AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REGULATING THE
OPERATION OF THE MUNICIPAL PARKING GARAGE, AND PROVIDING PENALTIES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS :
Section 1. Name. The off street motor vehicle parking
garage of the city, located at the southeast corner of the inter-
section of Madison Street and Capitol Avenue, is hereby named the
Municipal Parking Garage.
Section 2. Control. All matters relating to the operation
and regulation of the Municipal Parking Garage shall be vested
primarily in the Mayor.
Section 3. Reserved Parking, Charge. Sixty-five (65) of
the parking spaces in the Muncipal Parking Garage may be reserved
for private parking purposes on a monthly basis, beginning on the
1st day of each month and continuing until the last day of each
month. All reserved parking spaces shall be subject to cancella-
tion upon thirty (30) days written notice to the person to whom
( reserved parking privileges have been granted. Applications for
reserved parking space in the garage shall be filed with the
Parking Garage Attendant Supervisor and numbered numerically in �
the order filed. Upon the occurrence of a vacancy in the reserved
parking spaces, the lowest numbered applicant for reserved parking
space shall be permitted to reserve and rent the available parking
space in the garage.
Each tenant- of a reserved parking space shall
pay eighteen ($18.00) dollars per month, and payable quarterly in
advance on the first day of January, April, July and October,
commencing January 1, 1970, to the City Collector, and thereupon
be entitled to a "Parkard" authorizing the holder to use a reserve
parking space within the garage for the quarter in which payment
is made.
Upon the failure of a tenant to pay the
reserved parking fee on or before the date due, the tenant shall
surrender the"Parkard" to the Parking Garage Supervisor and dis-
continue parking any motor vehicle in that portion of the garage
where reserved parking spaces are established.
Section 4. Non-reserved Parking, Charges. Each person
parking a motor vehicle in the non-reserved parking spaces within
the garage shall pay the sum of fifteen (. 15) cents for each hour,
or any fraction thereof, during which the motor vehicle is parked.
Section 5. Operating personnel; Supervisor, Appointment,
Tenure and Discharge, Vacancy. The operating personnel of the
garage shall consist of five (5) full time attendants and two (2)
part time attendants. One of the full time attendants shall be
designated as the Municipal Parking Garage Attendant Supervisor,
and one as the Assistant Supervisor.
The Mayor shall recommend all appointments,
subject to the approval of a majority of the members of the
Council.. The Mayor shall designate one of the full time attendants
appointed as the Municipal Parking Garage Attendant Supervisor,
and one as Assistant Supervisor.
The attendants shall be appointed for an
indefinite term and may be discharged by the Mayor.
If the position of any full time or part time
attendant is unfilled at any time, the Mayor, subject to the
approval of a majority of the elected members of the Council, shall
appoint some suitable person.
Section 6. Attendants, hours of duty. Each full time
attendant shall work an eight (8) hour shift five (5) days each ,
week at the garage. The two part time attendants shall work on a
shift basis to be determined by the Attendant Supervisor on that
day of each week during which the full time attendants are not on
duty.

Section 7. Attendants, Supervisor, duties.
(A) The attendants shall perform the following
duties:
(1) Insure the issuance of a time stamped
parking ticket showing the date and time of entry to the operators
of motor vehicles entering the garage.
(2) Shall time stamp the parking ticket,
showing the date, time of exit and amount due for the parking of
said vehicle, issued to the operators of motor vehicles leaving
the garage.
(3) Collect the amount due from the operators
of motor vehicles leaving the garage; provided, however, that the
provisions of Sub-paragraphs 1, 2 and 3 of Paragraph (A) of this
section shall not apply to the holders of currently valid
"Parkards" .
(4) Use such time as is available to maintain
the garage in a clean and presentable condition.
(5) Report any breakdown in the equipment
within the garage, any dangerous condition on the premises , or any
unusual occurrences to the Supervisor.
(6) Report all accidents occuring on the
premises immediately to the Police Department for full investigate n.
(7) Direct and control the movement of motor
vehicle traffic into, within and out of the garage as necessary,
(8) Execute in full the eight hour shift
reports daily showing the number of tickets issued, the number of
tickets collected, the number of parking stamps collected, and
the total shift parking receipts.
(9) Deposit the total receipts of each eight
hour shift together with all parking tickets and parking stamps
collected during the shift, with a bank deposit slip in the amount
of the total receipts shown on the shift report in the after hour
depository of the city depository.
(10) Perform such other duties as may be
ordered by the Mayor.

