AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CLERK OF THE CITY TO EXECUTE, IN BEHALF OF THE CITY, AN
AGREEMENT WITH HARLAND BARTHOLOMEW AND ASSOCIATES, A PLANNING
AGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayo-: and Clerk of the City are hereby
authorized and directed, in behalf of the City of Jefferson,
Missouri, to execute an Agreement with Harland Bartholomew and
Associates, a Planning Agency.
Section 2. The Agreement shall read in words and figures
as follows:

Section 3. This ordinance shall take effect and be in
full force from and after the date of its passage and approval.

AGREEMENT
This Agreement, made and entered into this day of
1970, by and between Harland Bartholomew
and Associates , hereinafter known as "First Party", and the City
Of , hereinafter known as "Second Party",
WITNESSETH:
WHEREAS, First Party is a partnership specializing in
City planning, civil engineering, and landscape architecture and
regularly offers to those in need of such service consulting ser-
vices in all of the above fields, particularly in City planning
matters; and
WHEREAS, Second Party has determined to retain First Party
as its consultant on City planning matters as more fully set out
hereinafter.
NOW, THEREFORE, for the consideration hereinafter provided,
and commencing with the period March 17, 1970, First Party agrees
to supply the services to Second Party as set forth in Exhibit A.
and to complete these services and publish a report no later than
,Tune 20, 1970. All work completed by the City of Jefferson City
on this Scope of Work will be turned over to the First Party.
FURTHER, for the above services, Second Party agrees to pay
First Party a total of $6,000 with $1, 500 payable each month for
three months and the balance of $1, 500 payable upon completion of
the project (less ten percent to be withheld) .

FURTHER, any and all services desired by Second Party and

furnished by First Party beyond the scope of this agreement shall
be the subject of a separate agreement or agreements .

member , officer oe employee shall not participate in any action by the
Planning Agency affecting the carrying out of the project. The Planning
Agency s}1a11 promptly advise the Government of the facts and circumstances
concerning any disclosure of interest made to it pursuant to this paragraph.
No official or employee of the Planning Agency and no official or
employee -if the Municipality or of its governing body and no other public
official of the locality or localities in which the project is situated or
being carried out who exercises any functions or responsibilities in the
review or approval of the undertaking or carrying out of the project shall ,
prior to the completion of the project, voluntarily acquire any personal
interest , direct )r indirect , in any contract or proposed contract in
t , nnt•ctiorl with thr- project.

C:.,nsultant further covenants that in the performance ui this contract no
person having any SLIC11 interest Shall be employed.
OFFICIALS NOT TO BENEFIT
No member of or delegate to the Congress of the United States of
America shall be admitted to any share or part hereof or to any benefit
to arise herefrrm.
EQUAL EMPLOYMENT OPPOR'T'UNITY
In carrying out the project work, the Consultant will not dis-
criminate against any employee or applicant for empl )ynient because of race, `
\ creed, color or national origin. The Consultant will take ;affirmative action J
to insure that applicants are employed, and that enlplt,yees are treated during
employment, without regard to their race, creed, color or national origin.
Such action shall include , but not be limited to, Olt' following: employment ,
,Ipgrading, demotion, or transfer, recruitment or recruitment advertising;

allied river development in the planning area . will be

'T.'-.e economic factors associated with river development
of similar scale's such as the Ohio River , .tississippi
'River, and Arkansas River will be inventoried preparatory
to undertaking a full analysis of the potential to the
Jefferson City area . The inventory of various aspects

analysis of the data gathered in Item 1 above
will be performed. to determine if any aspects of
studied development is 'applicable to the Jefferson
City planning area and if so , what is the potential
in recrard to existing plans underta::an or contemplated
by, the Urban Renewal Authority or the State Government
as it affects the river front in the planning area.
• The analysis will further determine tha feasibility
and desirability of future development projects along
the river and will result in projections of needed
facilities based on economic and aesthetic considera-
tions to the planning area .

of the Missouri River within the planning—area . This

• After an examination of alternate plans , one basic
plan will be selected for more intensive detailing
and presentation as the selected river front develop-
_ .. sent plan.

• financial study and development program, will be
prepared by the Plannin. Director and will be
included as a part of the final comprehensive
plan being prepared by 'Harland 3arthglomew and
Associates . The Planning Director will turn over
all prepared maps , photographs and text to the .
CoAsdltant, who will .pri;.t :.d incorporate this into
their final Comprehensive Plan Report as an element
or chapter in that report at no extra charge. .._

Planning of the State of Missouri, Federal Aviation

any, other agency which' has a planning interest or
jurisdiction within the study area .
