HomeMy Public PortalAbout19390104CCMeeting158 AN ORDINANCE TO AMEND THAT CERTAIN ORDINANCE "�NTTTIED "AN ORD4 INANCE TO PROVIDE FURTHER TAXATION OF REAL AND PERSOIaAL PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR COMMENCING MAY 1, 1938, AND TO PROVIDE FOR THE RATE OF LICENSES FOR DOING BUSINESS IN SAID TOWN OF SAVANNAH BEACH, TYBEE ISLAND, FOR THE FISCAL YEAR ENDING AORIL 30, 1939, BY ADDING THE FOLLOWING LICENSE AT THE END OF SECTION; ANY PERSON,FIRM,OR CORPORATION WITHIN THE C0RP0T ATE IMITS OF SAID TOWN SELLIN G, OFF- ERING FOR SALE, OR GIVING AWAY ANY FIREARMS, EXPLOSIVES, AND /OR FIREWORK3, EACH ONE HUNDRED DOLLARS (:100.00), AND FOR OTHER PURPOSES. SECTIONI : Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, and it is hereby enacted by the authority afotesaid that that certain Ordinance entitled, "An Ordinance to provide further taxation of real and personal prop- erty in the Town Of Savannah Beach, Tybee Island, Georgia, for the fiscal year coirnencing May 1, 1938, and to provide for the rate of licenses for doing business in said town of Savannah Beach, Tybee, Island, for the fiscal year ending Aoril 30, 1939, passed by Council on the day of, 1938, be and the same i s hereby amended by adding the following licenses at the and of section 4; Any person, firm, or corporation within the corporate limits of said Town selling, offering for sale, or giving away any firearms, explosives, and/or fireworks, each One Hundred Dollars( 100.00). SECTION 2. Be it further enacted by the authlrity afore- said that all ordinances or parts of ordinances in conflict with this ordinance be and the sa'e are hereby repealed. The regular meeting of Council was held to -night at 8:00 p.m., in the Council C narnber, and was attended. by Mayor McMillan, who presided, and C©uncilrnen i'reitzer, Farrell, May, Tent, Haar, and Donald G.Nichols, Major Wi1Soni, Capt, Ivey, Mrs. Ivey and Town Attorney Dutton. Major Wilson stated that all dogs on the post at Fort Screven had been innocultaed andhe suggested that the town pass an ord- inance reguting that all dogs within the town limits be innocu- lated also. Mrs. Ivey read a communication from the P- -T Assn requesting that the building now occupied by Mrs. Eugenia Willis, the principal of the school, and now bei:_g moved, be placed in a suitable loc9 ation. Mr. Nichols requested Council to state what they thought of the progress of the work deing done on the beach protection project, and if they had any suggestions to make, the opinion of the Board was that everything was going along exceptionally weal -- A. These two fires are not chargeable to our fire loss as they do not belong to anyone within the limits of the City. Ecuipment : All equipment in n se by the Fire Department is in first class condition. Electric siren on water tank has just recently been taken down, scraped., painted and oiled and replaced. A, number of inspections have been made of flues and olcd builc?inrns. Quite a number of terra cotta flues hhme been condemned and replaced with brick chimneys. old buildings net to Sea Breeze hotel which were cone emend have not been torn down. Would suggest that soriething be done abort these buile iw"c as soon as possible as they are a continual menace.; Reco rrendations: Suggest that the various ordinances relating g to sire prevention and fire control be gone over. Those that are of no value to be thrown out and new ones covering the situation be enacted in one ordinance on Fire Department and 'ire laws defining and speci4ing various hazards and ways and means of bringing these matters under control. 3special attention should be given to elimination of all terra cotta flue pipes as fast as they become bad. Would suggest that this matter be gone into very thoroughly by a committee composed of the T ayor, Chairmen of Fire Corzmit to c_ncd Fire committee and Chief of Fire Department. Also suggest that work totard- the establishing of some sort of alarm system with boxes located at various points on the island and a larger siren so that it can beAeard all over the island. I' believe that with an alarm system and control of various - hazards that now e moist we can secure a reduction of fire insurance rates. We also need some more fire plugs, which have been provided for in present plans of the Tybee Water 'Works to be installed over a period of a few years. The installation of plugs at Fort Screven will bring this area into third class rate, also reduce insurance on a ti ew buildings along third & fourth avenues. Parrell , Chairman , Piro Committee. 