Staff Members Present: Kurt Wolf and Stefanie Bork Welcome- Dave Petty, chairperson, at 6:01 called the meeting to order. Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Brian Parker, McCall City Planner (P&Z) Review Minutes: July 2021, minutes were reviewed, Larry Hauder motioned to approve, seconded by Paul Christensen, all were in favor. Business: 1. Parks Requirement Black Bear Condos PUD21 Brian spoke to the 2019 Black Bear Condo Project that is now under new ownership the new entity has resubmitted the same documentation for review. Brian spoke to the minutes on file with prior discussion about pathway connection near airport. Terry spoke to the benefit and focus of safety and an area that several people already use to cut across the airport right of way. Kurt Wolf spoke to the 2019 market compared to the current market. The committee would like to ask the new applicants present to the PRAC Committee prior to recommendation. Terry motioned the committee recommend the pathway be built as proposed in the previous application and additional funds in lieu TBD based on current property value for parks improvements, Steve Seconded. Terry made a second motion to encourage City Council review codes that apply to Parks Requirement, Paul seconded; all were in favor. 2. PRAC Annual Report - Dave will present to Council September 9th Annual Report based off our 2021 programming and events. The committee would like to see the following mentioned in the annual report: • Letter to council for Master Plan and compliment of approved CIP funding. • Question, what would council like to see in the Master Plan? e Terry would like to challenge Council on what our expectations are for our Parks and Recreation Department. • Economic Benefits of the Parks- the draw of our parks for visitors. Parks & Recreation Advisory Committee Minutes 8/25/2021 6:00pm Legion Hall/Virtual Meeting- McCall, Idaho +1 208-634-8900,37606886# Phone Conference ID: 376 068 86# • Dave mentioned the Recreation programming benefits for community members, resident's vs nonresidents and how this issue speaks to additional staffing needs in recreation to accommodate more programming. • Focus on this upcoming year- Challenges faced, developers, and experiences as a community member and committee member. Pandemic year challenges and highlight special events/programs - Tild Torch Treks & Outdoor Rink. 3. Roosevelt & Railroad St, Kempthorne Project Kurt shared an aerial map of Ro osevelt Park. The Kempthorne's own adjacent property and a small portion of property was vacated by the city to close off the access point off WooleyAve, Kurt shared drafted plans for the pocket park improvements. Kurt continues to have conversations with the Kempthorne's and they have been involved in the plans for the $30,000 park funds, 4. Budget-LOT/CIP- Some CIPs were deferred by department choice Kurt said for example, the pathways maintenance application. Kurt mentioned priorities were the Masterplan and Mobilization Equipment for the Park's Fleet which were both approved by council for full CIP request. 5. Masterplan -Community Development will assist with Masterplan process and hope to use consultants that the city has used for the Comprehensive Plan and Pathway Masterplan. The Masterplan will go out for RFP and priorities will be reflected. Kurt mentioned that Stefanie will create a spreadsheet documenting our current parks, planned parks, and future development of parks listing park features, ideas or needs, and anticipated costs. Examples to include: outdoor exercise equipment, proposed areas for a dog park, North of Marina improvements, and the Event Center & Boat House concept. Terry also mentioned it would be beneficial for the committee and department to know how we compare to the National Standards for Parks and Recreation in the context of McCall and other like communities. 6. Waterfront Improvements Project and Brown Park: The project appears to be on schedule with a completion date for mid -November. Kurt spoke too only a couple minor setbacks with concrete access and delayed deliveries due to availability of material, shipping of playground equipment however, majority of park and installation etc. will be set to close LWCF Grant this fall. More to come as the event approaches. 7. Recreation Department Programs & Events: Stefanie updated the committee that summer programming has closed and upcoming fall programming includes -Family Movie Night on Back -to -School Night, Fall Soccer, Recreation Afternoon Fun with the PLCA afterschool program. Programming will be light through September due to Tara and Stefanie attending the National Parks and Recreation Conference the end of September. 8. Parks Department Projects and Maintenance Parks shop continues to face challenges funding is being found but at the loss of other CIP funding projects. L63 million is estimated cost to date, several bids have been rejected and will be reopened for bid this winter. Pending council approval of site prep work at the August 26th meeting, Once approved site prep will begin in September begin inhouse with Parks crew. 9. Next Agenda Items: MasterpIan, Black Bear Developers, Department Updates, Annual Report update on presentation 10. Meeting motioned to adjourn Larry Motioned 7:18pm, seconded by Dave, all in favor.
