AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI AMENDING ORDINANCE NUMBER
7344, BY REPEALING SECTION 1.200 THEREOF RELATING TO ELECTRICAL TRAFFIC
CONTROL SIGNALS AND REENACTING SECTION 1.200 OF ORDINANCE NUMBER 7344
RELATING TO THE SAME SUBJECT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Section 1.200 of Ordinance Number 7344 of the City,
relating to electrical traffic control signals, is, and the same is hereby,
repealed.
Section 2. There is hereby enacted a new provision to be known as
Section 1.200 of Ordinance Number 7344 regulating motor vehicular and
pedestrian traffic at intersections of roadways in the city where elec-
trical traffic control signals are in operation, and Section 1.200 shall
read in words and figures as follows:
" Ordinance No. 7344
Section 1.200. Electrical traffic control signals. 1. In addition
to all other applicable rules governing the operation of vehicles, the
following rules shall apply on roadways where electrical. traffic control
signals are in operation at intersections:
(A) Subject to the conditions existing in Paragraph (B)
hereof, the driver of a vehicle:
1. Approaching an intersection while facing a red
light signal. shall bring the vehicle to a full and complete stop before
entering the nearest crosswalk and keep" the vehicle motionless until either
_ directed by a different signal, appropriate to his lane of traffic, or
authorized by a sign, appropriate to his lane of traffic, to proceed.
2. Approaching an intersection while facing a yellow
light shall reduce the speed of the vehicle and be directed by the signal
following the yellow light that is appropriate to his lane of traffic.
3. Entering an intersection shall turn the vehicle
to the left (a) when facing a colored arrow signal painting to the left of
the operator and applicable to his lane of traffic or position on the
roadway, yielding the right of way to any pedestrian crossing a roadway
at the intersection within any marked or unmarked crosswalk, or (b) when
facing a green light signal applicable to his lane of traffic or position
on the roadway and authorized by a sign to execute a left turn, yielding
the right of way to any pedestrian crossing a roadway at the intersection
within any marked or unmarked crosswalk or to any vehicle not required to
stop which is either within the intersection or approaching so closely
thereto as to constitute an immediate hazard.
4. Entering an intersection shall proceed straight
through or turn right when facing a green light applicable to his lane of
traffic, unless a sign or signal at the intersection prohibits either course
or direction, yielding the right of way to any pedestrian crossing a road-
way at the intersection within any marked or unmarked crosswalk.
A
(B) Electrical traffic control signals shall be
deemed to be operated on "flasher signal" when the signal displays in
an intermittent sequence a red light signal or a yellow light signal.
When electrical traffic control signals are operating on "flasher
signal", the driver of a vehicle approaching and intending to enter an
intersection shall:
1. When facing a red light signal bring his vehi-
cle to a full and complete stop before entering the naarest crosswalk,
and thereafter proceed cautiously, yielding the right of way to any
pedestrian crossing a roadway at the intersection within any marked or
unmarked crosswalk or to any vehicle, not required to stop, which is
either within the intersection or approaching so closely thereto as to
constitute an immediate hazard.
2. When facing a yellow light reduce the speed of
his vehicle, yielding the right of way to any pedestrian crossing a road-
way at the intersection within any marked or unmarked crosswalk.
2. In addition to all other applicable rules regulating
the operation of vehicles, the following rules shall apply on roadways
where electrical traffic control signals are operating within or imme-
diately adjacent to any marked school crosswalk established by an
ordinance of the city:
(A) The driver of a vehicle approaching a marked
school crosswalk while facing a red light signal shall bring his vehicle
to a full and complete stop, with the front end thereof at least two feet
from the- closest line of the crosswalk, and keep the vehicle motionless
until directed by a different signal or a police officer to proceed.
(B) The driver of a vehicle approaching a marked
school crosswalk when facing a yellow light signal shall yield the right
of way, by slowing or stopping if necessary, to any pedestrian crossing
the roadway within the marked crosswalk.
Section.3 This ordinance shall take effect and be in force from and
after its passage anL; approval.
