AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROHIBITING ANY PERSON FROM MAKING A TALK, SPEECH OR HARANGUE ON OR SO NEAR TO ANY PUBLIC STREET OR SIDEWALK AS TO CREATE A GATHERING OF PERSONS THEREON THAT OBSTRUCTS OR INTERFERES WITH THE USE OF THE STREET OR SIDEWALK BY NORMAL VEHICULAR OR PEDESTRIAN TRAFFIC, AND PROVIDING A PENALTY FOR VIOLATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Demonstrations on or near streets or sidewalks prohibited, exceptions. It shall be unlawful for any person or group of persons to make a talk, speech or harangue on or so near to any public street or sidewalk in this city as to create a gathering of persons that obstructs or interferes with the use of a public street or sidewalk by normal vehiculer or pedestrain traffic; provided however, this section shall not be applicable to any speech, talk or address made in connection with any march, parade or procession authorized by a permit of the Chief of Police. Section 2. Misdemeanor. Any person or group of persons violating any of the provisions of the preceding section of this ordinance shall be deemed guilty of a misdemeanor. Section 3. Penalty. Any person convicted of a misdemeanor under the provisions of this ordinance shall be punished by a fine of not more than One Hundred ($100.00) Dollars, or by imprisonment in jail for not more than ninety (90) days, or by both such fine and imprisonment. Section 4. Effective Date. This ordinance shall take effect and be in force from and after its passage and approval. Passed: 01 Approved: resident of-the ?�nil Mayor V Attest: City Clerk
