AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND THE CITY CLERK OF THE CITY TO EXECUTE A WRITTEN AGREE-
MENT WITH PENETRYN SYSTEM, INC. RELATING TO THE ELIMINATION OF
GROUND WATER AND ROOT INTRUSION THROUGH SEWER JOINTS BY THE
PLASTIC INJECTION METHOD IN THE EAST SIDE MAIN SEWER.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. The Mayor and the Clerk of the City are hereby
authorized to execute a written agreement with Penetryn System,
Inc. , relating to the elimination of ground water and root
intrusion through sewer joints by the plastic injection method
in the East Side Main Sewer.
SECTION 2. Said agreement shall read in words and figures

SECTION 3. This ordinance shall take effect and be in
force from and after its passage and approval.

SCOPE OF WORK
T� Z�a work covered by this proposal consists of furnishing all
chemicals, equipment, supervision and labor, and performing all work
necessary to eliminate ground water infiltration and root intrusion,
through sewer joints, by use of the Plastic Injection Method in clean
and open sanitary sewers.
GENERAL
A. The term "clean" as used in these specifications shall mean the
removal of all sand, rocks, grease and all other solid or semi-
solid material found in the designated sewer lines.
B. Sealing of the joints slall be by the PATENTED "Plastic Injection
Method" as used by The Penetryn System, Inc. , utilizing a chemical
stabilization material in two parts, applied from the interior of
the sewer pipe through a closed hydraulic system.
C. The phrase "elimination of ground water infiltration" as used in
these specifications shall mean the complete elimination of soil.

as best as can be determined from the television monitor. A sewer
line joint shall be the junction of two adjacent lengths of sewer
pipe.
D. Each joint viewed on the television monitor shall be tested and/or
sealed. Joints showing root intrusion shall be treated as de-
scribed in section "ROOT TRBATMENT11 of this proposal.

METHOD OF JOINT REPAIR
A. The method of repair shall not damage, break, move or cause line
settlement, assuming the line is structurally sound. Jetting or
driving exterior pipes or similar procedures that could cause
undermining of the line will not be allowed. Uncovering of the
sewer line, removal of areas of paving or other materials at the
existing grade level above the sewer line will not be allowed.
B. The method of repair shall be such that the original cross-
sectional area and shape of the interior of the sewer pipe shall
not be permanently reduced or changed. Sealing materials that
set to a hard rigid product that might intrude into the sewer
line will not be acceptable.
C. The elimination of infiltration shall be by an internal chemical
sealing method, the PATENTED "Plastic Injection Method", as per-
formed by The Penetryn System, Inc. Generally, this shall be
accomplished by forcing sealing materials into and through the
infiltrated point from within the sewer pipe, following isolation
of the individual point of leakage. The equipment shall be a
gasket, packer re-jointer or other suitable device which can be
positioned to completely isolate each joint where infiltration
is occurring. This device shall be an open-ended cylindrical
casing of a size less than the pipe that is being repaired, with
tow cables connected to either end to pull it through the line.
An air impervious, inflatable sleeve shall be. mounted on the
casing exterior with the ends of the sleeve sealed to the ends of
the casing. A conduit shall pass through the open end of the
casing and shall be adapted to supply a polymerizing material,
under pressure, to the space at the casing and the sleeve. The sleeve
shall be constructed in such a manner that it can be pneumatically
expanded from the center to both ends. Expansion shall be regulated
by precise pressure gauges and controls. No device which is ex-
panded hydraulically or mechanically and which could cause damage
to the pipe will be allowed. The pneumatically expanded sleeve
shall seat against the inside periphery of the pipe in such a way
as to form a void area, completely isolated from the remainder of
the line. Into this isolated area, through hose lines leading from
above ground, the chemical sealants shall be pumped with instant
reading metered flow controlled proportioning pumps, and with
pressures in excess of ground water pressures. The pumping and
metering device shall be such that proportions and quantities of

