ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING
ORDINANCE NO. 7995 OF THE CITY DEFINING THE EXISTING CITY BOUNDARY,
AND ENACTING A NEW ORDINANCE PERTAINING TO THE SAME SUBJECT.
WHEREAS, the City Council of the City of Jefferson, Missouri,
did adopt a Resolution on July 6, 1967, to annex the following
described unincorporated area of land contiguous to the corporate
city limits:
"Beginning in the center of the Missouri River at a point
on the extension northerly of the westerly line of Private
Survey #2680, thence southerly along the said northerly
extension and the westerly line of Private Survey #2680
to the northeasterly corner of Section 22, Township 44,
Range 11, thence southwesterly in a direct line to the
southerly right-of-way line of U.S.Route # 50, at
Station 225 + 00 (Mo. Project F-1(12)) ; thence westerly
along the southerly right-of-way lim of the aforementioned
U.S.Route # 50 to the southerly line of Section 21,
Township 44, Range. 11; thence east to the southeast
corner of the southeast quarter of the northwest quarter
of Section 21, Township 44, Range 11; thence north to
the northeast corner of the southeast quarter of the
northwest quarter of Section 21, Township 44, Range 11;
thence west to the southeast corner of the northwest
quarter of the northwest quarter of Section 21, Township
44, Range 11; thence north along the east line of the
northwest quarter of the northwest quarter of Section 21,
Township 44, Range 11, and the east line of the west half
of the southwest quarter of Section 16, Township 44,
Range 11, to a point that is 300 feet south of the
southerly right-of-way line of U.S.Route # 50 Business
Route (formerly U.S.Highways 50 and 63) thence easterly
300 feet from and parallel to the southerly right-of-way
line of said highway to the quarter section line of
Section 16, Township 44, Range 11; thence northerly
along said quarter section line and the extension thereof
to the center of the Missouri River; thence easterly along
the centerline of the Missouri River to the point of
beginning, all in Cole County, Missouri."

WHEREAS, the City of Jefferson, Missouri, did cause to be file
in the Circuit Court of Cole County, Missouri, in Docket Number
23,491 a suit for a declaratory judgment authorizing the annexation
by the City of the unincorporated area of land described above, and
WHEREAS, on the 8th day of July, 1968, the Circuit Court of
Cole County, Missouri, did enter its judgment in said suit author-
izing the annexation into the City of the unincorporated area of
land described above upon the consent of a majority of the
qualified voters of the City voting at an election to be held for
such purpose in said city, the aforementioned judgment having
heretofore become final, and

WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, with the consent of a majority of the legal voters of
said city voting at an election to be held for such purpose in said
City, by the passage and approval of a city ordinance, have power
to extend the limits of the City over territory contiguous thereto,
and
WHEREAS, thereafter, by Ordinance Number 8062 of the City of
Jefferson, Missouri, passed by the City Council on October 7, 1968,
and approved by the Mayor of said City on October 8, 1968, it was
provided that a special election be held in the City of Jefferson,
County of Cole, Missouri, on Tuesday, the 5th day of November,
1968, to submit to the qualified voters of the City, inter alia,
the following proposition, to-wit'?
P R O P O S I T I O N
That the corporate limits of the City of Jefferson, Missouri,
shall be extended to include the following unincorporated area of
bland contiguous to the corporate city limits:

"Beginning in the center of the Missouri River at a point .
on the extension northerly of the westerly line of Private
Survey #2680, thence southerly along the said northerly
extension and the westerly line of Private Survey #2680
to the northeasterly corner of Section 22, Township 44,
Range 11, thence southwesterly in a direct line to --he
southerly right-of-way line of U. S. Route # 50 at
Station 225 + 00 (Mo. Project F�1(12)) ; thence westerly
along the southerly right-of-way line of the aforemen-
tioned U. S. Route # 50 to the southerly line of Section
21, Township 44, Range 11; thence east to the southeast
corner of the southeast quarter of the northwest quarter
of Section 21, Township 44, Range 11; thence north to the
northeast corner of the southeast quarter of the northwest
quarter of Section 21, Township 44, Range 11; thence west
to the southeast corner of the northwest quarter of the
northwest quarter of Section 21, Township 44, Range 11;
thence north along the east line of the northwest quarter
of the northwest quarter of Section 21, Township 44,

to a point that is 300 feet south of the southerly
right-of-way line of IT. S. Route # 50 Business Route
(formerly U. S. Highways 50 and 63) thence easterly
300 feet from and parallel to the southerly right-of-way
line of said highway to the quarter section line of
Section 16, Township 44, Range 11; thence northerly
along said quarter section line and the extension thereof
to the center of the Missouri River; thence easterly along
the centerline of the Missouri River to the point of
beginning, all in Cole County, Missouri."

