COMMITTEE MEETING — Began at 5:30 p.m.
• CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Dawn Matus,
Dallas Young, Susan Farber, Nellie Bowman and Craig Vroom were present. Also, in
attendance was Delta James, Economic Development Planner.
• MINUTES APPROVAL [ACTION ITEM]
Dallas moved; Nellie seconded a motion to approve the minutes from the August 30,
2021 as submitted. All members voted "aye"and the motion passed.
• EXISTING COLLECTION AND MAINTENANCE
Owl wood carving at Library: Craig forwarded research on how to repair the cracks
and treat the carving. Nellie stated that she inquired and Tightbond Glue with wood
shavings should be used to fill the cracks. Nellie said that her husband is a
woodworker and could take a look.
• PUBLIC ART PROJECTS
Westover Mill Whistle: Staff reported that the project is scheduled for installation the
week of October 4 with a test whistle blow. Communications staff will be issuing a
public service announcement to alert of the whistle "test." The official whistle blow
and dedication are scheduled for October 28, lunchtime in Legacy Park. Nellie
commented that information about the artist selection process and community
engagement be highlighted in the press releases and articles. Craig shared the
article he wrote has been submitted to the Star News.
MDSD Hometown Arts Bus Shelters: Staff reported that the bus shelter at Gravity
Sports now has artwork installed, so the project is complete and will remain for the
next few years.
Public Art for Library: Staff suggested that the next meeting be dedicated to outlining
the artwork selection process.
Downtown Mural: Dallas reported that she discussed Stacey Cakes and other 1st
Street parking lot walls and the owners are enthusiastic about the project
opportunity.
• CAPACITY AND PROMOTION
$1000 Fundraising Goal / Special Event: Karla provided information about other
fundraising strategies. Dallas indicated that we need a list of potential donors. Email
chat between committee members was summarized and includes need for a defined
request or goal and strategies for fundraising. Susan questioned if the committee can
engage in fundraising and suggested that an annual fundraising effort without linking
to a particular project can be accomplished. Three topics can be discussed -why, for
what and how should fundraising occur? Karla stated that fundraising can
demonstrate that other funds are being brought to the projects when asking for city
budget allocation. Dawn stated that general fundraising without a specific project to
target may make it hard for the public to understand why the city is requesting funds.
Susan reminded the committee that there is a plan and schedule for the public art
program. Staff reported that the City Attorney provided guidance on fundraising: the
committee can engage in fundraising, contributions to the city are tax deductible, but
raffles or competitive giveaways should be avoided. Nellie stated that fundraising
should be targeted to the funding need gap and recognition strategies outlined.
Susan advocated for recognition of even small donations, perhaps at least on a
website, if not on a plaque or title. Staff will bring three projects for discussion on
fundraising to the next meeting.
