Mayor Buelterman called the special city council meeting to order at 3:30PM, November 19, 2015. Those present were Paul Wolff, Monty Parks,
Wanda Doyle, Barry Brown and Bill Garbett. Also attending were Diane Schleicher, City Manager; Bubba Hughes, City Attorney; Tommy Branch, Callaway, Braun, Riddle and Hughes, PC; Angela
Hudson, Finance Director; and Janet LeViner, Clerk of Council.
Consideration of Bids, Contracts, Agreements and Expenditures
Leads Online, Electronic Reporting and Criminal Investigation
System. Wanda Doyle made a motion to approve. Monty Parks seconded. Vote was unanimous, 5-0
Request the City Council to amend the fiscal year 2016 SPLOST 2014 Capital Project Fund.
Wanda Doyle made a motion to approve. Barry Brown seconded. Vote was unanimous, 5-0.
Appointment of Successor for Vacant City Council Seat
Paul Wolff made a motion to accept the
eleven (11) applicants who submitted their intent and to have a vote by ballot. Monty Parks seconded. Vote was unanimous, 5-0.

Jan LeViner, Clerk, distributed the ballot to mayor and council and after
filling out their ballot, they were collected. Ms. LeViner then read the results. Voting for John Major were Paul Wolff, Monty Parks and Bill Garbett. Voting for John Branigin were
Wanda Doyle and Barry Brown. No other candidates received votes. Mayor Buelterman congratulated Mr. Major.
Mr. Hughes asked Jan LeViner, Clerk, administered the Oath of Office to Mr. Major.
Paul Wolff made a motion to adjourn. Monty Parks seconded. Vote was unanimous, 5-0.
