AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CALLING A SPECIAL
ELECTION IN THE CITY TO SUBMIT TO THE QUALIFIED VOTERS THEREOF
FOUR (4) PROPOSITIONS TO EXTEND THE PRESENT CORPORATE LIMITS OF
THE CITY TO INCLUDE UNINCORPORATED AREAS OF LAND CONTIGUOUS TO THE
PRESENT CORPORATE LIMITS OF THE CITY.
WHEREAS, the City Council of the City of Jefferson, Missouri,
adopted a resolution on July 6, 1967, to annex .: an unincorporated
area of land contiguous to the present city limits, said unincor-
porated area of land being described as follows:
"Beginning in the center of the Missouri River at a point
on the extension northerly of the westerly line of Private
Survey #2680, thence southerly along the said northerly
extension and the westerly line of Private Survey #2680
to the northeasterly corner of Section 22, Township 44,
Range 11, thence southwesterly in a direct line to the
southerly right-of-way line of U. S. Route # 50, at
Station 225 + 00 (Mo. Project F-1(12)); thence westerly
along the southerly right-of-way line of the aforemen-
tioned U. S. Route # 50 to the southerly line of Section
21, Township 44, Range 11; thence east to the southeast
corner of the southeast quarter of the northwest quarter
of Section 21, Township 44, Range 11; thence north to
the northeast corner of the southeast quarter of :he
northwest quarter of Section 21, Township 44, Range 11;
thence west to the southeast corner of the northwest
quarter of the northwest quarter of Section 21, Township
44, Range 11; thence north along the east line of the
northwest quarter of the northwest quarter of Section 21,
Township 44, Range 11, and the east line of the west half
of the southwest quarter of Section 16, Township 44,
Range 11, to a point that is 300 feet south of the
southerly right-of-way line of U. S. Route # 50 Business
Route (formerly U.S.Highways 50 and 63) thence easterly
300 feet from and parallel to the southerly right-of-way
line of said highway to the quarter section line of
Section 16, Township 44, Range 11; thence northerly
along said quarter section line and the extension thereof
to the center of the Missouri River; thence easterly along
the centerline of the Missouri River to the point of
beginning, all in Cole County, Missouri.t°
and,
WHEREAS, the City of Jefferson, Missouri, did cause to be
filed in the Circuit Court of Cole County, Missouri, in Caste
No. 23,491, a suit for a declaratory judgment authorizing the
City to annex the area of land described above; and
WHEREAS, on the 8th day of July, 1968, the Circuit Court of
Cole County, Missouri, did enter its judgment in said suit,
authorizing the annexation into the City of the unincorporated
area of land described above, upon the consent of a majority of
the qualified voters of the City voting at an election to be held
for such purpose in said City, the judgment having become final.; anal,
WHEREAS, the City Council of the City of Jefferson, Missouri.,
adopted a resolution on January 2, 1968, to annex an unincorpor-
ated area of land conti.:guous to the present corporate limits of
the City, said unincorporated area of land being described as
follows:
"Beginning at a point on the east line of New Madrid
Private Survey 2638, said point being 990 feet south
of the northeast corner of said Private Survey 2638;
thence southerly along the east line of said Private
Survey 2638, 3096.8 feet; thence north 64011' west,
2635.07 feet; thence south 84015' west, 1466.89 feet;
thence south 6000 ' east to the center of the Missouri
River; thence northwesterly along the center of the
Missouri River to the west line of Section 22, Township
44, Range 11; thence north 4030' west along the west
line of Sections22 and 15 and Private Survey 2638 to
the northwest corner of Private Survey 2638; thence
north 85003' east, 343.2 feet; thence north 0026' east,
133 feet; thence north 84018' east, 1045.8 feet; thence
south 4030' east, 520.7 feet; thence south 54022 ' east,
707.8 feet; thence north 84015' east, 3456.8 feet, to a
point on the east line of New Madrid Private Survey,
the point of beginning of this description, in Callaway
County, Missouri."
and,
WHEREAS, the City of Jefferson, Missouri, did cause to be
filed in the Circuit Court of Callaway County, Missouri, in
Docket No. 28,354, a suit for a declaratory judgment authorizing
the City to annex the unincorporated area of land immediately
described above; and,
WHEREAS, on the 10th day of June, 1968, the Circuit Court
of Callaway County, Missouri, did enter judgment in said suit,
authorizing the City to annex the unincorporated area of land
last described above, upon the consent of a majority of the
qualified voters of the City voting at an election to be held for
such purpose in the City, the judgment having become final; and
WHEREAS, the City Council of the City of Jefferson, 'Missouri,
did adopt a resolution on June 3, 1968, to annex an unincorporated
area of land contiguous to the present city limits, said unincor-
porated area of land being described as follows:
"Beginning at the southeast corner of the southwest quarter
of Section 24, Township 44, Range 12; thence northerly along
the quarter section line of said Section 24 to the point on
intersection with the southerly right-of-way line of Ellis
Blvd. at Station 18 + 86, per plat of record in Plat Book 6,
Pages 50, 51, 52 and 53, Cole County Recorder' s Office;
thence westerly along the southerly right-of-way line of
said Ellis Blvd. to Station 15 + 46, per said plat; thence
southwesterly 350 feet from and parallel to the westerly
line of a tract of land deeded to the Holiday Inns Corpora-
tion as per deeds of record in Book 165, Page 305 and Book
148, Page 620, to the south line of the north half of the
northwest quarter of Section 24, Township 44, Range 12;
thence west along said quarter quarter section line 69.06
feet; thence south 39 degs:ees and 7 minutes west, 68. 95 feet;

