ORDINANCE NO. 4o
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
SECTIONS 16-213, 16-216 AND 16-217 OF THE CODE OF THE CITY OF
JEFFERSON, MISSOURI, AS THEY PERTAIN TO THE REGULATION OF
PAWNBROKERS AND MERCHANTS DEALING IN USED BICYCLES.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1: The first two lines of Section 16-213(a) of the
Code of the City of Jefferson, Missouri, which currently read:
"(a) Every pawnbroker and merchant dealing in used bicycles
shall, upon forms to be provided by the Jefferson City
Police Department. . . "
shall be amended to read:
" (a) Every pawnbroker shall, upon forms to be provided or
approved by the Jefferson City Police Department. . . "
Section 2. Section 16-213(b) of the Code of the City of
Jefferson, Missouri, which currently reads :
" (b) If such property contains, in whole or part, a
precious gem or metal, or if such property is difficult to
describe, said property shall be photographed and said
photograph shall be attached to the form provided and shall
become a part thereof. "
shall be amended to read:
" (b) If such property contains, in whole or part, a
precious gem or metal, and if such property is difficult to

become a part thereof. "
Section 3. Item two ( 2 ) of the enumeration in Section 16-
216 of the Code of the City of Jefferson, Missouri,
" ( 2) Merchants dealing in used bicycles"
is hereby deleted and the numeration of items 3 and 4 is hereby
changed to 2 and 3 respectively so that the amended section will
read:

Sec. 16-216. Receiving Goods from Minors
Aft None of the following merchants shall take, buy or receive
any personal property from any person under the age of eighteen
( 18) years without the written consent of such individual's
parents or guardians :
(1) Pawnbrokers
(2) Transient merchants , itinerant merchants, or itinerant
vendors , as defined in Section 22-11
( 3) Canvassers, solicitors , or peddlers, as defined by
Section 22-51
Section 4 . Section 16-217(b) of the Code of the City of
Jefferson, Missouri, is hereby amended by the deletion of the
phrase "or merchant dealing in used bicycles" . As amended, the
section will read:
" (b) Any pawnbroker who knowingly and willfully violates
the provisions of this article shall be subject to the
revocation of his business liscense pursuant to Section 16-
29. "
Section 5. This ordinance shall be in full force and effect
from and after its passage and approval.
