ORDINANCE NO. Q
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING
SUBSECTIONS (e ) AND ( f ) OF SECTION 11-36 OF THE CODE OF THE CITY
OF JEFFERSON, MISSOURI , DEFINING THE BOUNDARIES OF THE FOURTH AND
FIFTH WARDS AND ENACTING TWO NEW SUBSECTIONS PERTAINING TO THE
SAME SUBJECT.
WHEREAS, the City Council of the City of Jefferson did, on May 5,
1987 , duly enact Ordinance No. 10820 which annexed land to the
south and established ward boundaries in the south area; and
WHEREAS, the ward boundaries as established by Ordinance No.
10820 are not coterminus with state legislative district
boundaries :
NOW, THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI , AS FOLLOWS:
SECTION 1. Subsections (e ) and (f ) of Section 11-36 of the
Code of the City of Jefferson, Missouri, are hereby repealed and
new subsections (e ) and (f ) of Section 11--36 are hereby enacted,
which shall read as follows :
Section 11-36 Wards
(e ) The Fourth Ward shall be bounded as follows:
Beginning at a point where the western corporate
limits is intersected by the centerline of U.S.
Route 50; thence easterly along the centerline of
U.S. Route 50 to the centerline of Dix Road;
thence southerly along the centerline of Dix Road
to the centerline of William Street; thence
easterly along the centerline of William Street to
the centerline of Beck Street; thence northerly
along the centerline of Beck Street to the
centerline of St . Marys Boulevard; thence easterly
along the centerline of St. Marys Boulevard to the
centerline of Waverly Street; thence southerly
along the centerline of Waverly Street to the
centerline of Missouri Boulevard; thence easterly
to the centerline of U.S. Route 54 ; thence
southeasterly along the centerline of U.S. Route
54 to the centerline of Tanner Bridge Road; thence
continuing southeasterly along the centerline of

Tanner Bridge Road to the north line of Section
25 , Township 44 North, Range 12 West, Cole County,
Missouri; thence westerly along said north line to
the corporate city limits line; thence along and
with the corporate city limits , as defined in
section 1-17, by the shortest route to the point
of beginning.
(f) The Fifth Ward shall be bounded as follows :
Beginning at a point where the centerline of
Monroe Street is intersected by the centerline of
East Ashley Street; thence southerly along the
centerline of Monroe Street to the centerline of
Stadium Boulevard; thence westerly along the
centerline of Stadium Boulevard to the centerline
of U. S. Route 54; thence southwesterly along the
centerline of U.S. Route 54 to the centerline of
Tanner Bridge Road; thence continuing
southwesterly along the centerline of Tanner
Bridge Road to the north line of Section 25,
Township 44 North, Range 12 West , Cole County,
Missouri; thence westerly along said north line to
the corporate city limits line; thence along the
corporate city limits line , as defined in section
1-17, by the shortest route to the southerly
right-of-way of U.S Route 50 (Mo. Project F-
1( 12 ) ) ; thence westerly along the southerly right-
of-way line of U.S. Route 50 to the intersection
of the northerly line of Private Survey #2440,
Township 44 , Range 11; thence northerly parallel
to the easterly line of Section 21 to the
centerline of U.S. Route 50; thence westerly along
the centerline of the aforementioned U.S. Route 50
to the centerline of Jackson Street; thence
southerly along the centerline of Jackson Street
to the centerline of East Ashley Street; thence
westerly along the centerline of East Ashley
Street to the point of beginning.

SECTION 2 . This ordinance shall be in full force and effect
from and after its date of passage and approval.

STAFF REPORT
PROPOSED CHANGE IN THE BOUNDARY
BETWEEN THE FOURTH AND FIFTH WARDS
When the proposed South Annexation Area was taken into the
City, the division line between the Fourth and Fifth Wards was
simply continued down Tanner Bridge Road. This placed most of
the annexed land and population in the Fifth Ward. That small
area west of Tanner Bridge Road was placed in the Fourth Ward;
there are 5 or 6 houses in this small area. If left in the
Fourth Ward, these 5 or 6 houses would be the only houses in the
Fourth Ward which are in the 113th District. If this proposed
boundary change is passed, everyone in the newly-annexed south
area will be in the Fifth Precinct of the Fifth Ward and all will
continue to be in the 113th District.
See attached letter from the County Clerk' s Office. If the
change in boundary is made, it is the County Clerk' s
responsibility to notify affected registered voters.

Dear Mr. Garner:
Since the City of Jefferson recently annexed a track. of Zane
southeast of the old City Limits on Tanner Bridge Road, it is
necessary for the Cole County Clerk's Office to set up a new
precinct in the 5th Ward, which will be Ward 5, Precinct 5.
It''s my understanding that the City will have to change the•
description of the foundry of the 5th. Ward to include the' newly
annexed area, after the proposal has- been approved by the City
Council.
The. newly annexed area is in the 113th. District. Because' of thin,
we. could not just move. the voters into an existing ward and precinct
which would have changed their Representative District.
