MINUTES OF THE BOARD OF ASSESSORS
Date: September 13, 2023.—Regular Session
Time: 4:30pm

In Person Participants: Chair Susan Barker, Vice Chair Marjorie McGinnis, Clerk Howard
Hayes, Deputy Assessor James Gallagher, Senior Department Assistant Sara

Call to Order: Ms. Barker called the meeting to order at 4:39 pm.
Declaration of a Quorum: A quorum was present. All members were participating in person.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: As a courtesy only, access to the meeting is also being provided via remote means in
accordance with applicable law. Please note that while an option for remote attendance and/or
participation is being provided as a courtesy to the public, the meeting/hearing will not be
suspended or terminated if technological problems interrupt the virtual broadcast or affect remote
attendance or participation, unless otherwise required by law.
Recording Statement: Mr. Gallagher read the following recording statement: As required by
law we are informing you that the Town will be video and audio taping as well as broadcasting
this public meeting. In addition, if anyone else intends to either video or audio tape this meeting
they are required to inform the chair.
Report of the Deputy Assessor: Mr. Gallagher reported that the Classification Hearing was held
on September 11, 2023 and the Select Board approved a single tax rate with no shifts or
discounts. The Select Board also voted to put the Community Preservation Act Exemption on the
upcoming Town Meeting Warrant. We submitted the Tax Rate Recap to the Department of
Revenue on September 12, 2023 and have since been granted approval for our tax rate of
$6.81/$1,000.
Review and approve Regular Session Meeting Minutes: August 16, 2023 & August 23,
2023: Mr. Hayes made the motion to accept the Regular Meeting Minutes for August 16, 2023 &
August 23, 2023. Ms. McGinnis seconds the motion, motion approved unanimously.
Review FY2024 Department of Revenue Tax Rate Forms: Mr. Gallagher presented and
reviewed the LA -4 (values), LA -4 (Statistics), LA -13 (growth), LA -13 (statistics), Levy Limit
and Tax Rate Recap. No actions need to be taken.

Senior Work -Off Applications- MGL Chap 59 Section 5K: Mr. Gallagher reviewed the list
and recommended approval of 11 Seniors who completed work hours to receive a $1,000
abatement, and 4 Seniors who completed hours to receive a $500 abatement.
Veteran Work -Off Applications- MGL Chap 59 Section 5N: Mr. Gallagher reviewed the list
and recommended approval of 1 Veteran who completed work hours to receive a $1,000
abatement.
Ms. Barker made a motion to approve the Senior Work -Off abatements and Veteran Work -Off
abatement. Ms. McGinnis seconded the motion; motion approved unanimously.
Classified Land Applications (Chapters 61, 61A & 6113):
- Kevin & Judith Casey- 205 Cranview Road (61A, cranberries)
- Christian Davenport- 420 Cranview Road (61A, cranberries)
- Russell Jenkins- 163 Serenity Lane (61A, nursery)
- John Latham- 41 Cathedral Road (61A, cranberries)
- Shady Knoll Campground- 1709 Main Street (61B recreation)
Mr. Gallagher reviewed the four repeat 61 A applicants and one 61 B repeat applicant and
recommended approval. Mr. Hayes made a motion to approve the applications. Ms. McGinnis
seconded the motion; motion approved unanimously.
Matters Not Reasonably Anticipated by the Chair: none.
Next Meeting: The next Board of Assessors meeting will be October 4, 2023 & October 25,
2023.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:59pm Ms. Barker moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. McGinnis seconded the motion. Roll call vote: Roll Call vote:
Hayes- aye; Barker- aye; McGinnis- aye; motion approved unanimously.
