CITY OF RICHLAND HILLS ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RICHLAND HILLS, TEXAS
CREATING A SPECIAL EVENTS COMMITTEE; ESTABLISHING
PROVISIONS RELATING TO THE POWERS, COMPOSITION,
APPOINTMENTS AND TERMS OF OFFICE OF MEMBERS OF SUCH
BOARD; ESTABLISHING GOVERNING PROCEDURES FOR SUCH
BOARD; PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR PUBLICATION AS REQUIRED BY LAW; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Richland Hills is a home rule city acting under its charter adopted
by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the
Local Government Code; and
WHEREAS, the City Council wishes to create a standing Special Events Committee to assist
the City Council with planning, budgeting for, and fund-raising for City-sponsored special events;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
SECTION 1.
CREATION OF SPECIAL EVENTS COMMITTEE
Article V of Chapter 10 ofthe Richland Hills City Code is hereby added, which Article shall
be entitled "Special Events Committee," and shall provide as follows:
Sec. 10-151. Creation, qualifications, composition and appointment of
members.
There is hereby created a Special Events Committee. The Special Events
Committee shall be composed of numbered places 1 through 6 plus two alternate
members. Each member ofthe City Council shall be entitled to nominate one person
to serve on the Special Events Committee in the numbered place corresponding to
the numbered place on the city council held by such member. The mayor shall also
be entitled to nominate a person to serve on the Special Events Committee in place
6. Any member ofthe City Council may nominate a person to an alternate position.
All nominations shall be subject to approval by a majority vote of the City Council.
The terms of places 1 through 6 shall coincide with the term of the council member
holding such numbered place, and, with regard to place 6, with mayor's term of
office. The term of each of the alternate positions shall be two years from the date
of appointment
Sec. 10-152. Vacancies and Expired Terms.
Any vacancy occurring in the membership of the Special Events Committee
shall be filled for the remainder of the unexpired term in the same manner as
provided in this Article for appointment of members for full terms.
Sec. 10-153. Officers.
The members of the Special Events Committee shall elect from the regular
members, excluding alternates, a chair and avice-chair, by a majority vote, which
officers shall serve until such member resigns from the Special Events Committee
or is removed as an officer by the members of Special Events Committee by majority
vote.
Sec. 10-154. Meetings, Rules of Procedure, Quorum, and Voting.
The Special Events Committee shall hold its first meeting after a majority of
members have been appointed, and at such times thereafter as determined by the
members ofthe Special Events Committee. The Special Events Committee shall, in
all matters of procedure, be governed by Robert's Rules of Order, Newly Revised,
and may adopt such additional or substitute rules of procedure as it may deem
necessary. Four members, regular or alternate, shall constitute a quorum for the
transaction of business. All regular members shall be entitled to vote. If all regular
members are present, any alternate member present may participate in discussions
and deliberations, but shall not vote. In the event that one regular member is absent,
the most senior alternate member present shall be entitled to vote. In the event that
two or more regular members are absent, any alternate member present shall be
entitled to vote.
Sec. 10-155. Minutes and Attendance Reports.
The vice-chair shall be responsible for keeping minutes and after approval
of such minutes by the Special Events Committee, shall deliver them to the City
Secretary.
Sec. 10-156. Removal of members.
The city council may remove for any member or members of the Special
Events Committee by majority vote, with or without cause, and shall thereupon
proceed to fill the vacancy thereby created in the manner provided in this Article.

Sec. 10-157. Powers, Duties and Budgeting and Expense Authority.
The powers and duties of the Special Events Committee shall be to assist the
City Council with planning, budgeting for, and fund-raising for City-sponsored
special events. The Special Events Committee shall be an advisory board, and shall
not have the authority to expend any funds without City Council approval.

SECTION 2.
PROVISIONS CUMULATIVE
This ordinance shall be cumulative of all provisions of ordinances and of the Code of
Ordinances of the City of Richland Hills, Texas, as amended, except where the provisions of this
ordinance are indirect conflict with the provisions of such ordinances and such Code, in which event
the conflicting provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
PROVISIONS SEVERABLE
It is hereby declared to be the intention of the City Council that the phrases, clauses,
sentences, paragraphs and sections of this ordinance are severable, and if any phrase, clause
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since
the same would have been enacted by the City Council without the incorporation in this ordinance
of any such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
EFFECTIVE DATE
This ordinance shall be in full force and effect from and after its passage and publication as
required by law and it is so ordained.