159 Mr. Nichols also dtated that it was bad policy for outside or- ganizations to be contacting others relative to getting men em- ployement on WPA projects, that the governing boards do not like tai do business through outside organizations, because regulations must adhered to, any requests for putting men to work should come through the Mayor and Councilmen. Mr Nichols listed some new projects that are contemplated, as follows: Pave as many streets as may be decided upon, 30 feet in width, with 4 foot sidewalkde curb and gutter, at an approximate cost to the town of :1.00 per front foot for eacj side of the street. Cleat off and drain the hammock on which it is proposed to erect the convict camp and other buildings, move the convict camp from its present location in the public park without cost tb the town. Move the other building in the public park. Mr. Nichols also stated that several of the Councilmen have been trying to hold up the work at the Town Hall, contending that the work was wrong and that Council had changed its viewpoint rela- tive to the plans, he informed the Board that he Would go by the official acts of Council. Councilman Haar moved that the plans of the Town Hall now showing the auditorium floor as inclining be changed so that the floor will be level, that ramparts be placed where needed, and also that the boiler be changed from the north side of the building to the south side, Councilmen Kreitzer seconded and the motion passed unanamously. The minutes of the meetings of December 5, 7, 9, 19th were read and approved. A communication from the TWW stated that ift the TWW had to put in fire plugs in the vicinity of the Campbell sub - division at this time, they could not install the new well at their power house, Councilman Tant moved that the Town withdraw its request for fire plugs in the Vicinity of the Campbell sub - division', but with the pboviso that the TWW will put in the new well as planned, Councilman Farrell seconded and the motion passed unanamousl. R.L.Cooper offered an aerial map of the island for $125.00, Councilman ''Haar moved that .75.00 be offered for it, the motion was lost for lack of a seconds Mr. Nichols informed Council that he thought a price of .03% a yard was a fair price to pay for the mud necessary to be used on the beach protection project. Councilman Tant moved that lot #59 -a, ward 3, the property of the Town be sold to Stanley Wolf, agent, for $300.00 net cash, Councilman Haar seconded and the motion passed unanamously. councilman Tant moved that the recommendation of the Chairman of the Police Department, that none of the police officers be dismissed be adopted and also teat Council rescind its action of December 7th in which one policeman was layed off, Councilman "arrell seconded, the motion passed; voting "Yes "; May, Haar, Farrell, Tant, voting "No "; Kreitzer. 160 Councilman Haar moved the office of Building and Plumbing Inspector be created at a salary of 3125.00 per month, effective Jan. lst, 1939, Councilman Tant seconded and the motion passed, voting "Yes" Tant, Farrell, Haar, voting "No "; Kreitzer. Councilman Haar moved that the cost of the reception tendered Col Barton and his staff at the Mayor's home on Decernber 29th, be paid by the Town and made a motion that it be paid, Councilman Tant seconded, the motion passed, those voting "Yes "; May, Haar, Tent, Farrell! Not voting; Hreitzer. ear. Dutton informed the Board t:'at Govenor Rivers was desirous of having the Town participate in the drive to raise money for the infantile paralysis victims. The Mayor stated that he would serve. It was noted that the American Beach and Shore Preservation Assn was holding a meeting in Washington next Tuesday to discuss ways and means of getting federal assistance to beach protection along the shore lines of the country. Mayor McMillan stated that he would. request Congressman Petersen to cover the meeting and report bock to him. Councilman Haar moved that $2500.00 be offered for the hammock west of 6th Avenue, to the TBCo, to be credited to back taxes, due by them, and also with a 60 day option to purchase, Councilan Farrell seconded and the motion passed unanamously. Councilman Tent moved that the following resolution be adopted, Councilman Haar seconded and the motion passed unanamously; RESOLUTION. WHEREAS, the town of Savannah Beach, Tybee Island, a Fumicipal Corporation, is the owner of lot # Fifty -nine (59) "A ", ward Three according to the map or plan of said island. Whereas, it is to