AO25 OF THE CITY, RELATING TO PARKING METERS, AND ENACTING A NEW SECTION RELATING TO THE SAME SUBJECT. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Section 10.130 of Article X of Ordinance No. 8025 of the city, relating to the operation of parking meters, is, and it is hereby, repealed. Section 2. There is hereby enacted a new set of regulations, relating to the operation of parking meters, to be known as Section 10.130 of Article X of Ordinance No. 8025 of the city, which shall read in words and figures as follows: "Section 10.130. Parking meters. 1. Parking meter zones, location. T— - The o owing roadways and areas, within the limits stated, are established as parking meter zones: (A) Parking Meter Zone "A" (a) The north side of High Street between Washington Street and Adams Street. (b) The south side of High Street between a point located 200 feet east of Washington Street and Adams Street. (c) The north side of Capitol Avenue between a point located 220 feet west of the west curb of Jefferson Street and Monroe Street. (d) The south side of Capitol Avenue between a point located 220 feet west of the west curb of Jefferson Street and Monroe Street. I (e) The west side of Jefferson Street between Capitol Avenue and McCarty Street. (f) The east side of Jefferson Street between Capitol Avenue and McCarty Street. (g) The west side of Madison Street between Capitol Avenue and McCarty Street. (h) The east side of Madison Street between the public alley known as Commercial Avenue and McCarty Street. (i) The west side of Monroe Street between Capitol Avenue and McCarty Street. (j) The east side of Monroe Street between Capitol Avenue and McCarty Street. I (k) The west side of Adams Street between Capitol Avenue and High Street. + V (1) The east side of Adams Street between Capitol Avenue and McCarty Street. (B) Parking Meter Zone "B" (a) The north side of Capitol Avenue between Monroe Street and Adams Street. i (b) The south side of Capitol Avenue between Monroe Street and Adams Street. (c) The south side of McCarty Street between + Jefferson Street and Monroe Street. (d) The north side of McCarty Street between Jefferson Street and Monroe Street. (e) The east side of Madison Street between State Street and Capitol Avenue. (f) The west side of Madison Street between I State Street and Capitol Avenue. (g) The east side of Madison Street between i McCarty Street and Miller Street. (h) The west side of Madison Street between McCarty Street and Miller Street. (C) Parking Meter Zone "C" (a) The northerly 28 feet 9 inches of Inlot No. 346 in the city. 2. Parking spaces. The street commissioner is hereby authorized and directed to mark off individual parking spaces in the parking zones described in Subsection 1 of this section and in such other zones as may be hereafter established, the parking spaces to be designated by lines painted or durably marked on surface of the roadway. j3. Installation of parking meters. Parking meters shall be installed in the parking meter zones upon the curb, parking or sidewalk, adjacent to the parking spaces provided for above, and the street commissioner shall be responsible for the regulation, maintenance and operation of the meters. Each meter shall be so located as to show the time of legal parking upon the deposit of the appro- priate coin or coins, lawful money of the United States of America. Each meter shall be constructed that upon the expiration of the lawful time limit, it will indicate by a visible signal that the lawful parking period has expired and in •such cases the right of the vehicle to occupy such space shall cease. 4. Parking meters to be' observed. Except: in a period of emergency .determined by an officer of the police or fire department; or in compliance with the directions of a police officer or traffic control signal or sign, when any vehicle shall be parked in any parking space along side or next to a parking meter, the operator of said vehicle,, .upon entering the parking meter space, shall i immediately deposit or cause to be deposited in said meter such proper coin of the United States as is required by such parking meter and as is designated by directions on the parking meter. Upon the deposit of such coin the ' parking space may be lawfully occupied by such vehicle during the period of time which has been prescribed for that part of the roadway in which said parking space is a l located, provided that any person placing a vehicle in a parking meter space adjacent to a parking meter which indicates that unused time has been left in the meter by the previous occupant of the space, shall not be required to deposit a coin so long as his occupancy of said space does not exceed the indicated unused parking time. 5. Operation of parking meters. Parking meters shall be operated in the parking meter zones every day between the hours of 9:00 A.M. and 6:00 P.M. excepting Sundays and Holidays, and on Fridays from 9:00 A.M. until 9:00 P.M. The word 'Holidays ' shall include only the following days: January Ist, February 12th and 22nd, April 13th, May 30th, July 4th, the first Monday in September, October 12th, November 11th, Thanksgiving Day, December 25th, any state primary election day or state general election day. 6. Parkin g time period; cost. Parking meter spaces within the parking meter zones hereinabove established may be used for the parking of a vehicle for the time period hereinafter established upon the deposit of the sum of money hereinafter prescribed: (A) Parking meter spaces within parking meter Zone A may be used for thirty (30) minute parking upon deposit of five (.05<,) cents, or sixty (60) minute parking, upon deposit of ten (.10� cents. (B) Parking meter spaces within parking meter Zone B may be used for sixty (60) minute parking upon deposit of five (.050) cents, or two hour parking upon deposit of ten (.lOG) cents. (C) Parking meter spaces within parking meter Zone C may be used for sixty (60) minute parking upon deposit of ten (.lO(,%) .cents, ,. or two hour arking upon deposit of twenty (.20G cents. 7. Parking meter violations. It shall be unlawful and a violation of this ordinance for any person: (A) To fail to deposit the correct coin in a meter upon parking a vehicle in the. parking space adjacent thereto where there is no unused time remaining on the meter. (B) To cause, allow, permit or suffer any vehicle registered in the name of or operated by such person; to be parked overtime or beyond the period of legal parking time that is established for any parking meter. (C) To park a vehicle within any parking meter space for a period of time in excess of that allowed by the parking meter, and parking for successive period of time within the same parking meter space is prohibited. 3 .. x, (D) To park a vehicle in such a way that the vehicle is not entirely within the limits of a parking meter space. (E) To deface, injure, tamper with open or break, destroy or impair the usefulness of any parking meter. (F) To deposit or cause to be deposited in any parking meter any slugs, devices or metal substances, or any other substitute for layvful money. 8. Restricted parking areas. All bus zones, taxicab stands loading zones, non-metered reserved or restricted parking zones, or no parkingg zone, located within the area of any parking meter zone designated in . Subsection 1 of this lfi�ction shall .continue in effect until repealed by ordinance." Section 3.
