Call to order Meeting was called to order at 6:30PM 2. Declaration of a quorum Quorum was present. 3. Recording Statement Noted. 4. Chair announcements A request was made to delay the hearing for 0 Greenland Pond Road until later in the agenda. 5. Citizen's forum None. 6. Discuss and vote: 0 Greenland Pond Road M94 L29, new construction with proposed I/A Technology MicroFAST 0.5 General Approval for Nitrogen reduction Started at approximately 7:01 PM DB recused himself due to a potential conflict. There will not be a quorum to hear this so it will have to be moved until the next meeting in September (20th). The homeowner asked a few questions. 7. Consent Agenda: In -House variance approval — 549 South Orleans Road AVH stated that this is an existing 3 -bedroom dwelling that was recently sold. The septic system failed, a new system was designed but because of contours and the location of existing plumbing, a variance was needed for the depth to the leaching facility. Motion: Approve the consent agenda. Motion: Kimberely Crocker Pearson Second: Abigail Archer Vote: 3-0 Action: Motion carried 8. Pressure Dose letter update N:\Health\from Shari\MSWORK FOLDERS\MEETINGS\BOH\Sept623m.doc AVH- did get an inspection report for 254 Robbins Hill Road. Information typically looked for is whether the mechanical pumps and alarms are working (which the report indicates) and level of effluent that is discharged out of the leaching lateral lines. The report shows that this system is functioning as it should. The office did receive a quote for one of the Town commercial properties for an inspection. They are still working on gathering information to provide to the Board. Another system (commercial — town property) has an issue with the leaching facility laterals that were not built up to grade. Access to those laterals is not easy at the moment. Perc-Rite (which is an I/A system, pressure dosed), are under contract to be inspected. If it is over 2000gpd, it must be done 4 times a year. If it is under 2000gpd, it must be done 1 time per year. We are receiving these reports. DB- moving forward, we want to make sure that the inspectors are certifying that the laterals are built up to grade and accessible. AVH- spoke about the RME program. DB- letters went out over a month ago. We should keep this on our agendas and maybe think about re -sending letters to those we have not heard from. 9. Vote on final CAPE Public Health Excellence Grant Intermunicipal Agreement (IMA) AVH — the document that was included in the packet was the same that the Board has seen before with 1 major change with regard to the outer cape towns. Language was added to address the agreement those towns already have. The document will need to come back for signatures from the Board. The Selectboard is reviewing this on September 181h. I/A Enforcement of Non -Compliant systems update AVH- letters for 6 properties went out for non-compliance with nutrient removal. We have heard back from one of them, 39 McGuerty Road (FAST system). The operator has advised the owners to make a couple of tweaks. If the last set of samples comes in high, he will take an influent sample. Long Pond — last set of samples came in well below. The operator was asked to provide that information to AVH, and she will pass it on to the Board. DB -wants to make sure a formal response is received by the operator. AA- asked if anything was in the regulations with regards to "a running average". DB — policy is running average of last 4 tests. AVH — 4 letters to go out still. Then we will need to go back to the list. 11. First Annual Volunteer Fair— request for volunteers KCP will be at the fair. AVH stated that PH had said she would be there to represent the Board if she was not needed by the COA. 12. Review and approve minutes from 6/21/23,7/5123 & 7119123 Motion: Approve the 6/21/23, 7/5/23 & 7/19/23 minutes as written Motion: Kimberley Crocker Pearson Second: Abigail Archer Vote: 3-0 Action: Motion carried 13. Liaison Reports KCP — Opioid group has not met yet. AA — Recycling Commission has not met since July. The consultants assured us that the plans we have for Pleasant Bay are sufficient on the permit for the short term (at least 5 years). 14. Matters not reasonably anticipated by the Chair AVH - noted that there have been a couple of mosquito pools in Eastham and Barnstable that have tested positive for West Nile Virus. DB - there is also a surge going on with Covid right now and he encouraged people to get their boosters. AVH - the annual flu clinic is on October 12th at Our Lady of the Cape Church. 15. Items for next agenda KCP - wants to speak briefly about the Deer Island NIPTY (??) permit. DB - Pressure Dose letter update and Greenland Pond I/A system. 16. Next meeting: September 20, 2023 Noted.