WHEREAS, the City. of Jefferson, Missouri, did cause to be
filed in the Circuit Court of Cole County, Missouri, in Docket
No. 23,881, a suit for a declaratory judgment authorizing the
City to annex the area of land last described above; ' and
WHEREAS, on the 29th day of July, the Circuit Court of Cole
County, Missouri, did enter judgment in said suit authorizing
the City to annex the unincorporated area of land last described
• above, upon the consent of a majority of the qualified voters
of the City voting at an election to be held for such purpose
in the City, said judgment having heretofore become final; and,

WHEREAS , the City Council of the City of Jefferson,
Missouri, did adopt a resolution on August 5, 1968, to annex an
unincorporated area of land contiguous to the present city limits,
said unincorporated area of land being described as follows;
"Beginning at a point in Section 27, Township 45,
Range 12, at the intersection of the northerly
right-of-way line of the Missouri Pacific Railroad
and the extension northerly of a line that is 525.27
feet westerly of and parallel to the easterly line
of Section 34, Township 45, Range 12; thence southerly
along a line that is 525.27 feet west of and parallel
to the easterly line of Section 34, Township 45,
Range 12, to a point that is 365 feet northerly of the
southerly line of the northeast quarter of Section 34,
Township 45, Range 12; thence westerly 365 feet north
of and parallel to the southerly line of the north
half of Section 34, Township 45, Range 12 , to the
westerly line of said Section 34, Township 45, Range
12; thence northerly along the westerly line of
Section 34 and Fractional Section 27, Township 45,
Range 12, to the northerly right-of-way line of the
Missouri Pacific Railroad Main Line; thence easterly
along the northerly right-of-way line of the Missouri
Pacific Railroad Main Line to the point of beginning;
all in Cole County, Missouri."
and,
WHEREAS, the City of Jefferson, Missouri, did cause to be
filed in the Circuit Court of Cole County, Missouri, in Docket
No. 23,959, a suit for a declaratory judgment authorizing the
City to annex the unincorporated area of sand immediately
described above; and
WHEREAS, on the 25th day of September, 1968, the Circuit
Court of Cole County, Missouri, did enter judgment in said
suit authorizing the City to annex the unincorporated area of
land described above, upon the consent of a majority of the
qualified voters of the City voting at an election to be held
for such purpose in the City, the judgment to become final in
thirty (30) days from the date thereof; and,
WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, with the consent of a majority of the legal voters of
said City, voting at an election to be held for such purpose, by
the passage and approval of a City Ordinance, have power to
extend the limits of the City over territory contiguous thereto;
and,
WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, believe a special election should be held in the City
to determine if a majority of the qualified voters voting thereat
are in favor of extending the limits of the City to Include one,

