seven days. The revised USTFCQ
will inform the NJDEP that the former UST system has been taken out of service
and properly closed. Following receipt of the USTFCQ, the NJDEP will de -list the
former UST from active status.
A Site Investigation Report and required forms will be prepared in accordance with
the Technical Requirements for Site Remediation (NJAC 7:26E -3.13 for submission
to the NJDEP for each facility. The Site Investigation Report will incorporate all
observations and post- excavation soil sample analytical results. In addition, we will
review any results of the monitoring and testing of the UST system provided by
Carteret and incorporate the information in the report. We will detail the procedures
performed during the UST removals and site assessment phase of the project.
We have assumed that there is no soil contamination and that no remedial efforts
will be performed during removal activities. Based on the results of the soil
samples, a proposal will be generated for additional actions if required.
The costs to issue a Response Action Outcome (RAO) for the UST removed as a
specific area of concern is included. The RAO will be sent to Carteret and copies
will be forwarded to the NJDEP and other required parties along with the Site
Investigation Report discussed above.
If contaminated soil or other evidence of a discharge is discovered during the UST
system closure, the discharge will be reported to the NJDEP who will assign a case
February 12, 20211 Page 3of5 number. The Annual Remediation Form will need to be revised, and additional
Mremedial actions and investigations may be required by the NJDEP. The remedial
M investigations may include additional soil sampling, groundwater sampling, receptor
MOTT evaluations, and reporting. Costs for these additional items have not been included
MACDONALD in this scope of work.
SPECIAL CONDITIONS
The scope of work detailed above is based upon the following conditions:
• No formal access agreement is required.
• Carteret will provide useable copies of prior registrations and current AB
operator information as well as insurance policy for inclusion if available
• NJDEP fees are included in the proposal; however, it should be noted that
those fees are subject to change and may differ from those indicated in this
proposal. Carteret will be charged for the fees in effect at the time of the
submission of the milestone documents.
• Assumes submission of one Site Investigation Report covering the removal
of the UST.
• Excludes installation of monitoring wells or evaluation of groundwater,
beyond a grab sample.
This proposal does not include any activities beyond those listed within the scope of
work of this proposal. If additional actions or oversight is needed to address the
discharge associated with the UST, Carteret will be notified and a proposal covering
those additional actions will be generated for approval by the Borough (including
groundwater or extensive soil remediation activities).
SCHEDULE
We estimate the following to complete the task:
LSRP Retention — Within 45 days of Notice to Proceed.
UST Facility Certification Questionnaire Form to Re- Register the UST — Within two
weeks of receipt of insurance information and AB Operator information.
Notice of Intent (NOI) to remove UST— Submitted 10 days prior to removal activities.
UST Facility Certification Questionnaire Form to Delist the UST — Submitted within 7
days after removal of UST.
Site Investigation Report — To be submitted no later than 1 year from removal of the
UST.
COST ESTIMATE
Upon your acceptance of this proposal, we propose to undertake the above
described Scope of Work on a time and material basis, not to exceed $18,865. Our
proposed fee is based only on the scope of work provided herein. It does not
include the remedial investigation should contamination be found, and it does not
include any NJDEP fees.
