Savannah Beach, Tybee Island,
February 6th, 1939.
The regular meeting of Council was held to -night at 8:00 p.m.
in the Council chamber, and was attended by Mayor McMillan,
who presided and Councilmen Tant, Mayer, Kreitzer, Farrell,
Haar, Town Attorney Dutton and Donald G.Nichols.
The minutes of themeetings of January 4th and 6th were read
and,approved/
lr. lirichols stated that in connection with the recent damage
to the concrete bulk -head betwen 17th and 18th streets, it
was slight, and was caused by anunu:cud:i :disturbance of the
surf due to high spring tides, which due to the lowness of
the Htemporary bulk -head in front and also that the concrete
bulk -head in this section did not have a cap on it, permitted
ttie ,waves to go over the temporary bulk -head hit against the
concrete, 'which in its partly finished construction, gave way -
he stated that tie. piling that failed could not be lost but
will be used as dead mean - also he is having additional temporary
groynes extended - and that the project will be completed 100%
and the bulk -heads will stand when finished. T"r. Nichols
stated that when the Town acquires the hammock west of 6th
Avenue that he will start another project of moving the camp
buildings to the hammock, put a rcad.across the marsh at 6th
street, pay pipe „ ect., and for this the towns out1 y would
not exceed :2000.00 - as to the incenerator he was not sure
about that as yet - as to street paving, that depends on the
town in local promotion. 'rr. Nichols was thanked for his in-
terest and was then excused. Councilman Haar suggested that
property owners living on 16th and 17th streets be requested
to have this work done.
Council Kreitzer moved that the financial report for_ January,
1939 be accepted subject to the approval of Council, Councilman
Mayer seconded and the motion passed.
In the matter of enforcing the ordinance relative to dogs, the
layor informed Council that nothing could be done until adog
pound is built.
Councilman Haar moved that the 20% discount on 1938 taxes be
allowed to Andrew A Smith provided that same is paid at once,
Councilman Farrell seconded andthe motion passed.
Councilman Kreitzer requested information as whether the three
buildingaauthoriz cby Council to be sold had been disposed of -
the Mayor informs at they had not.
Councilman Kreitzer asked is plans for the Town Hall h d been
changed, he stated that he understood the bipes were to laced
overhead and they should be underneath the building, he wwas
informed that the pipes would be °laced under the building,he
stated that the building inspector should inspect the progress
of the work.
Mr. Duttonrrequested advice s to the sudt of ',Otto Schultz
which Mr. Schultz recentlyrin the City Court, Councilman Haar
moved that the case be appealed and that whatever costs of
court are required that they be paid, Councilman Mayer seconded,
and the motion passed.

Councilman Haar moved that 310;00 be donated to the Tybee Parent
Teachers Assn towErd paying for an ice box for keeping milk and
perishatles for use of the school children, Councilman Farrell
seconded, the motion passed, voting "Yes "; Farrell, Tant, Haar:
voting "No "; Kreitzer, Mayer.
A petition was read from Mitchell R.Young requesting that a
license be charged to contractors for doing business on the
island. The matter was referred to the License Committee.
Town Attorney Dutton informed Council that he had prepared
tUe deeds for the sites for the C.G.Station. It was the opin-
ion of Council that thanks be extended to Mr. H.D.Pollard and
Mr. T.M.Cunningham for their assistance and co- operation.
Councilman Haar moved that the follwing Ordinance be adopted
Councilman Farrell seconded and the motion passed, voting "Yes"
Farrell, Tant, Haar: voting "Ndw, Mayer, Kreitzer;
ORDINANCE.
AN ORDINANCE TO BE ENTITLED "AN ORDINANCE REQUIRING ALL
PROPERTY OWNERS OF THE TOWN OF SAVANNAH REACH, TYBEE ISLAND,
GEORGIA, TO NUMBER ALL HOUSES ON SAID ISLAND AND FIXING A PE -`r
ALTY FOR THE VIOLATION OF SAID ORDINANCE, AND FOR OTHER PUR-
POSES".
SECTION 1 : B e it ordained by the Mayor and Councilmen
_lniCouncil assembled and it hereby ordained by the authority.
aforesaid that from and after date of passage of this Ordinance
all buildings whether occupied as dwellings or otherwise shall
be numbered with uniforhnumbers furnished by the Clerk of
Council of the Town of Savannah Beach, Tybee Island at the actual
cost to the Town after being given thirty f30) days notice
by the Clerk of Council as to the designated number of said
house and /or houses.
SECTION 2 : All numbers shall be placed on the outside
of saidbuildimgand /or buildings in a conspicious place with
open view to the public.
SECTION 3 : Any person, firm or corporation violating
the provisions of this ordinance shall uopn conviction before
the Recorder's Court of said Town be subject to be fined in the
sum of not more than One Hundred Dollars (100.00) or be imprisoned
not more than Thirty (30) Days, either or both in the discret-
ion of the Court.
SECTION 4 : All ordinances or parts of ordinances con -
flicting with the provisions of this ordinance are hereby repealed..
The matter of Savannah Beach participating in the approaching
was discussed but it was decided to recess this meeting until
8:00 p.m., Tuesday, February 7th, at which time it will more
thoroughly gbneiaint;:

The recessed meeting of February 6th, was continted to -night
at 8:00 p.m., in the Council Chamber, and was attended by

Mayor McMillan, who presided, and Councilmen Farrell, Mayer,
Kreitzer, Haar and Yr. 11.R.Young.
Ltention -
Yr. Young called 6 tne cig Paper Festival that is to beheld in
Bavannah during April and stated tht he was representing the
of C., in appearing before the Board, and they were plan-
ing to have abooth advertising Cavannah Beach, in the auditorium
during the duration of the festivaland also planned. to put a
float featuring beach scenes in the parade, this float will cost
a*iout '450.00 and the 7,.B.0 of C. is requesting the townto
pay part of the cost which would be $200.00. Yr. Young was
excused, --- Councilman Haar moved that p200.00 he donated to
the S.B.C.of C. towards cost of float to be designed by a com-
mittee consisting of three Councilmen and three directors of
the C. of C.,-- there was no seeond to this, the motion was lost .
There being no further business Council adjourned subject tothe

A special meeting of Council was held to-ni4ght at 8:00 p.m.,

The meeting was called for the folloing purposes;
Amending the Town charter.
To consider an appropriation for adverising.
Receive report of public works committee.
Change date of regular meeting of Town Council.
Councilman Tant moved that the following. resolution be adopted,
Councilman Haar seconded and the motion passed unanamously;
