The meeting was called to order at 6:30PM.

5. Citizen's forum
Beth Emanuleson, 43 Seamans Lane read a statement about her issues with the 2 donkeys at 6 Seamans Lane. She stated that she
feels it is not acceptable to allow these animals to remain on this property and wants the Board to rescind the permit that was issued in
October of 2022.
DB -the Board cannot discuss this under "Citizen's forum".
6. Discuss and vote: 0 Greenland Pond Road M94 L29, new construction with proposed I/A technology MicroFAST 0.5
General Approval for Nitrogen reduction
David Bennett recused himself and left the room.
Linda Pinto, CSN Engineering presented this to the Board. It is a proposed 4 -bedroom dwelling with a FAST system that will meet the
5PPM.
KCP — I/A is mandated because of DCPC and Zone 11. There is an 81X plan that will be done in the next few weeks to merge the 2 lots.
KCP — asked which lot would be most disturbed. LP stated that it would be lot 7 that is most disturbed. KCP asked where the blower
would be. LP it will be underground.
AVH — lawn area needs to be labeled on the plan, as well as what the 2nd lot will be, where the vent and blower will be and add on to the
plan that an electrical permit is required.

AVH — read the conditions on the MicroFAST system:
Property is maxed out at 4 bedrooms
Maximum of 3000sf of lawn area
• O &M agreement (for at least 1 year)
If seasonal use, testing for total nitrogen needs to be twice a year
• A flow meter is recommended
• Access ports must have readily accessible and removable covers
Approval letter needs to be recorded at the Registry of Deeds
AA — asked if having a flow meter would help with potential issues in the future.
AVH — potentially.
Motion: Approve the I/A system with the condition that revised plans are submitted showing the 2 lots merged and the other items
mentioned are submitted before a permit is released.

8. Pressure Dose letter update
AVH -did receive a Title 5 inspection report for one of the commercial properties in Town. It did not have information on the laterals.
She spoke with the inspector, and he stated that he would go back to look at the specific items on the Pressure Dose inspection page.
No other reports were received.
9. I/A Enforcement of Non-compliant systems review and update:
AVH- gave an update on letters that were sent out to non-compliant homeowners:
7 Thousand Oaks — no current O & M Contract and is out of compliance. The owner is currently trying to find an engineer
• 56 McGuerty Road — operator made a proposal for a new contract for influent & effluent testing and gave it to the owner.
They have not heard anything back yet.
1597 Long Pond Road — operator told AVH that the most recent testing was within limits. They will keep an eye on things.
The homeowner stated that a pump had been replaced.
KCP- asked if there was any information as to what is triggering this non-compliance. AVH- nothing is coming up as a factor.
DB -asked if the Board wanted to take any action on any of these properties.
AA -thinks waiting a certain number of days before action is taken would be best. 151 letters went out on August 21st. The Board thought
that 60 days would be acceptable.
AVH- November 151 meeting would be appropriate to re -review (if there is no response before then).

AVH- this is a fairly new system.
DB — quarterly data shows more above 30 than less.

DB- performance hasn't been great.
AVH- use of the property is probably affecting the numbers. This one was only required to be tested once every 3 years per BOH
approval.

10. Discuss MWRC Discharge Permit Renewal and EPA removal of Outfall Monitoring Scientific Advisory Panel
On hold until next meeting.
11. Review and approve minutes from 812123 meeting

12. Liaison Reports
AA -Recycling Commission met yesterday. A few highlights were:
• DPW is continuing to look at re -organizing the flow of traffic through the Recycling Center
• There are new textile recycling bins available
• They are organizing a field trip to a material reuse facility to get some general understanding'
PH — The COA meeting is tomorrow.
DB — The WWTF has not had a meeting.
KCP — The Opioid Committee has not been convened yet.
JK- WQRC met on the 25th. The meeting was just a review of the Committee's responsibilities.
13. Matters not reasonably anticipated by the Chair
DB- spoke about the survey that the Town is asking residents to complete about "communication."
There is a meeting on Pleasant Bay on 10/21 at the Chatham Community Center from 9-2PM

DB- brought up the request under Citizen's forum. The Health Agent will go out and do an inspection to determine if the complaint
about the donkeys is valid.
AVH- spoke about the drainage basin and that she would check with the DPW Superintendent about it.
