Kreitzer; not voting; Tent, Mayer. The motion passed.
Councilman ant moved that the action of Council on December 5th.,
be rescinded, in which the 'ayor was instructed not to approve
building permit of Mrs. J.S.Cafiero, Councilman Haar seconded
those voting YES; Tant, Farrell, Haar, Mayer, May; voting 1O;
Kreitzer. Potion passed.
Councilman Farrell moved that the building permit of Mrs J.S.Cafiero
requesting permission to erect a servants quarters and garage on
her property, the lbcati-on,.;TA which would be 2 feet from the ad-
joining property owners line, be approved, Councilman Haar seconded
and these voting YES; Farrell, Haar, Mayer, May; voting NO;
Tant, Kreitzer. The motion passed.
There being o further business Council adjourned = ubject to the

A special meeting of Council was held to -night at 7:30 p.m., in
the Council Chamber, and was attended by Mayor McMillan, who pre-
sided, and Councilman Mayer, Haar, Farrell, May, Kreitzer, and
Donald G.Nichols.
The meeting was called for the following purposes;
Receive report from D.G.Nichols relative to beach
protection and other matters.
Consider allowance of discount on tcxes to a tax- payer.
Mr. Nichols discussed plans and specifications relative to the
Town Hall and requested to be informed where the building was to
be located in the Public Park, Councilman Haar moved that it be
erected in the north - eastern corner o$ Butler Avenue and 4th Street
Councilman Mayer seconded and the motion passed unanamenaly.
Councilman Mayer mov d that the plans and specifications for. the
Town Hall be approved, Councilman Farrell seconded and the mtion
passed unanamously.
Mr. Nichols stated that it was possible that several streets could
be paved. with WPA help and also sidewalks could be laid, at an
approximate cost to the town of '$1.00 per foot,lineal, he would
check on it. He also dtated that a plan could be worked out for
the numbering of houses and streets, and utilizing the park site
for a public park. He stated that he would get information on all
of this, he submitted a report showing the activities of the
beach protection project to date,(shown on next page)

AN ORDINANCE TO AMEND TIJAT CERTAIN ORDINANCE ENTITLED, "AN ORDINANCE
TO ADOPT A BUDGET FOR TBE FISCAL YEAR COVE ENCING MAY 1st, 1938, AS PREPARED
AND SUBMITTED BY TBE FINANCE COMMITTEE OF TEE MAYOR AND COUNCITM N OF
SAVANNAH BEACH, TYBEE ISLAND, AND FOR OMER PURPOSES," PASSED BY COUNCIL
APRIL 29, 1938, BY REPEALING THE OFFICE OF SUPERINTENDENT OF PUBLIC WORKS
AND FOR OTHER PURPOSES.
SECTION 1: Be it enacted by the Mayor and Council of the Town of Savannah
Beach, Tybee Island, Georgia, and it is hereby enacted by the authority aforesaid
that that certain Ordinance entitled, An Ordinance to adopt a budget for-the
fiscal year commencing May 1st, 1938, as prepared and submitted by the Finance
Committee of the Mayor and Councilmen of Savannah Beach, Tybee Island, and for
othor purposes," passed by Council April 29, 1938, be and the same is hereby
amended by repealing the office of Superintendent of Public Works.
SECTION 2: Bo it further enacted by the authority aforesaid that all ordi-
nances or part's of ordinances in conflict with this ordinance be and the same
are hereby repealed.

tures have bean reference to the Leach Erosion Project

The total amount represents labor expended in preliminary opera-
tions necessary toward the installation of the concrete bulkhead.
In this connection, it has been essential that certain emergency
installations (such as the wooden bulkhead and groins now partially
completed) be placed. 13ecause of severe weather conditions usually
experienced in the winter months 1 decided, as the engineer in charge
that such temporary instEllations were absolutely necessary in order
to protect property and to provide a factor of safety essential be-
fore installation of concrete units was undertaken.
To date approximately 250 pre -cast sheet pilings have been completed.
It is my intention to burin actual construction of the concrete bulk-
head by placement of these sheet pilings sometime during next week.
The expenditure of funds for materials represents purchases of
sufficient ouantities to build all the concrete bulkhead planned
under the rroject; and, in addition to this, equipment necessary for
project operations; also creosoted materials to be used in the con-
struction of a creosoted timber bulkhead and groin at the extreme

considerable quantities of materiels used in the emergency work.
Under the operating plan which I have developed, installation of
C.9yerep ^ 30 n piling will begin in the vicinity of 18th Street and
extend towards the Tybrisa Pavilion in order that the parking area
may be restored as quickly es possible. Should nothing unforeseen
develop, it is my estimate that all bulkhead work will be completed
not later than April lst, and the entire project finished by June
30th,, ?which will be in accord with the present WPA fiscal year.
The pro`ress as made so far is adequate and within the schedule as
originally proposed.

Councilman moved that the cottage occupied by Mrs Willis be moved
toanother site to be agreed upon -t a later date, and that all
other buildings in the Public Park faeingcButler Avenue, except
the schoolhousebemoved to another site, Councilman Mayer seconded
and the motiona passed unanamously.
Councilman Haar moved that 20% discount be allowed on the 1938
taxes of Mrs. Margaret Soutzard provided that they are paid at once.
Councilman Farrell seconded and the motion passed unanamusly.

who presided, and Councilmen Tant, Farrell, Mayer and Kreitzer.

Enact Ordinance fixing fee
to be charged for sale of fireworks.
Authorize purchase of mater-
ials for Town Hall project, and Beach Protection project.
Authorize payment of bill
of TWW for $492.50 for water furnished for Beach Brotection project.
Authorize payment of balance
due F.M.Dunlevy for drawing pland for Town Hall.
Councilman Tant moved that a bill of materials needed for the
Town Hall, approved by D.G.Nichols, be purchased, Councilman
Kreitzer seconded and the motion passed unanamously.
Councilman Mayer moved that a bill of materials needed for the
Beach Protection project, approved by D.G.Nichols, be purchased,
Councilman Kreitzer seconded and the motion passed unanamously.
Councilman Kreitzer moved that the balance bif .$300.00 due
F.M.Dunlevy for drawing plans and specifications be paid, tCoun-
cilman Tant seconded and the motion passed unanamously.
Councilman Tant moved that the bill of the TWW for $492.50 for
furnishing water to the beach protection project be paid, Coun-
cilman Kreitzer seconded and the ;notion passed unanamously.
Councilman Tant moved that the following Ordinance be adopted,
Councilman Mayer seconded and the motion passed unanamously;
