ORDINANCE NO. A
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, LEVYING AND
ASSESSING A SPECIAL TAX BILL AGAINST THE LOTS OR TRACTS OF LAND
FRONTING AND ABUTTING ON FLORA DRIVE IN THE CITY OF JEFFERSON,
MISSOURI, FOR THE IMPROVEMENT OF SAID ROADWAY.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. There is hereby levied and assessed at the rate
and cost price per front foot as specified in Section 2 of this
Ordinance, against the aggregate lots or tracts of land fronting
or abutting on Flora Drive in the City of Jefferson, Missouri,
for the improvement of said roadway, the sum of $6,429. 60 as the
total costs of the improvement of said roadway, amount to 857.23
front feet; the cost price per front foot is $7.50 per front foot
on property which had no existing curb and gutters.
Section 2. For the purpose of paying said improvement of
said roadway, there is hereby levied and assessed the sum of
$7. 50 as a special tax against each front foot of ground fronting
or abutting said roadway, and contained in such lot or piece of
ground fronting or abutting said improved roadway.
Section 3. The name of each property owner or owners and
the description of each lot or piece of ground fronting or
abutting on each side of said roadway and the number of front
feet owned by each owner or owners and contained in the lots or
tracts of land so owned and abutting said roadway and the cost
price per foot for said improvement and the amount hereby levied
and assessed as special tax for said improvement against each lot
or piece of ground fronting or abutting said roadway is listed as
follows:
James W. Thompson, V. E. Thompson, John William Lankford,
Archie A. Murray, George W. Clark, Oscar Jens, Melvin Branson,
Charles Angel, and Gene Quinn, Trustees of A.F. of L. Labor
Temple, owners of property described as follows:
Sellers agree to sell and Buyers agree to buy that part of the
following-described property in Spring Valley Subdivision No. 1
in the southeast quarter of Section 13, Township 44 North, Range
12 West, recorded in Plat Book 5, Page 35, office of Recorder of
Deeds, Cole County, Missouri.
® Lot 6 for the total purchase price of $1,000.00 except that part
used for additional r/w for U.S. Highway 54 described as follows:
Beginning at the .intersection of the north r/w line of Flora
Drive and the new east r/w line of U.S. Highway 54; thence N 57
degrees, 20.01 east, 50.0' along the new r/w line of U.S. Highway
54; thence, north 40 degrees, 15' east, 99.55' along the new r/w
line of U.S. Highway 54; thence north 23 degrees 19' east, 24.56'
along the new r/w line of U.S. Highway 54; thence north 75
degrees 54' west, 18.341 ; thence south 35 degrees 34' west,
70.01 ; thence south 45 degrees 08' west, 99.4' to the north r/w
line of Flora Drive; thence south 75 degrees 54' east, 12.72'
along the north r/w line of Flora Drive to the point of
beginning.
Lot 7 for the total purchase price of $4,000.00
Lot 8 for the total purchase price of $2, 500.00
Total Assessment 327.28 feet @ $7.50 per foot = $2,454. 60
Victor I. Phillips, Roger E. Phillips, Gary L. Phillips, and
Donna J. Payne, owners of property described as follows:
Lots Nos. 9 and 10 of Spring Valley Subdivision, in the City of
Jefferson, Missouri, per plat of record in Plat Book 5, Page 35,
Cole County Recorder's Office.
Total Assessment: 85.0 feet @ $7.50 per foot = $637.50
Local Union 257, IBEW Building Corporation, a corporation, owners
of property described as follows:
All of Lot 1 of "Spring Valley Subdivision" , as per plat of
record in Plat Book 5, Page 35, Cole County Recorder's Office;
and part of vacated Brookside Drive as shown on the plat of
"Spring Valley Subdivision" per plat of record in Plat Book 5,
Page 35, Cole County Recorder's Office, and part of the Southeast
Quarter of Section 13, Township 44 North, Range 12 West, in the
City of Jefferson, County of Cole, Missouri, all of which is more
particularly described as follows:
Beginning at the northwest corner of Lot No. 1 of said "Spring
Valley Subdivision", thence south 16 degrees 43' 59" west, along
the westerly line of said Lot 1, 150.00 feet to the southwesterly
corner thereof; thence north 73 degrees 11 ' 13" west, along the
southerly line of Lot Nos. 2, 3, 4, and 5 of said "Spring Valley
Subdivision", 423.90 feet to the easterly line of U.S. Route 54;
thence south 32 degrees 23 ' 48" west, along the easterly line of
said U.S. Route 54, 10.38 feet to the northerly line of a tract
of land as described in Book 237, Page 697, Cole County
Recorder's Office; thence south 73 degrees 11' 13" east, along
the northerly line of said tract, 728.11 feet; thence north 16
degrees 48' 471' east, 159.98 feet to the southerly line of Flora
Drive; thence north 73 degrees 11' 13" west, along the southerly
line of Flora Drive, 301.63 feet to the point of beginning.
Total assessment 82.0 feet @ $7.50 per foot = $615.00
Waldo E. Hager and Lila J. Hager, husband and wife, owners of
property described as follows:
Lots 3, 4, and 5 of Spring Valley Subdivision, a subdivision
lying in the Southeast Quarter of Section 13, Township 44 North,
Range 12 West, as per plat recorded in the office of the Recorder
of Deeds of Cole County,
Missouri, in Plat Book 5, Page 35.
Total assessment 363.0 feet @ $7.50 per foot = $2,722.50
Section 4. That the City Clerk is hereby instructed to make
out special tax bills in favor of the Contractor, Willard
Stockman Construction, Corp. , Jefferson City, MO, for the within
mentioned work in accordance with the ordinances of the City of
Jefferson, Missouri, relative to said kind of work in accordance
with the Ordinance of said City in regard to said work.
Section 5. This Ordinance shall take effect and be in full
force from and after its passage and approval.