more than one, or all of the unincorporated areas of land
hereinbefore described;
VW NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. A special election shall be held in the City of
Jefferson, County of Cole, Missouri, on Tuesday, the 5th day of
November, 1968, in order to submit to the qualified voters of
said City the following propositions , to-wit:
PROPOSITION NO. 1 - AREA "D"
That the corporate limits of the City of Jefferson, Missouri,
shall be extended to include the following described unincorpor-
ated area of land contiguous to the present city corporate limits:
"Beginning in the center of the Missouri River at a point
on the extension northerly of the westerly line of Private
Survey #2680, thence southerly along the said northerly
extension and the westerly line of Private Survey #2680
to the northeasterly corner of Section 22, Township 44,
Range 11, thence southwesterly in a direct line to the
southerly right-of-way line of U.S .Route # 50 at
Station 225 + 00 (Mo. Project F-1(12)); thence westerly
along the southerly right-of-way line of the aforemen-
tioned U.S.Route # 50 to the southerly line of Section
21, Township 44, Range 11; thence east to the southeast
corner of the southeast quarter of the northwest quarter
of Section 21, Township 44, Range 11; thence north to
the northeast corner of the southeast quarters of the
northwest quarter of Section 21, Township 44, Range 11;
thence west to the southeast corner of the northwest
quarter of the northwest quarter of Section 21, Township
44, Range 11; thence north along the east line of the
northwest quarter of the northwest quarter of Section 21,
Township 44, Range 11, and the east line of the west half

southerly right-of-way line of U.S.Route # 50 Business

That the corporate limits of the City of Jefferson, Missouri,
shall be extended to include the following described unincorpor-
ated area of land contiguous to the present city corporate limits:
"Beginning at a point on the east line of New Madrid
Private Survey 2638, said point being 990 feet south
of the northeast corner of said Private Survey 2638;

PROPOSITION NO. 4 AREA "F"
That the corporate limits of the City of Jefferson, Missouri,
shall be extended to include the following described unincorpor-
ated area of land contiguous to the present city corporate limits:
"Beginning at a point in Section 27, Township 45,
Range 12, at the intersection of the northerly
right-of-way line of the Missouri Pacific Railroad
and the extension northerly of a line that is 525.27
feet westerly of and parallel to the easterly line of
Section 34, Township 45, Range 12; thence southerly
along a line that is 525.27 feet west of and parallel
to the easterly line of Section 34, Township 45,
Range 12, to a point that is 365 feet northerly of
the}southerly line of the northeast quarter of Section
34, Township 45, Range 12; thence westerly 365 feet
north of and parallel to the southerly line of the
north half of Section 34, Township 45, Range 12 � to
the westerly line of said Section 34, Township 45,
Range 12; thence northerly along the westerly line of
Section 34 and Fractional Section 27, Township 45,
Range 12, to the northerly right-of-way line of the
Missouri Pacific Railroad Main Line; thence easterly
along the northerly right-of-way line of the Missouri
Pacific Railroad Main Line to the point of beginning;
all in Cole County, Missouri."
Section 2. That the said election shall be held in all wards
and precincts in the city at the polling places selected by the
City Council and published as provided for in Sections 10.080 and
10.090 of Ordinance No. 7593 of the city, as amended. Polls of
said election shall be open at the hour of six A.M. , and continue
open until the hour of seven P.M. , on said date. Said election
shall be held and conducted and the results thereof shall. be
certified, canvassed, and declared in all respects in conformity
with the Constitution and Laws, of the State of Missouri governing
elections in said City of Jefferson and in accordance with the
ordinances of said city.
Section 3. That the City Clerk be and she is hereby
authorized and directed to give notice of said election by
publication in the Jefferson City Post-Tribune, a daily newspaper
printed and published in the City of Jefferson and of general
circulation therein. Said notice shall be published in said

newspaper once a week for four consecutive weeks , and on the
same day in each week. The first publication of said notice
shall be made at least twenty-one (21) days before the date of
said election and the last publication shall be made within
ten (10) days of the date of said election. The notice to be
published shall be substantially in the following form, to-wit:
NOTICE OF SPECIAL ELECTION
CITY OF JEFFERSON, MISSOURI.
Notice is hereby given that a Special Election shall be held in
the City of Jefferson, Cole County, Missouri, on Tuesday,
November 5, 1968, to submit to the qualified voters of the City
the following propositions:
PROPOSITION NO. 1 - AREA "D"
That the corporate limits of the City of Jefferson, Missouri,
shall be extended to include the following unincorporated area
of land contiguous to the corporate city limits:

of each ward of the city to be selected by the city council and
published in the manner provided by ordinance.
The polls at said election shall be open at the hour of six
o'clock A.M. and will continue open until the hour of seven

All persons who are legal voters in said city will be entitled
to vote at said election.
