HomeMy Public PortalAboutORD10748 BILL NO. 86-148 SPONSORED BY COUNCILMAN HALSEY ORDINANCE AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A WORK AGREEMENT WITH I.A.A.F. LOCAL 671. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Mayor and City Clark are hereby authorized and directed to execute an amendment to the current work agreement with I.A.A.F. Local 671 representing City firefighters. Section 2. The amendment to the work agreement shall be substantially the same in form and content as that amendment attached hereto as Exhibit A. Section 3. TBRMS AQRED TO BY MEIN READ CONFER TRAMS The following changes to the Work Agreement between Local 671 I.A.F.F. and the City of Jefferson have been agreed to by the selected representatives of the parties. Article XXII and Article XXVI shall be amended to read as set out below: ARTICLE XXII - PAY PLAN A pay plan for the members of the union is hereby established as follows: Probationary Firefighter $13,935.00 Firefighter 14,498.00 21,121.00 Driver 16,327.00 23,786.00 Captain 18,387.00 26,787.00 Each classification shall be divided into twenty steps of two percent increments. The current pay plan will be converted into the new pay classification. Union members current range and step shall be translated to an exact dollar equivalent on the new plan. Then all members shall receive a 3% COLA which will place them on an exact step in the above ranges. The City will distribute copies of the pay plan and establish the means by which progress can be made from one step to the next in each pay range. SPECIAL DUTY INCENTIVE. There will be not more than 6 positions, 2 per shift, designated for the purpose of inspector/investigator. The duties and responsibilities of the inspector/investigator will be in addition to requirements of the rank performing the additional duties. A differential of either 2% or 4% will be paid to the individuals filling the position. COMBINED MERIT/EDUCATION PAY PLAN. The current merit and education plans in the department shall be replaced by a single combined pay plan with the following 14 identified education steps: Red Book I; Red Book II; BOCA Fire Code - requires retest with new code; Life Safety Code; Fire Command; Fire Fighter II or 10 CEU' s; 15 years service available with no employment date cut off or 10 CEU's; Physical. Fitness advanced level or 10 CEU' s; E.M.T. refresher required, refresher applies to CEU credit or 10 CEU's; Certified Instructor - 3 year update of 20 hr. or teach 6 topic classes or 10 CEU's; Certified Fire Investigator - 3 year update of 20 hr. or 10 CEU' s; 10 hours college credit toward A.A. or B.S. degree in Fire Science or Public Administration or 10 CEU's; 20 additional hours college credit toward A.A. or B.S. degree in Fire Science or Public Administration or 10 CEU's; 30 additional hours college credit toward A.A. or B.S. degree in Fire Science or Public Administration or 10 CEU' s. The obligations of the City under the current educational plan shall be paid under the terms of that plan including the dates specified in that plan. The merit and education steps of the new plan shall be paid on the employee's hire date if for merit and on November 1, if for education. It is understood that the City's intent is to eventually establish a single date for the combined pay plan. ARTICLE XXVI - TRAINING, EDUCATION AND PHYSICAL FITNESS The program emphasizing training, education, and physical fitness for Fire Department personnel shall be continued in its present form except as modified by the new Article XXII. The program will be voluntary in nature and will be structured so that if basic physical fitness requirements are met on an ongoing basis, then incentive pay steps may be earned by Fire Department personnel after completing education, training, or advanced physical fitness requirements. Copies of the program will be provided to the Union officers and will be available at each station, in the Chief's office, and in the office of the City Administrator. MEDICAL SCREENING. A medical screening program shall be established for union mambers. The screening shall consist of the following: Strength & flexibility; Cholesterol; Pulmonary screen; Blood oxygen level; Blood pressure; Urinalysis; Diabetes; Vision; Health perscription; Treadmill Test: (EKG - exercise & resting, continuous blood pressure) ; Percent body fat; Glaucoma; Oral cancer; Colon cancer; and Chest X-ray. Subsequent medical screenings need not include all of the above but shall consist of a step process based on medical advice and test results. The program shall not be implemented until questions involving confidentiality and the purpose for which the results will be used have been answered to the satisfaction of both parties. 1. 7t ITEMS AGREED TO WHICH DO NOT BECOME PART OF THE WORK AGREEMENT The funding levels agreed to by the representatives are as follows: COLA - 3% $34,193 Current Ed Plan 22,795 New Merit/Ed Plan 6,000 }: Special Duty 2, 500 Medical Screening 3,500 TOTAL $68,988 No pay other than as specified above or in the unchanged portions of the Work Agreement shall be paid to any union member.
