AMENDED ORDINANCE NO. 8254 .
AN ORDINANCE OF THE CITY OF JEFFERSON CREATING AND ESTABLISHING A
PARKING AUTHORITY FOR THE CITY OF JEFFERSON, ESTABLISHING ITS
POWERS, PERSONNEL AND PROCEDURES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. There is hereby created a Parking Authority
for the City of Jefferson.
Section 2. The Parking Authority shall have the power to
recommend rates for all parking facilities owned by the City,
including on-street parking, to collect monies paid for parking,
to collect funds from parking meters, to negotiate leases or
purchase agreements with the Housing Authority, or with private
persons for the establishment of parking facilities .
Section 3. Establishment of Parking Authority Fund.
There is hereby established a Parking Authority Fund. All monies
collected from parking meters, parking lots , shall be deposited
with the City Collector to the credit of the Parking Authority
Fund. All funds from the Parking Garage shall be deposited to the
Parking Garage Fund with the City Collector. All funds now held
in the Parking Lots Fund shall be deposited to the credit of the
Parking Authority Fund.
Section 4. The Parking Authority shall transfer, each
year, from the Parking Fund to the General Revenue Fund, a sum
equal to the revenue collected from parking meters during the
period of November 1, 1968, to October 31, 1949. This sum shall
be transferred to General Revenue Fund on November 1st of each
year, commencing November 1, 1970. For fiscal 1971 all parking
meter funds shall be transferred from General Revenue and deposited
to the Parking Authority Fund. This shall become effective
November 1, 1971.
Section 5. The Parking Authority shall assume all expense
incidental to the operation, maintenance and construction of
parking facilities including the payment o f
all personnel,
utilities, all other indebtedness including bonds which may be
issued in the future for construction of parking facilities. All
expenses shall be paid from revenues derived from parking income.

Section 6. Nothing in this Ordinance shall in any way I
relieve the City of its obligations on any bonds, or in any way
relieve the City of its obligations on any contracts.
Section 7. Nothing in this Ordinance shall be construed
as delegating any legislative power held by the City Council. All
contracts, leases or regulations shall be approved and passed by
Ordinance before becoming effective.
Section 8. The Parking Authority shall consist of eight
(8) members . Of the eight members one (1) shall be the Director
of Public Works, or his designee; one (1) shall be the Chairman of
the Parking and Traffic Commission, and one (1) shall be a duly
elected City Councilman. The City Councilman and the remaining

five (5) members shall be selected by the Mayor, with the approval
of the Council. Of the remaining five members three (3) shall be
appointed for a period of two (2) years and two (2) shall be
appointed for a period of one (1) year. After the expiration of
the first year, Commission members shall be appointed for a period
of two (2) years so to have staggered terms. The Mayor, with the
approval of the Council, shall appoint a Chairman from among the
eight members .
Section 9. The Parking Authority shall appoint a Parkin& '
Authority Supervisor to serve at the will of the Board. The
Supervisor shall receive such compensation as the Board shall
direct.
The Supervisor shall be responsible for the
day-to-day operation of the City Parking Garage, city parking
meters and City owned parking lots . He shall see that all funds
are collected, accounted for and transmitted to the City Collector
He shall supervise the activities of all personnel under him.
The Supervisor, with the approval of the
Board, shall employ such personnel as are necessary for the
efficient operation of the parking system. The number, rates of
pay, and working conditions of employees of the ParkingAuthority

shall be established by the Board.
Section 10. Upon the establishment of the Parking
Authority, there shall be prepared by the Board a balance sheet
showing the assets and liabilities of the Parking Authority.
Thereafter, as the Mayor and City Council may direct, but not less
than semi-annually, the Board shall have prepared an income
statement and balance sheet in accordance with accepted accounting
practices.
Section 11. This Ordinance shall take effect and be in
force and effect from and after the date of its passage and
approval.