the materials being injected can be instantly regulated in
accordance with the type of leak being sealed. Pressures,
proportions and quantities of the injection shall be determined
according to the size and location of the leak, percentage of
voids being filled, type of soil encountered and the rate of flow
of the solution in relation to the back pressures .
D. Sealing materials shall be Q-Seal as furnished by Community Utility
Equipment & Supplies, Inc. of Orlando, Florida, a chemical sealant
of two parts that mix within the sealing packer device. The
material shall be a true solution containing the principal chemical
sealant constituent and a two-part catalyst system .recommended by
the manufacturer. The principal chemical sealant constituent and
the catalyst system shall be of the same manufacture, specifically
recommended by the manufacturer for the purpose of sealing leaks
in sanitary sewer lines and stabilization of earth masses. The
chemical sealant used shall have a documented service of satis-
factory performance. in similar usage. The chemical sealant, in
its gel form, after final reaction, shall be a translucent stiff
gel (shall not be rigid or brittle) that is impermeable. The
chemical solution shall have the ability to tolerate dilution and
react in moving water. The viscosity of the solution, at a 10%
aqueous solution and a temperature of 68 degrees F. , shall not be
more than 3.0 centipoises (water equals 1 centipoise) . The
chemical sealant shall be the result of bringing together two
separate solutions, one of which contains the principal chemical
sealant constituent and the activator part of the two9part
catalyst system. The other solution shall contain the initiator
part of the two-part catalyst system. The final reaction shall
produce a continuous cross-linRing and irreversible gel at a
chemical sealant concentration (the principal chemical sealant
constituent) as low as 0.4 pounds per gallon of water and at
concentrations of up to three pounds per gallon of water. The
completed gel shall have a negligible corrosion rate on mild
steel plates. When placed, the chemical sealant shall contain
approximately 10% of the principal chemical sealant constituent,
and appropriate percentages of each of the two-part catalyst
system. Mixing and handling of the chemical sealant, and the
constituents forming it, which may be toxic under certain con-
ditions of contact and inhalation, shall be in accordance with
the recommendations of the manufacturer.

E. Upon the completion of the injection, the camera shall be moved
to such a position as to observe the results of the injection.
ROOT TREATMENT
As necessary and when directed by the Engineer-Inspector, the
following procedures shall be used for deterring root growth.
► In general, the equipment and procedures for root treatment
shall be the same as those described in Section "METHOD OF
JOINT REPAIR", except that the treatment and seal shall be
accomplished in accordance with the following two stage process:
A. Into the isolated area formed by the packer a specially
prepared combination of chemicals based on THS/RK (as
supplied by Community Utility Equipment & Supplies, Inc. of
Orlando, Florida) shall be pumped with pressures sufficient
to overcome the hydrostatic head or 15 lbs. psi, whichever
is greater. The chemicals shall have the capabilities of
burning off and cauterizing the roots being treated. Pump-
ing shall continue until the area being treated is filled
or not more than one (1) minute. After pumping of the root
deterrent chemicals the soil and roots being treated shall
have a thirty (30) secibd "soak time" before starting the second
stage of the operation.
B. After root chemicals have had time to soak, the packer shall
be inflated so as to isolate the same area. Into the isolated
area sealing materials described in Section "METHOD OF JOINT
REPAIR", mixed with the special root deterrent agent THS/RK
shall be pumped, thus forming a root deterrent seal around
the joint. After seal is completed the process described in
"METHOD OF JOINT REPAIR" shall be followed.
RECORDS
The Penetryn System, Inc. shall furnish records in type-
written book form showing all areas of joint repair and root treat-
ment.

existing crushed or down pipe. Any necessary excavating or digging
shall be performed by the Owner at no cost to The Penetryn System,
Inc.
AUXILIARY SERVICES
The Owner shall furnish without cost to The Penetryn System, Inc.
the following items:
1. Access to site of work with necessary space for plant set-up
including Public Relations with property owners for all rear
easement work.
2. Any necessary local permits.
3. A reliable source of City water for chemical use at the job
site.
4. Responsible representative of the Owner who will observe all
sealing and treating procedures.
METHOD OF PAYMENT
For Mobilization of personnel, equipment, and materials to
Jefferson City, Missouri, the sum of $150.00.
For sealing all joints and root treatment, including chemicals ,
the sum of $4,06 per linear foot for 3,llltlinear feet of 8" -earn-ta?

NOTE: Additions or deletions to described areas by short form
contract.
NOTE: Any taxes applicable will be in addition to quoted price.
NOTE: Should production be halted due to an unclean manhole

Section All -- the Owner shall pay The Penetryn System,
Inc. for all loss time at the rate of $42. 50 per hour.
NOTE: The Penetryn System, Inc. will commence work on this
project within thirty (30) calendar days after receiving
the signed proposal,and complete all designated work
with ninety (90) work days.
INSURANCE
The insurance coverage on this work will be as follows:
Workmen's Compensation Statutory
Public Liability-Bodily Injury 500,000/1,000,000
Public Liability-Property Damage 250 ,000/500 ,000
TERMS: Payment shall be due and payable upon receipt of each
invoice.
