the Savannah Bank and Trust Company of Savannah Georgia, be and
is herby named depository for the interest coupons and the retire-
ment of the 328,000.00 bond issue, known as the Public Improve-
ment Bonds, and the :2,000.00 bond issue, known as the Town Hall
Bonds.
There being no further business Council adjourned subject to the

A special meeting of Council was held to -night at 8:00 p.n., iI
the Council Chamber, and was attended by the Mayor, who presided,
and Councilmen Tant, May, Farrell, Haar, Mayer, Kreitzer.
The meeting was for the following purposes;
Receive report of Finanace Committee.
Receive report of Police Committee.
Receive report of Assessment Committee.
Receive report of Public °Works Committee.
Reconsider request of Mrs. J.S. Cafiero to build
garage and servants quarters closer to adjoining property
owners line than is allowed by building code.

Chairman Kre4Azer of the Finance Committee reported that to
balance budget, that two positions be cut out (1) the position
of Supt of. Public Works, Building and Plumbing Inspector (2),
drop one policeman, after some discussion Councilman Myer :'
moved vac effort be made to reduce expected deficit by end of
fiscal year, Council Kreitzer seconded and the motion passed
uaanmously.
Chairman Haar of the Public Works Committee moved that the pos-
ition of Supt of Public 'Works, Building and Plumbing Inspector
be abolished, effective on and after this date and that the
salary be paid for this month, Councilman Mayer seconded and in
the voting a tie vote came up, Mayor McMillan breaking the tie
and deciding in favor of the motion. those voting YES; Haar, May,
Mayer, McMillan, those voting NO; Tant, Harrell, Kreitzer . The

Chairman May of the Police Committee recommends thatone policeman

Dgcember 31, 1938, Councilman Kreitzer seconded, those voting YES;
Mayer, Farrell, Haar, May; voting NO; Tant; not voting; Kreitzer.
The motion passed.
Chairman Tent of the Assessment Commitee moved that assessments
on the buildings in the proposed Rainbow Community Center be fixed
at 1/3 of their value for tax purposes, that the land assessments
remain as is and provided further that 40 buildings are constructed
by July lst, 1939, Councilman Mayer seconded.,in°the yvotang:9 °those
voting YES; Tent, Mayer, Kreitzer; voting NO; Farrell, Haar, May,
motion lost. Councilman Haar moved that improvements be awseseed
at 50% of their value, land assessments to remain as ib, provided

that 40 building are erected by July 1st, 1939, Councilman Farrell
seconded and in the voting, those voting YES; Farrell, Haar, hay,
Kreitzer; not voting; Tent, Mayer. The motion passed.
Councilman ant moved that the action of Council on December 5th.,
be rescinded, in which the 'ayor was instructed not to approve
building permit of Mrs. J.S.Cafiero, Councilman Haar seconded
those voting YES; Tant, Farrell, Haar, Mayer, May; voting 1O;
Kreitzer. Potion passed.
Councilman Farrell moved that the building permit of Mrs J.S.Cafiero
requesting permission to erect a servants quarters and garage on
her property, the lbcati-on,.;TA which would be 2 feet from the ad-
joining property owners line, be approved, Councilman Haar seconded
and these voting YES; Farrell, Haar, Mayer, May; voting NO;
Tant, Kreitzer. The motion passed.
There being o further business Council adjourned = ubject to the

A special meeting of Council was held to -night at 7:30 p.m., in
the Council Chamber, and was attended by Mayor McMillan, who pre-
sided, and Councilman Mayer, Haar, Farrell, May, Kreitzer, and
Donald G.Nichols.
The meeting was called for the following purposes;
Receive report from D.G.Nichols relative to beach
protection and other matters.
Consider allowance of discount on tcxes to a tax- payer.
Mr. Nichols discussed plans and specifications relative to the
Town Hall and requested to be informed where the building was to
be located in the Public Park, Councilman Haar moved that it be
erected in the north - eastern corner o$ Butler Avenue and 4th Street
Councilman Mayer seconded and the motion passed unanamenaly.
Councilman Mayer mov d that the plans and specifications for. the
Town Hall be approved, Councilman Farrell seconded and the mtion
passed unanamously.
Mr. Nichols stated that it was possible that several streets could
be paved. with WPA help and also sidewalks could be laid, at an
approximate cost to the town of '$1.00 per foot,lineal, he would
check on it. He also dtated that a plan could be worked out for
the numbering of houses and streets, and utilizing the park site
for a public park. He stated that he would get information on all
of this, he submitted a report showing the activities of the
beach protection project to date,(shown on next page)
