Reiman at approximately 6:00 p.m. on Thursday, April 22, 2021, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmcla Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum, The 2021 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and the doors of the Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the fall membership present, the minutes of April 8, 2021 were approved as transcribed and engrossed by the Clerk. APRIL 22, 2021 COUNCIL IvLEETING ROLL CALL SILENT PRAYER PLEDGE OF ALLEGIANCE STATEMENT OF IvLEETING NOTICE APPROVAL OF MINUTES APRIL 22, 2021 (Continued) ORDINANCE #21 -7 ORDINANCE #21 -7 was introduced and adopted on First Reading CAP ORDINANCE and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -7 "ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK" ORDINANCE #21 -8 ORDINANCE #21 -8 was introduced and adopted on First Reading CANINE FENCE and the Clerk authorized and directed to advertise same for Public ORDINANCE Hearing, upon MMS &C, by Councilmembers Bellino and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -8 "AMENDING & SUPPLEMENTING THE CODE OF THE BOROUGH OF CARTERET, RE: CANINE PROTECTIVE SECURITY MEASURES" Councilmember Diaz asked for clarification before voting. Mayor Reiman said this is with regard to fencing for dog owners. He said going forward, for registrations of aggressive breeds, there needs to be a six (6) foot fence around the perimeter of a backyard ensuring that the fence goes into the ground and also requires a locking gate; similar to someone who has a swimming pool. ORDINANCE #21 -5 The Municipal Clerk stated that Ordinance #21 -5 was introduced and AMENDING CHAPTER adopted on First Reading on April 8, 2021. It was duly published in 254, VEHICLES & the Home News Tribune on April 14, 2021, with notice that it will be TRAFFIC — STOP SIGNS considered for final passage after Public Hearing to be held on April 22, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. 2 Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #21 -5 "AMENDING AND SUPPLEMENTING CHAPTER 254, ENTITLED `VEHICLES AND TRAFFIC' OF THE CODE OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REIMAN Advertised as Finally Adopted: APRIL 28 2021 ORDINANCE #21 -6 "BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF PROPERTY IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $14,000,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $13,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST TIIEREOF" APRIL 22, 2021 (continued) PUBLIC HEARING HEARING CLOSED 11' 1 ORDINANCE #21 -6 ACQUISITION ORDINANCE NO ACTION TAKEN APRIL 22, 2021 (continued) Clerk's Note: No Motion was made on Ordinance #21 -6 — No Action was taken. MAYORREIMAN Mayor Reiman said we would be restating Ordinance #21 -6 for First Reading due to technical corrections and that there would be no Public Hearing tonight. He said it was restated for 1" Reading and will be republished and posted online for a future Public Hearing as it is in a redevelopment zone, then explained the Open Space and Green Acres NJDEP grant monies involved. ORDINANCE 421 -6 ORDINANCE #21 -6 was introduced and adopted on First Reading RESTATED and the Clerk authorized and directed to re- advertise same for Public ACQUISITION Hearing, upon MMS &C, by Councilmembers Krum and Diaz. Upon ORDINANCE individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #21 -6 "BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF PROPERTY IN THE CHROME WATERFRONT REVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $14,000,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $14,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS / Council. Upon MMS &C, by Councilmembers Diaz and Krum and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and new business. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REPORTS Reports: 1. Board of Health — March 2021 Upon MMS &C, by Councilmembers Diaz and Bellino, and affirmative vote of the full membership present, all reports were ordered to be received and placed on file. 9 BUILDING & GROUNDS: Committee Chairperson Johal reported Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz said he had nothing to report at this time. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported progress. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported progress. POLICE: Committee Chairperson Naples said she had nothing to report at this time. PUBLIC WORKS: Committee Chairperson DiMascio said he had nothing at this time and that the employees are doing their daily work. BOARD OF EDUCATION LIAISON: Committee Chairperson Naples said she had nothing to report at this time. Mayor Reiman said April is Sexual Assault Awareness Month and said the proclamation is posted online if anyone wanted to read it.