(B) The Attendant Supervisor, in addition to the
duties mentioned in Paragraph (A) above, shall:
(1) Check the garage thoroughly each day for
cleanliness and safety of operation.
(2) Insure that an attendant is on duty at
the garage during every eight hour shift of each day.
(3) Maintain to the extent of his ability the
parking ticket dispenser, the time clock mechanism and the gate
apparatus in good working condition.
(4+) Insure a 24-hour supply of time parking
tickets in the ticket dispenser.
(5) Report to the Mayor all unusual incidents
or occurrences experienced in the operation of the garage.'
Section 8. City Collector, duties . The City Collector
shall perform the following duties with respect to the garage:
(1) Issue "Parkards" to such persons as have
been authorized by the Garage Supervisor to rent a reserved park-
ing space within the garage on a monthly basis, upon payment, in

advance, of the reserved parking monthly rental fee.
(2) Send written statement each quarter to
the current holders of "Parkards" requesting payment of the rental
fee for the next quarter that said rental fee is due and unpaid.
(3) Audit each business day all receipts from
the shifts of the preceding day or days .
(4) Report any discrepancy in his daily audit
to the Mayor.
Section 9. Municipal Parking Garage Fund. All revenues
collected from the operation of the Municipal Parking Garage shall
be placed in the General Revenue Fund to the account of the
Municipal Parking Garage Fund. All expenses incidental to the
operation of the garage shall be paid, to the extent possible,
frow the monies within the General Revenue Fund to the credit of
the Municipal Parking Garage Fund.

Section 10. Careless and Reckless Driving within
Municipal Parking Garage. It is hereby declared to be unlawful
for any person to operate a motor vehicle within the premises of
the Municipal Parking Garage in a careless and reckless manner.
Careless and reckless manner is defined as such a manner as to
indicate a willful disregard for the safety of persons or property
within the Municipal Parking Garage.
Section 11. Improper Parking; Removal of Vehicle. It is
hereby declared to be unlawful for the operator of a motor vehicle
to park the same within the Municipal Parking Garage in such manner
as to obstruct or interfere with the movement and operation of
other motor vehicles in the garage, and any motor vehicle parked
in such manner as described above shall be towed away from the
garage at the expense of the owner thereof.
Section 12. Damage to or Destruction of ,garage. It is
hereby declared unlawful for any person to damage in any manner
whatsoever any portion or part of the Municipal Parking Garage or
any of the facilities, equipment or apparatus of any kind or
description located therein.
Section 13. Failure to Pay Parking, Fees . It is hereby
declared unlawful for any person to operate any motor vehicle
from the Municipal Parking Garage without first paying the
attendant on duty the amount due the City for the period of time
the motor vehicle was parked within the garage; provided that this
section shall not apply to holders of currently valid "Parkards" .
Section 14. Attendants , conservators of the peace, oath,
powers. Each attendant of the garage shall be a conservator of
the peace while on duty within the garage and shall have the same
power as a policeman of the City within the garage and may arrest
any person observed in violation of any provision of this
ordinance, or any other ordinance of the City,

Upon making an arrest of any person .within the
garage, as provided above, the attendant shall immediately contact
the Police Department and place the person arrested in the custody
of a city policeman.
Each attendant, before entering upon the dis-
charge of his duties, shall take the same oath as is administered
to policemen of the City by the Police Judge, before the Police
Judge, or his qualified and appointed substitute.
Section 15. Penalty Clause. Anyone violating any of the
terms of this ordinance shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be punished by a fine of not
less than one ($1.00) dollar, nor more than one hundred ($100.00)
dollars .
Section 16. Effective Date. This ordinance shall take
effect and be in force from and after its passage and approval.
