AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE
CODE OF THE CITY OF JEFFERSON, SECTION 23-16, BY REVISING THE
MEMBERSHIP OF THE PLANNING AND ZONING COMMISSION.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The Code of the City of Jefferson is hereby
amended to revise Section 23-16, to read as follows:
Sec. 23-16. Members.
(a) The city planning and zoning commission shall consist of
nine (9) members and three (3) alternates. From among the nine
(9) members, there shall be at least one resident from each ward.
The mayor, the Director of Public Works, or his designate and one
member of the city council shall serve as ex-officio members.
The city council member shall be selected by the council from
among its number. Commission members and the alternates shall be
citizens and residents of the city qualified by knowledge or
experience to act on questions pertaining to the development of
city planning. Such citizen members and alternates shall be
appointed by the mayor, subject to the approval of the council.
(b) The alternates attending a meeting of the commission may
take the place of and vote as a member of the commission when
necessary to constitute a full nine (9 ) member commission. The
alternate chosen to sit on the commission and vote when necessary
shall be on a rotating basis among the three (3) alternates.
Serving as an alternate on the commission shall not be considered
in the application of sections 2-416 and 2-417.
( c) Five ( 5) members or alternates shall constitute a
quorum. The membership and participation of commission alternates
shall not increase the number required for a quorum.
( d) The term of each of the citizen members and the
alternates shall be for four (4) years; except, that the terms of
the citizen members and alternates first appointed shall be for
varying periods so that succeeding terms will be staggered.
(e) The council may remove any member or alternate for cause
stated in writing after public hearing.
( f ) Appointments to fill vacancies shall be for the
unexpired term only. All members and alternates shall serve
without pay.
Section 2. Nothing contained in this ordinance shall be
construed to affect the terms of the current members of the
planning and zoning commission. Current members shall fulfill
their terms. As the terms of the current members of the
commission expire, the succeeding appointees shall be so selected
that residents of wards not represented on the current commission
are appointed. Once the commission is so constituted that all
wards are represented, all succeeding appointments must be made
in such a manner as to maintain ward representation.
Section 3. This ordinance shall be in full force and effect
from and after its passage and approval.
