This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3, A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. We understand that the Borough desires to bid and implement a quantity -based road program contract to address various road and streetscape improvements throughout the Borough. We understand the Borough has budgeted between $1,000,000 and $2,000,000 for this project. Accordingly, our office has prepared a preliminary construction cost estimate that includes a base bid and two (2) addition items to allow the Borough maximum flexibility in awarding a contract based upon available funds: • Base Bid: $ 1,285,900.00 • Addition Item A: $ 381,750.00 • Addition Item B: $ 165,500.00 Total: $ 1,876,650.00 It is noted that according to Local Public Contracts Law, the aggregate of bid alternates shall not exceed 50% of the base bid. Based on the above estimates, the bid alternates amount to approximately 45% of the base bid to allow for variances in bid prices. We estimate that the Base Bid would allow for approximately two (2) miles of 30 -foot wide roadway resurfacing, with the addition items accommodating an additional one -half (0.50) and one - quarter mile of resurfacing, respectively. With this being said, we anticipate that the following tasks will be required: A) Design Phase Services — We will prepare a base map to be utilized during the design phase services. The base map will include Geographic Information System (GIS) mapping along with supplemental information, as necessary, to prepare construction plans. This work will also consist of the preparation of construction plans and quantities. As the project would include a substantial scope of work to be determined following the bidding of the project, we anticipate that a portion of this phase would extend into the construction phase of the project to develop plans for roadways as determined by the Borough. The services have been divided into tasks as detailed below: 1. Perform site visits and collection existing site information and assess conditions; 2. Coordinate with utility companies for possible upgrades; 3. Preparation of Construction Plans, including: I. Construction Plans H. Striping and Signage Plans iii. Traffic Control Plans iv. Construction Details 4. Preparation of Specifications; and 5. Prepare Construction Cost Estimate B) Bid Phase Services — Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site - related items; 5. Provide construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates We would recommend that the fee outlined below be budgeted for this purpose. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately. We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A.
