AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING ORDINANCES
NUMBERED 7340 and 6465 RELATING TO THE DEPARTMENT OF PUBLIC HEALTH AND
THE WELFARE WORKER AND ENACTING A NEW ORDINANCE RELATING TO THE DEPARTMENT
OF PUBLIC HEALTH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Department of Public Health. There is hereby established
a Department of Public Health in the City of Jefferson, Missouri. The Depart-
ment of Public Health shall be under the direction and control of a Director
of Public Health and shall be composed of six divisions, namely: Medical
Clinic division, Nursing division, Welfare division, Restaurant Sanitation
division, Milk Sanitation division, and the Health and Nuisance division.
Section 2. Director of Public Health. The Mayor, with the consent
of a majority of the elected members of the City Council, shall appoint the
Director of Public Health who shall hold the office at the pleasure of the
Mayor and until such time as his successor shall have been appointed and
qualified. He shall take the oath of office required of city officers.
He shall be at least twenty-five years of age, a resident in good standing
of the city, of sober and industrious character with at least five years
experience in the field of public health and welfare. He shall direct, super-
vise and coordinate the activities of all employees in the department, and
assign personnel in the department to specific work within the province of
the department. He shall .refer complaints concerning matters within the
jurisdiction of the department to the appropriate division head. He shall
be responsible for the efficient operation of the department. He shall
supervise and oversee the proper compliance with, and enforcement of,
ordinances of the city relating to matters of public health and welfare.
He shall advise with division heads from time to time concerning the proper
operation of the various divisions in the department. He shall keep the
city health committee fully advised of the operations and problems of the
department.
Section 3. Medical Clinic Division. There is hereby created within
the Department of Public Health a Medical Clinic Division for the purpose
i. of providing medical care and treatment for the indigent of the city. The

3 Medical Clinic Division shall be under the control and direction of the
City Physician.
Section 4. City Physician. The Mayor, with the consent of a majority
of the elected members of the City Council, shall appoint the City Physician
who shall hold his office at the pleasure of the Mayor and until his successor
shall be appointed and shall have qualified. He shall take the oath of
office required..of city officers before entering upon the duties of his
office. He shall be.at least twenty-five years of age, a resident of the
city, a graduate of a reputable medical college or osteopathic college, as
prescribed by Section 334.031 RSMo. 1961, as amended, and must be .a prac-
ticing physician and surgeon in good standing with the State Board of Regis-
tration for the Healing Arts of the State of Missouri. The City .Physician
shall administer.to sick or diseased persons confined in the city jail and
to such-other indigent persons as may be designated by the city welfare
worker. He shall report to the Director of Public Health any outbreak of
an epidemic of malignant, infectious or contagious diseases after investi-
gating the nature thereof and shall take such action as, in his judgment,
the public safety may require. He shall report to the Director of Public
Health the existence of any unsanitary condition that may affect the health
;x and welfare of residents of the city. In addition, the City Physician
shall perform such other duties as may be required by the Director of Public
Health.
Section 5. Nursing Division. There is hereby created within the
Department of Public Health a Nursing Division for the purpose of providing
nursing ca;e.for the indigent of the city who are physically sick or in-
capacitated, alone or unable to secure such service in any other way. The
Nursing Division shall be under the direction and control of the City
Nurse.
Section 6. City Nurse. The Mayor, with the consent of a majority
of the elected members of the City Council, shall appoint the City Nurse
who shall hold her office at the pleasure of the Mayor and until her suc-
cessor shall be appointed and shall have qualified. She shall take the

oath of office required of city officers before entering upon the duties of
her office. She shall be at least twenty-one years of age, a resident of
the city, a graduate of an accredited school of nursing as prescribed by
Section 335.030 RSMo. 1959, as hereafter amended, and have a currently
effective registered license issued pursuant to Section 335.050 RSMo• 1959,
as hereafter amended. The City Nurse shall perform such duties as are
specified by the City Physician and the Director of Public Health. She
shall report to the director the existence of any unsanitary condition or
dangerous disease that may affect the health and welfare of residents of
the city. She shall consult, as necessary, with the City Physician or the
Director of Public Healthconcerning any problem encountered in the Nursing
Division. She shall make a monthly written report of her activities to the
all, Director of Public Health.
Section 7. Welfare Division. There is hereby created within the
Department of Public Health a Welfare Division for the purpose of determining
the eligibility of residents of the city for medical treatment, hospitaliza-
tion and medicines at the expense of the city. The Welfare Division shall
be under the charge and control of the Welfare Worker.
Section 8. Welfare Worker. The Mayor, with the consent of a majority
of the elected members of the City Council, shall appoint the Welfare Worker
who shall hold that office at the pleasure of the Mayor and until his suc-
cessor shall be appointed and shall have qualified. He shall take the oath
of office required of city officers. The Welfare Worker shall be at least
twenty-one years of age, a resident of the city, of good moral character,
sober and industrious and physically and mentally able to discharge the
duties of the office. The Welfare Worker shall investigate all applicants
for medical treatment, hospitalization and medicines at city expense to
determine if the applicants are indigent and unable to pay for these ser-
vices and medicines, and keep a record of all such applications and the
disposition thereof, making a monthly report to the Director of Public
Health concerning same. In additbn, the Welfare Worker shall perform such
other duties as may be required by the Director of Public Health.
Section 9. Restaurant Sanitation Division. There is hereby created
within the Department of Public Health a Restaurant Sanitation Division

