AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING LOT 1 , HAWTHORNE HILL POINT
SUBDIVISION, FROM M-3 (PLANNED INDUSTRIAL) AND M-2 (GENERAL
INDUSTRIAL) TO RS-1 ( SINGLE FAMILY RESIDENTIAL) .
WHEREAS, IT APPEARS THAT THE PROCEDURES SET FORTH IN THE ZONING
CODE RELATING TO ZONING HAVE IN ALL MATTERS BEEN COMPLIED WITH.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI , AS FOLLOWS:
SECTION 1 . The following described real estate is rezoned
from M-3 (planned industrial) and M-2 ( general industrial) to RS-
1 ( single family residential) :
Lot 1, Hawthorne Hill Point Subdivision
SECTION 2 . This ordinance shall be in full force and effect
from and after its passage and approval.

® REZONING PUBLIC HEARING
STAFF REPORT
RE: A request filed by Sombat P. and Nancy A. Apinyakul to
rezone Lot 1, Hawthorne Hill Point Subdivision from M-2
(general industrial) and M-3 (planned industrial) to
RS-1 ( single family residential) .
Hawthorne Hill Point Subdivision is a one lot subdivision
located on the south side of Route 179 at the city limits. The
lot has 300 feet of frontage on the highway and has a depth of
435 feet. This 3-acre lot is tree covered.
This land was annexed into the City in 1987 and then zoned
to M-2 and M-3 . In 1982 at the public hearing on the Plan of
Intent for the proposed annexation, those present were told the
land would be zoned for industrial use when it was annexed. In
1985, Mr. and Mrs. Apinyakul purchased the lot and planned to
construct their personal residence on it. The lot is currently
vacant but the owners would like to build their house in the near
IV future. A single family dwelling is not a permitted use in
industrial districts.
The large lot size and the existing tree cover will provide
a buffer from future industrial uses. The applicants know the
land east and south of their property is zoned for industrial
purposes. No one appeared in opposition to the request . On
October 8, 1987 , the Planning and Zoning Commission, by unanimous
vote, recommended that this request be approved.
