in connection with Sgt. Andrew F. Baumgartner Memorial Blvd. / Ferry
Access Road Improvements; and
kS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
the requisite experience and expertise to provide said services; and
ME AS, CME Associates has submitted a proposal to provide said services, at a
cost not to exceed $35,000,00; and
the Mayor and the Council have reviewed said proposal; and
INREAS, the Chief Financial Officer has certified that funds are or will be available
said purpose. Acct. #
THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
r of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering and surveying
services related to Sgt. Andrew F. Baumgartner Memorial
BouleOard/Ferry Terminal Access Road Improvements at a cost not to
exceed $35,000.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear John:
We are pleased to present our estimate of fees for professional engineering services for the above -
referenced project.
Our office prepared a scope of work, cost estimate, and grant application to the NJDOT Local Aid
Office to effectuate the necessary widening and upgrades to Sgt. Andrew F. Baumgartner Memorial
Boulevard (a /k/a Waterfront Park/Ferry Terminal Access Road). These upgrades will assist in
upgrading the road surface, infrastructure, and streetscaping to better serve the increased trip
generation associated with the proposal Ferry Terminal and Rivenaalk, as well as the increased use
of the Waterfront associated with the Municipal Marina and existing boat ramp, fishing pier and park.
The preliminary construction estimate for the reconstruction and resurfacing of the roadways as
submitted to the NJDOT was approximately $762,350. NJDOT awarded a grant in the amount of
$678,973 toward these improvement efforts. These improvements will tie into the new intersection
currently being designed by our office in conjunction with Middlesex County at the intersection of
Industrial Highway and the future extension of Carteret Avenue.
The existing access road was designed by CME Associates and was completed in 2005 along with
the construction of Waterfront Par, boat ramp, and the reconstruction Veteran's Fishing Pier. The
existing access road is approximately 1,200 feet in length, 28 feet wide, and includes 42 parallel
parking spaces and a 7 -foot wide sidewalk. Existing lighting is provided by PSE &G cobrahead
streetlights. The road exists within a 50 -foot wide easement through Block 304, Lots 1, 2.01, and 2.02,
as well as a ±36 -foot wide easement at the Conrail grade crossing.
The improvements will include the following:
• A combination of mill & overlay or full reconstruction as needed of the existing roadways;
• Widening of the existing cartway to allow for parallel parking with two -way traffic;

• Streetscape improvements, including, but not limited to plantings and streetlighting;
• Storm sewer removal and replacement where required to improve drainage;
• Curb returns and crosswalk to meet the future ferry terminal parking lot entrance;
• Guide rail replacement;
• Water and sanitary sewer extension to the Ferry Terminal property; and,
• Traffic striping and signage, (including bicycle lane striping if feasible)
With this being said, we anticipate that the following tasks will be required:
A) Survey and Base Map Phase Services — We will prepare a base map to be utilized during the
design phase services for the Baumgartner Boulevard. The base map will include Geographic
Information System (GIS) mapping along with supplemental information, as necessary, to prepare
construction plans. The supplemental information will use NAD83 horizontal and NAVD 88 vertical
datum and will include:
1. Establish property lines, right -of -way, and existing easements;
2. Top of curb and gutter grades;
3. Roadway centerline grades;
4. Location of existing physical features;
5. Areas of proposed drainage repairs, as needed; and
6. Driveway aprons and handicap ramp locations.
B) Design Phase Services — This work will consist of the preparation of construction plans and
quantities. The services have been divided into tasks as detailed below:
1. Perform site visits and collect existing site information and assess conditions;
2. Coordinate with utility companies for possible upgrades;
3. Prepare Construction Plans, including:
i. Cover Sheet and Legend;
ii. Construction Plans, Profiles, and Cross Sections
iii. Storm Sewer Plans and Profiles

4. Prepare Specifications in accordance with NJDOT and Borough standards;
5. Prepare Construction Cost Estimate; and,
6. Submit plans and specifications to NJDOT for review and authorization to bid.
C) Permit Phase Services — This work will include the preparation and submission of permit
applications to outside agencies for review and approval. The roadway work will require
coordination with the NJDOT Local Aid Office and the Freehold Soil Conservation District.
1. NJDOT Local Aid District III —As the project will be the recipient of NJDOT funding, our office
will coordinate with the NJDOT Local Aid office to receive authorization to bid the project,
review pre- construction and post- construction submissions and process payment vouchers to
ensure the project is carried out within the requirements of the funding body..
2. Freehold Soil Conservation District (FSCD) — As the project involves the disturbance of more
than 5,000 square feet of soil, our office will prepare an application to FSCD as well as obtain
a Construction Stormwater Permit from the NJDEP.
D) Bid Phase Services — Work in this phase will provide the following services to publicly bid the
project in accordance with the Local Public Contracts Law:
1. Provide bid documents to prospective bidders as needed;
2. Answer prospective bidder's requests for information;
3. Provide addenda for clarification of project specifications;
4. Attend bid opening; and,
5. Analyze responsible bids and recommend contract award
E) Construction Phase Services — Generally, we prefer to quote services for construction phase
upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a
number of factors including the final design, the contractor to whom the contract is awarded and
the desired level of construction observation required. The following services will be provided
under this phase:

1. Contract preparation including review of bonds, insurance certificates, and project manning
reports;
2. Attend preconstruction meeting;
3. Provide assistance with interpretation of the contract documents;
4. Review shop drawings for site - related items;
5. Provide daily construction observation services and prepare contractor punch lists; and,
6. Review and approve monthly progress pay estimates
We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below:

Exceptions:
• Construction Phase Services will be provided once the project is bid and the contract awarded to
a successful contractor.
• Environmental investigation and LSRP services associated with the disposal of contaminated,
regulated, or hazardous materials encountered during construction are not included.
• Any work not specified as listed in the above phases shall be considered additional services and
will be invoiced at the time said work is authorized by the Borough.
• Application fees are considered extra and will be requested at time of submission.