for the purpose of improving the sanitation conditions in all public and
semi-public eating and drinking establishments in the city. The Restaurant
Sanitation Division shall be under the control and direction of the
Restaurant Sanitarian.
Section 10. Restaurant Sanitarian. The Nayos:, with the consent of
a majority of the elected members of the city council, shall appoint the
Restaurant Sanitarian who shall hold that office at the pleasure of the
Mayor and until his successor shall be appointed and shall have qualified.
He shall take the oath of office required of city officers. The Restaurant
Sanitarian shall be at least twenty-one years old, a resident of the city,
of good moral character, sober and industrious, and physically and mentally
able to perform the duties of the office. The Restaurant Sanitarian shall
perform all duties specified in the Restaurant Code of the _C3ty, as amended
from time to time, and shall enforce all provisions of the restaurant code
where applicable. He shall consult and confer with the Director of Public
Health concerning any problems in the division, and in addition to the
enforcement and administration of the provisions of the restaurant code,
he shall perform such other duties as may be required by the Director of
Public Health.
Section 11. Milk Sanitation Division. There is hereby created
within the Department of Public Health a Milk Sanitation Division for the
purpose of improving the quality and sanitary condition of all milk consumed
in the city. The Milk Sanitation Division shall be under the control and
direction of the Milk Sanitarian.
Section 12. Milk Sanitarian. The Mayor, with the consent of a majority
of the elected members of the City Council, shall appoint the Milk Sanitarian
who shall hold that office at the pleasure of the Mayor.-and until his suc-
cessor shall be appointed and shall have qualified. He shall take the oath
of office required of city officers. The Milk Sanitarian shall be at least
twenty-one years old, a resident of the city, of good moral character, sober
and industrious, and physically and mentally able to perform the duties of
that office. The Milk Sanitarian shall perform all duties specified in the
ordinances of the city relating to milk and milk sanitation, as amended from
time to time, and such other duties as may be required by the Director of

Public Health. He shall confer and consult with the Director of Public
"Walth concerning any problems relating to the Division of Milk Sanitation.
Section 13. Health and Nuisance Division. There is hereby created
within the Department of Public Health a Health and Nuisance Division for
�r the purpose of administering the ordinances and programs of the city re-
lating to matters of health and the elimination of nuisances mentioned here-
,. inafter. The Health and Nuisance Division shall be under the control and
direction of the Health Officer.
Section 14. Health Officer. The Mayor, with the consent of a majority
of the elected members of the City Council, shall appoint the Health Officer
who shall hold the office at the pleasure of the Mayor and until his succes-
sor shall be appointed and shall have qualied. He shall take the oath of
0!"*Office required of city officers. The Health Officer shall be at least twenty-

one years old, a resident of the city, .of good moral character, sober and
industrious, and physically and mentally able to perform the duties of the
office. The Health Officer shall supervise the compliance with, and enforce-
ment of, the ordinances of the city relating to garbage and trash, junk and
' junkyards, weeds and weed control. He shall supervise the city mosquito
control program and city or private programs for the elimination or control
of pigeons and other birds whose numbers and activities create conditions of
nuisance. He shall advise and assist residents of the city in rodent control
and elimination programs. He shall investigate all complaints referred to
him by the Director of Public Health, the Mayor and members of the City
Council and take such action as may be lawful and necessary to eliminate con-
ditions of nuisance within the city. In addition, he shall perform such other
duties as may be required by the Director of Public Health.
Section 15. Additional ftPloyees. Such additional part time or full
time employees may be employed as shall be recommended by the Director of
Public Health, approved by the Mayor, and authorized by the city council.
When employed such employees shall perform such duties as are specified by
the Director of Public Health.
Section 16. Reveal Clause. Ordinances numbered 7340 and 6465 of

welfare worker are, and they are hereby, repealed.
Section 17.- Effective Date. This ordinance shall take. effect and
be in force from and after its passage and approval.
