J �}INTRODUCED BY COUNCILMAN ORDINANCE NO._ �I SAN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CALLING A SPECIAL j ELECTION ON TUESDAY, MAY 13, 1969, IN THE CITY TO SUBMIT TO THE 1QUALIFIED VOTERS THEREOF THE QUESTION "SHALL A COMMISSION BE CHOSEN! TO FRAME A CHARTER?" j( WHEREAS, pursuant to Section 19 of Article 6 of the Missouri !};Constitution of 1945, the question "Shall a Commission be chosen to` !frame a Charter?" must be submitted to the voters of any city ,having more than 10,000 inhabitants at a Special Election to be held not less than sixty (60) nor more than ninety (90) days after �a petition, signed by at least twenty (20%) per cent of the total i number of electors voting at the last preceding General City Election, is filed with the Clerk of said City, requesting the submision of said question at a Special Election; and WHEREAS, the City of Jefferson, Missouri, has more than 10,000 inhabitants; and WHEREAS , on February 17, 1969, a petition, signed by more than +twenty (20%) per cent of the total number of erectors voting at the! ! �11ast preceding General City Election on April 2, 1965, and request- u, il�ng the submission of the question "Shall a Commission be chosen to !frame a Charter?" to the qualified voters in said City at a special) l !!City Election, was filed with the Clerk of the City of Jefferson, I' IfMissouri; NOW THEREFORE {'BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, iMTSSOURI, AS FOLLOWS: Section 1. A Special City Election is called and shall be ,,held in the City of Jefferson, Missouri, on Tuesday, May 13, 1969, +jfor the purpose of submitting the following question to the ! i I�qualified voters of the City: "Shall a Commission be chosen to I frame a Charter for the City of i I Jefferson, Missouri?" Section 2. The question, and the names or the group of names t Eiof the Electors of the City of Jefferson, Missouri, who are candi- dates for the Commission, shall be printed on the same ballot without party designation. Candidates for the Commission shall be !y 4 ' f i 1i I� i' I I I 1nominated by petition signed by not less than two (2%) per cent of I �I ;the qualified voters voting at the next preceding City Election, 'which is hereby declared to be the General City Election of April, 119682 and filed with the City Clerk at least thirty (30) 1.;,ys prior to the election; provided that the signatures of one thousand I I ;(1,000) electors shall be sufficient to nominate a candidate. If Ii {`majority of the electors voting on the question vote in the I (affirmative, the thirteen (13) candidates receiving the highest Inumber of votes shall constitute the Commission. I Section 3. The said election shall be held in all wards and I 1precincts in the city, at the polling places selected by the City Council and published as provided for in Section 10.080 and 10.090 o Ordinance No. 7593 of the City, as amended. Polls of said election shall be open at the hour of six A.M. and continue open iluntil the hour of seven P.M. on said date. Said election shall. be Ilheld and conducted and the results thereof shall be certified, !;canvassed, and declared in all respects in conformity with the IConstitution and Laws of the State of Missouri governing elections j An said City of Jefferson, and in accordance with the ordinances (iof the said City. f I�( Section 4. That the City Clerk be and she is hereby authoriz- ;�ed and directed to give notice of said election, by publication in the Jefferson City Post-Tribune, a daily newspaper printed and published in the City of Jefferson and of general circulation �1therein. Said notice shall be published in said newspaper once a I (week for four consecutive weeks, and on the same day in each week. (The first publication of said notice shall be made at least twenty- one y 1 one (21) days before the date of said election and the last publication shall be made within ten (10) days of the date of said �lelection. The notice to be published shall be substantially in the! Ijfollowing form, to-wit; ;I !I I - 2 I I ,1 li I I I I I n NOTICE OF SPECIAL CITY ELECTION ' ` CITY OF JEFFERSON, MISSOURI Notice is hereby given that at a Special Municipal Election to be �Iheld in the City of Jefferson, Missouri, on Tuesday, May 13, 1969, 43: `jthere will be submitted to the qualified voters of the City the following question: Shall a Commission be chosen to ' . frame a Charter for the City of Jefferson, Missouri?" ar' I� and concurrently with the question to elect thirteen (13) Commissioners to frame said Charter, if said Question is approved. �iThe election will be held at the voting places in each precinct of ' each ward of the city to be selected by the city council and published in the manner provided by ordinance. ; The polls at said election shall be open at the hour of six o'clock (1A.M. and will continue open until the hour of seven o'clock P.M. or said date. There shall appear on the same ballot the names of the candidates Ifor the Commission, who shall be listed In the order in which �1petitions for their nominations are filed and without party I designation, and shall be in the following form: "Candidates for a Commission to frame a Charter_ .'' (Names of candidates with a square opposite each name.) Vote for thirteen (13) . Place a cross in the square opposite those you desire to vote for." } f' Section 6.
