AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES WITH CME
ASSOCIATES, FEE ESTIMATE CHROME BOAT STORAGE LOT
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Chrome Boat Storage Lot; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services, at a
total cost not to exceed $30,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services related to the
Chrome Boat Storage Lot at a cost not to exceed $30,000.00 is hereby
approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear Mayor:
We are pleased to present our estimate of fees for professional services for the above - referenced
project.
It is our understanding that the Borough is seeking to develop an existing vacant, Borough -owned
parcel (Block 103, Lot 7) in the Chrome neighborhood for use as surface boat trailer parking and
several dry rack boat storage structures. Our concept plans estimates the site is capable of
accommodating approximately 87 trailers and 39 rack slips for boats up to 25 feet. Our office has
been provided with a topographic survey prepared by Deady Surveyors, dated December 2019.
This parcel is scheduled to be remediated as part of the US Metals Refining Company's (USMR)
settlement work throughout the neighborhood. This scope of work is anticipated to include the
spreading of the existing soil stockpile across the site, to an approximate thickness of 24" to serve as
clean fill required to be placed as part of the USMR settlement. As part of this work, our preliminary
conversations with USMR have indicated that they would be willing to incorporate rough grading for
the eventual boat storage lot including foundations for the dry racks.
Work is anticipated to proceed in two (2) phases:
Phase I — clearing, earthwork, remediation, and installation of rack foundations, to be
completed by USMR's designated contractor, and;
• Phase II — final site preparation including stone, fencing, erection of dry racks, and
associated restoration work for public bid.
With this being said, we anticipate that the following tasks will be required:
A) Geotechnical Investigation and Structural Design — Work in this phase will include the field
investigation of the soil underlying the proposed construction and the structural foundation
design for the proposed racks, including the following:

1. Field Investigation
i. Conduct four (4) geotechnical test borings within the proposed construction area
to a depth of approximately 25 feet below existing grade.
ii. The test borings will be conducted with a truck mounted drill rig. This rig will
utilize hollow stem augers and split spoon samplers. Representative soil samples
will be obtained at appropriate intervals throughout the test borings and the
Standard Penetration Resistance Test (SPT) values will be recorded during the
performance of the test borings. Drilling and sampling procedures will be carried
out in accordance with the applicable American Society for Testing and Materials
(ASTM) Standards. Groundwater levels, if encountered,lwill be recorded during
our investigation.
iii. Qualified geotechnical professionals will supervise and monitor the fieldwork
operation. Should soft or otherwise unsuitable soils be encountered at the
planned termination depth of the test borings, they will be extended until suitable
bearing strata are identified.
2. Laboratory Testing of Soils
In order to supplement the field classification of soil samples retrieved, laboratory
testing or representative soil samples will be conducted, including Standard
Classification testing in accordance with ASTM D2487 (Gradation Analyses,
Natural Moisture Content Testing, and Atterberg Limits Testing).
3. Geotechnical Engineering Analysis and Report
Based on the results of the Field Investigation and Laboratory Testing detailed
above, a relevant geotechnical engineering report will be generated including:
• Description of subsurface conditions
• Test boring location plan
• Test boring logs
• Laboratory test results
• Groundwater conditions
• Foundation design recommendations and other project design
recommendations
• Construction phase recommendations
4. Structural Foundation Design
Prepare structural calculations using the required loads from the DryRax Marine
Boat Rack Storage Systems (or equivalent) acting on the new reinforced
concrete spread footings signed and sealed by a licensed New Jersey

Professional Engineer. It is anticipated the foundations for all structural elements
will be supported by shallow foundations.
ii. Designs will be based on IBC 2018, NJ Edition & ASCE 7 -16 standards
iii. Prepare working drawings of the new foundation, inclusive of footings and piles
B) Design Phase Services — Basemaps will be prepared from the James Deady survey and CADD
file to prepare construction plans for both phases of work, as needed.
This work will also consist of the preparation of construction plans and quantities. Our office will
coordinate between the Borough and USMR to develop a scope of work agreement for both
parties as it relates to the remediation and development of the site. The services have been
divided into tasks as detailed below:
1. Perform site visits and collection existing site information and assess conditions;
2. Coordinate with utility companies for possible upgrades or relocations;
3. Coordinate with USMR and the Borough to develop a division of site improvements and
remediation;
4. Prepare separate Construction Plans for Phase I and Phase II, including:
Existing Conditions Plan
fl. Site Layout and Dimensioning Plan
iii. Grading and Drainage Plan
iv. Soil Erosion and Sediment Control Plan and Details
V. Construction Details
5. Prepare Specifications; and
6. Prepare Construction Cost Estimate
C) Bid Phase Services — Work in this phase will provide the following services to publicly bid
Phase II of the project in accordance with the Local Public Contracts Law:
1. Provide bid documents to prospective bidders as needed;
2. Answer prospective bidder's requests for information;
3. Provide addenda for clarification of project specifications;
4. Attend bid opening; and,
5. Analyze responsible bids and recommend contract award

by for remediation efforts on this parcel.
• Application fees are considered extra and will be requested at time of submission.
