AN ORDINANCE OF THE CITY OF JEFFERSON REPEALING ORDINANCE, 6729 AND AMENDING ORDINANCE 7809, RELATING TO THE SUPERVISION AND DUTIES OF THE HUMANE OFFICER AND THE CONTROL OF DOGS. BE IT ORDAINED BY THE CITY -COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS : Section 1. Supervision of Humane Officer. Ordinance No. 672 is hereby repealed. The Humane Officer and all Assistant Humane Officers are hereby placed under the direction and supervision of the Public Health Officer. Section 2 . Amend Section 14 of Ordinance 7809 to read as follows: "Leashing Requirement. It shall be unlawful for any person or persons owning, controlling, harboring, possessing, or having the management or care, in whole or in part, of any dog to permit such dog or dogs to run at large. For the purpose of this Ordinance, every dog, when on any street, alley or any other public place in the City, which is not attached to a leash, the other end of which is securely held, or when on private property within said City, which is either not attached to a leash, the other end of which is securely held, or which is not so confined as to prevent its straying; from the premises , shall be deemed running-at-large; provided, however, that a dog bearing an identification tag containing its name and the name and address of its owner may remain on the property of its owner without leash or other_ confinement. " Section 3. The Humane Officer shall impound all dogs found in this City in violation of this Ordinance, except where the dog F ` is in violation of Section 14 of Ordinance 7809. The Humane Officer may return the dog to its owner and may issue a summons to the owner to appear in Police Court for violation of this Ordinance. Section 4. Amend Section 24 of Ordinance 7809 to read as follows: "The owner of any dog or cat which bites any person, regardless of the circumstances or whether the animal is vaccinated or not, shall be required to place the animal in a veterinary hospital maintained by a licensed veterinarian or in the city dog pound, for a period of fourteen (14) days following the evening of the day of the bite for clinical observation. All expenses shall be borne by the owner of the animal. If such animal develops symptoms of rabies, it shall be allowed to die a natural death, or, if the animal shall die while within confinement for any reason, the head of such animal shall be removed 'and submitted to any qualified official laboratory. If at the end of said fourteen (14) day period the animal is alive and healthy it may be released to its owner, if said dog fulfills all other conditions of this ordinance prior to said release, but said animal shall not be permitted to run at large thereafter." z a Section 5. Public Health Officer. The City Public Health Officer shall prescribe the duties and hours of work for all Humane Officer employees, shall prescribe the rates and hours of the dog pound, and shall make such other regulations so as to implement this Ordinance.
