The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting April 22, 2021, was held
April 8, 2021, at approximately 6:00 p.m. remotely, via telephone call -
in.
The following were noted present: ROLL, CALL
Councilmember Vincent Bellino

Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director,
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE
The 2021 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF
Star Ledger and posted on the bulletin board and the doors of the MEETING NOTICE
Memorial Municipal Building on January 6, 2021. Notice was
published in The Home News Tribune and The Star Ledger on January
11, 2021. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL
affirmative vote of the full membership present, the minutes of March OF MINUTES
25, 2021 were approved as transcribed and engrossed by the Clerk.
ORDINANCE #21 -5 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing, upon MMS &C, by Councilmembers Krum and Naples.
Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

"AN ORDINANCE AMENDING AND SUPPLEMENTING
CHAPTER 254, ENTITLED `VEHICLES AND TRAFFIC' OF THE
CODE OF THE BOROUGH OF CARTERET"
Mayor Reiman said this is the intersection of Washington and Cooke
Avenues. He said the county is requiring a 3 way stop; this is part of
the new Arts District.
ORDINANCE #21 -6 ORDINANCE #21 -6 was introduced and adopted on First Reading
ACQUISITION and the Clerk authorized and directed to advertise same for Public
ORDINANCE Hearing, upon MMS &C, by Councilmembers Krum and Bellino.
Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.
ORDINANCE #21 -6
"BOND ORDINANCE PROVIDING FOR THE ACQUISITION
OF PROPERTY IN AND BY THE BOROUGH OF CARTERET,
IN THE COUNTY OF MIDDLESEX, NEW JERSEY,
APPROPRIATING $14,000,000 THEREFORE AND
AUTHORIZING THE ISSUANCE OF $13,000,000
BONDS OR NOTES OF THE BOROUGH TO
FINANCE PART OF THE COST THEREOF"
Mayor Reiman said this is acquisition of the waterfront parcel owned
by DuPont. He said DuPont is donating ten (10) acres and the
Borough is buying the balance. He said money was coming from
County Open Space, Green Acres Trust and explained.
The Municipal Clerk stated that Ordinance #21 -3 was introduced and
adopted on First Reading on March 4, 2021. It was duly published in
the Home News Tribune on March 29, 2021, with notice that it will be
considered for final passage after Public Hearing to be held on April 8,
2021 at approximately 6:00 p.m. The Ordinance was posted on the
bulletin board and copies were made available to the general public
and according to law, she read the Ordinance by title.

Upon MMS &C, by Councilmember Krum and Diaz and unanimous PUBLIC HEARING
affirmative vote of the full membership present, Mayor Reiman
declared the Public Hearing to be open.
There being no comments or objections to the Ordinance, Mayor HEARING CLOSED
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Krum and Bellino and unanimous affirmative vote of
the full membership present.

was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.

AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Diaz and Bellino and
& NEW BUSINESS unanimous affirmative vote of the full membership present, the
meeting was opened for public input on all Resolutions /Agenda items
and new business.
There being no comments or objections to the Resolutions /Agenda
PUBLIC PORTION items or new business, upon MMS &C, by Councilmembers Diaz and
CLOSED Bellino and unanimous affirmative vote of the full membership
present, the meeting was closed.

affirmative.

Upon MMS &C, by Councilmembers Diaz and Krum, and affirmative
vote of the full membership present, all reports were ordered to be
received and placed on file.
There being no further comments or discussion, upon MMS &C, by ADJOURNED
Councilmembers Krum and Diaz and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 6:05 p.m.
