AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REGULATING
MARCHES, PARADES AND PROCESSIONS IN THE CITY AND PROVIDING A
PENALTY FOR VIOLATION THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Marches, parades and processions; Permit. No group of three
or more persons shall march, parade or walk in procession on any public
street, roadway, highway or sidewalk in this city, nor shall any parade or
procession of three or more motor vehicles be operated on any public street,
roadway or highway in this city unless a permit has been obtained from the
Chief of Police of the city authorizing the march, parade or procession.
Section 2. Permit application. Application for a permit mentioned in the
preceding section shall be filed with the Chief of Police on a form to be
provided by him and shall state, among other things, the purpose of the parade,
march or procession, and the date, time, intended route, and the estimated
4 length and duration thereof. The application for a permit shall be filed at
least seven days before the date intended for such march, parade or procession,
except that the Chief of Police, with the written approval of the Mayor may
waive the seven day requirement if he determines the waiver of such requirement
to be desirable.
Section 3. Issuance of permit. If the Chief of Police determines that such
march, parade or procession will not constitute an unreasonable interference
with normal vehicular and pedestrian traffic along the route described in the
application, he shall issue a permit authorizing the march, parade or procession;
provided that if he further finds that it is in the public interest and safety, he may
issue the permit subject to such conditions, including the following, as may be
reasonably necessary;
a. That each person participating in the march, parade or
procession shall conduct himself or herself in a peaceful
and orderly manner and in compliance with all applicable
ordinances.
b. That all persons participating in the march, parade or
procession shall be subject to the escort of such peace or
law enforcement officers as may be available to the city
for escort duty.
Section 4. Notice_of permit conditions. If the permit to march, parade or
conduct a procession is issued subject to any conditions, it shall be the duty
of the person to whom the permit is issued to notify each participant in the
march, parade or procession of such conditions, and in any prosecution for
violation of the condition or conditions of a permit, ignorance of the conditions
of the permit shall not be a defense.
Section 5. Obstructing or interfering with marches, parades or processions.
Whenever the Chief of Police has issued a permit defining the route of a march,
parade or procession on any public

street, roadway, highway or sidewalk in this city, any person not
taking part in such march, parade or procession who shall obstruct
the part of the street, roadway, highway or sidewalk designated
in the permit for such march, parade or procession by standing,
walking, driving or riding thereon, or who shall interfere with
the order of such march, parade or procession by any means what-
soever shall be deemed guilty of a misdemeanor.
Section 6. Misdemeanor. Any person in a group of three or
more persons, who :hall march, parade or walk in procession on
any public street, roadway, highway or sidewalk in this City, or
any person who shall operate or ride in a. motor vehicle in any
parade or procession of three or more motor vehicles on any public
street, roadway or highway in this City for which a permit has
not been issued by the Chief of Police of the city or who, while
participating in a march, parade or procession for which a permit,
has been issued, violates any condition of such permit shall be
deemed guilty of a misdemeanor.
Section 7 . Penalty. Any person convicted of a misdemeanor
(under the provisions of either of the preceding sections of this
ordinance shall be punished by a fine of not more than One Hundred
($100.00) Dollars, or by imprisonment for not more than ninety`
(90) days, or by both such fine and imprisonment.
Section 8. Effective date. This ordinance shall take effect
and be in force from and after its passage and approval.