WHEREAS, at said special municipal election held in the City
of Jefferson, Missouri, on Tuesday, November 5, 1968, said proposi-
tion was submitted to the legal qualified voters of the city, and
WHEREAS, due and legal notice was given, as required by law,
for the holding of said special municipal election on Tuesday,
November 5, 1968, for the purpose of submitting said proposition,
stating that all legal and qualified voters of the City of Jeffer-
son, Missouri, would be entitled and have an opportunity to vote on
said proposition, and
WHEREAS, under the provisions of Section 77.020 R.S.Mo. , the
Mayor and the City Council of the City of Jefferson, Missouri, with
the consent of a majority of the legal voters of such city voting
at an election thereof, have power to extend the limits of the city
over territory adjacent thereto, and
WHEREAS, a special committee of the City Council of the City
of Jefferson, Missouri, after canvassing the votes cast at said
election of November 5, 1968, did report on W✓e_MI34-�. ly, NM
to the Mayor and City Council of said City that of the votes cast
by the qualified voters of the City on the proposition hereinabove
written that votes were cast for and 1016,)6 votes
were cast against said proposition, and
WHEREAS, said proposition received more than a majority of the

WHEREAS, the City Council of the City of Jefferson, Missouri,
did adopt a Resolution on January 2, 1968, to annex the following
described unincorporated area of land contiguous to the corporate
city limits;
"Beginning at a point on the east line of New Madrid
Private Survey 2638, said point being 990 feet south
of the northeast corner of said Private Survey 2638;
thence southerly along the east line of s8id Private
Survey 2638, 3096.8 feet; thence north 64 11' west,
2635.07 feet; thence south 84015' west, 1466.89 feet;
thence south 6000' east to the center of the Missouri
River; thence northwesterly along the center of the
Missouri River to the west line of Section 22, Township
44, Range 11; thence north 4030 ' west along the west
line of Sections 22 and 15 and Private Survey 2638 to
the northwest corner of Private Survey 2638; thence
north 85003' east, 343.2 feet; thence north Ob26' east,
133 feet; thence north 84018' east, 1045.8 fe8t; thence
south 4030' east, 520.7 feet; thence south 54 22' east,
707.8 feet; thence north 84.015' east, 3456.8 feet, to a
point on the east line of New Madrid Private Survey, the
point of beginning of this description, in Callaway
County, Missouri.

Number 28,354, a suit for a declaratory judgment authorizing the
annexation by the City of the unincorporated area of land described
above, and
WHEREAS, on the 10th day of June, 1968, the Circuit Court of
Callaway County, Missouri, did enter its judgment in said suit
authorizing the annexation into the City of the unincorporated area
of land described above, upon the consent of a majority of the
qualified voters of the City voting at an election to be held for
such purpose in said city, the aforementioned ,judgment having
heretofore become final, and
WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, with the consent of a majority of the legal voters of
said city voting at an election to be held for such purpose in said
City, by the passage and approval of a city ordinance, have power
to extend the limits of the City over territory contiguous thereto,
and
WHEREAS, thereafter by Ordinance Number 8062 of the City of

izing the annexation into the City of the unincorporated area of
land last described above, upon the consent of a majority of the
qualified voters of the City voting at an election to be held for
such purpose in said city, the aforementioned judgment having
heretofore become final, and
WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, with the consent of a majority of the legal voters of sai
city voting at an election to be held for such purpose in said City
by the passage and approval of a city ordinance, have power to
= extend the limits of the city over territory contiguous thereto,and

of land described above, upon the consent of a majority of the
qualified voters of the city, voting at an election to be held for
such purpose in said city, the aforementioned judgment having
heretofore become final, and
WHEREAS, the Mayor and City Council of the City of Jefferson,
Missouri, with the consent of a majority of the legal voters of
said city voting at an election to be held for such purpose in said
city, by the passage and approval of a city ordinance, have power

WHEREAS, under the provisions of Section 77.020, R.S.Mo. , the
(Mayor and the City Council of the City of Jefferson, Missouri, with
the consent of a majority of the legal voters of such city, voting
at an election thereof, have power to extend the limits of the city
over territory adjacent thereto, and
WHEREAS, a special committee of the City Council of the City
of Jefferson, Missouri, after canvassing the votes cast at said
election of November 5, 1968, did report on /►/o%A!Lz /J
Ito the Mayor and City Council of said city that of the votes cast
J1by the qualified voters of the city on the proposition hereinabove
k, ritten that �7,3c2Z votes were cast for and
votes were cast against said proposition, and

WHEREAS, said proposition received more than a majority of the
votes cast on said proposition at the aforementioned election,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Ordinance Number 7975 of the City of Jefferson,
Missouri, defining and declaring the boundaries of the city be,
and the same is hereby repealed.
Section 2. That the limits and boundaries of the City of
Jefferson, Missouri, are extended, defined and declared to be as
follows, in the Counties of Cole and Callaway, in the State of
Missouri, to-wit:

Beginning in the center of the Missouri River at a point on
the extension northerly of the westerly line of Private Survey
#2680; thence southerly along the said northerly extension and
the westerly line of Private Survey #2680 to the northeasterly
corner of Section 22, Township 44, Range 11; thence southwest-
erly in a direct line to the southerly right-of-way line of
U.S.Route # 50, at Station 225+00 (Mo. Project F-1(12)) ;
thence westerly along the southerly right-of-way line of the
aforementioned U.S.Route # 50 to the southerly line of
Fractional Section 21, Township 44, Range 11; thence west to
the southwest corner of the southwest quarter of the northwest
quarter of Fractional Section 21, Township 44, Range 11;
thence south 660 feet, more or less, along the section line to
the south line of Outlot 112 and the north line of Fractional
Section 20, Township 440 Range 11; thence west along the north
line of Fractional Section 20 to the east line of the north-
west quarter of the southwest quarter of Fractional Section 20;
Township 44, Range 11; thence south to the northeast corner of
the northwest quarter of the northwest quarter of Section 29,