the interest of this municipality that said property be sold at and for the sum of Three Hundred 44300.00) Dollars, and whereas, said sure has been offered by Stanley L. Wolf. THEREFORE be it resolved by the Mayor and Councilmen of said municipality, that the said lot of land be and the same is hereby sold to said Stanley L.Nolf and that a deed conveying the title to said lot # Fifty -nine "A" (59 -a) ward Three, Savannah Beach, Tybee Island, be executed by the Mayor and Clerk of Council of Savannah Beach, Tybee Island, and upon payment of said amount that said deed be delivered to said purchaser. Councilman Tant moved that Mrs. C.H.Cobb pe permitted to operate a dining room at her location on the corner of the Strand and 17th street, for the remainder of the fiscal year for 39.00, Councilman Farrell seconded and the motion.passed unanamously. Councilman Haar moved that the following resolution be adopted, tbuncilman Tent seconded and the motion paased unanamously; RESOLUTION. tot ttt 1 AN ORDINANCE AN ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO CREATE TEE OFFICE OF BUILDING Al]D PLUMBING INSPECTOR FOR THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, DESCRIBING DUTIES AND FIXING SALARY, AND FOR OTHER PURPOSES." SECTION 1: Be it enaoted by the Mayor and Council of the Town of Savannah Beach, Tybee Island in Council assembled and it is hereby enacted by the authority aforesaid that the office of Building and Plumbing Inspector of the Town of Savan» nah Beach, Tybee Island, is hereby create. SECTION 2: It shall be the duty of the Building and Plumbing Inspector to inspect all buildings being erected, remodeled and /or changed in any may in aocordance with the building permit issued by the said Mayor and Councilmen in order that said buildings may comply with all the requirements as to building and plumbing as set forth in the Building Code and the Plumbing Code heretofore adopted by the Mayor and Council of Savannah Beach, Tybee Island, Georgia. SECTION 3: Building and Plumbing Inspector shall reoeive a salary of One Hundred Twenty -five Dollars (125.00) per month to be paid in the same manner as otheriemployees of the Town of Savannah. SECTION 4: All ordinances or parts of ordinances .. conflicting with the pro- visions of this ordinance are hereby repealed. 161 WHEREAS, on this the third day of January, 1939, at the regular monthly meeting of the town Council, Savannah Beach, Tybee Island, it was officially brought to the attention of the IICouncil that Cou Gilman R.D.Mayer was absent due to his confine- ment in the St. Joseph's Hospital. NOW THER+ORE, be it resolved by the Mayor and Coun- cilmen in Council assembled that we hopr for our Councilman R.D. Mayer a very speedy recovery and that he will soon be able to be back at our regular meetings to give his most valuable services to the people of this community. Councilman Haar moved that flowers be sent to Councilman 'Mayer and also to ex- Councilman Solomon, both of whom are confined to the hoslital, at a cost of not .:5.00 for bath, Councilman Farrell seconded and the motion passed unanamously. A meeting of ouncil was held to -day at 7 :30 p.m., in the Council Chamber, and was attended by Mayor McMillan, who presided, and Councilmen May, Farrell, `rant, Haar. The meeting was called for the following purposes; Consider selling the three building owned by the town in the public park. Taking an option on the hammock west of 6th Avenue owned by the Tybee Beach Company. Councilman Farrell moved the three building owned by the Town in the public park, (the building occupied by the schoolteacher, the old town hall and the building occupied by Mrs. W.J.Bryan,) be sold, Councilman Kreitzer seconded and the motion passed unanamJusly. Councilman Haar moved that the three buildings in the public park,( building occupied by Mrs. Willis, the schoolteacher, the building kno*naastthe old town hall, and the building now occupied by Mrs. W.J.Bryan), be sold for '$1500.00 cash for the three, the purchaser be given 10 days option to buy, and also purchaser give ptesent tenants 60 days notice to vacate, Councilman Farrell seconded and the motion passed unanamously. Councilman Haar moved that the town purchase from the Tybee Beach Company the hammock located west of 6th Avenue for <,p7, x$3462.16, that the town take a 60 day option onit, and also that the purchase price be deducted from delinquent taxes due to the town by the Tybee Beach Company, Councilman Tant seconded those voting "Yes "; Tant, Farrell, May, Haar.
