EXECUTIVE SESSION MINUTES
ALL PARTICIPANTS ARE PARTICIPATING REMOTELY: Chair Chaffee, Selectperson deRuyter, Selectperson
Whitney, Selectperson Chatelain, Selectperson Bingham, Town Administrator Peter Lombardi, Assistant
Town Administrator Susan Broderick, Robin Young
Call to Order & Declaration of a Quorum, Meeting Participation Statement and Recording Statement
Chair Chaffee called the meeting to order at 6:01pm, conducted a roll call vote of attendance, declared a
quorum present, andiread the meeting participation and recording statements.
Chair Chaffee announced the Board will enter executive session and will return to open session. Selectperson
Bingham moved to enter executive session. Selectperson Chatelain second. A roll call vote was taken.
Selectperson deRuyter-yes, Selectperson Bingham -yes, Selectperson Whitney -yes, Selectperson Chatelain-
yes, Chair Chaffee -.yes, The Board vote was 5 -Yes, 0 -No.

Chair Chaffee requested that each member make the following statement, "No other person is present or
able to hear the discussion at this remote location."

Peter Lombardi note'`d a letter with SEIU that Is in the e -packet regarding a grievance filed in December
where the DPW,1Nater and Golf Departments have for a long time generally not called on employees if on
vacation to comeln on snow and ice operations. Mr. Lombardi noted that this was a kind of handshake
agreement that has Worked up until this point, as the employee thought they made it clear they were
available, but management thought they weren't so didn't call them. Mr. Lombardi reviewed that the
resolution effectively is to pay the employee for the time they would have come in and done snow and Ice
on the premise theyiWould have if they were called. Additionally, language will be added to the contract
that clarifies that In the future the assumption is that the employees on vacation are not available for snow
and ice, unless they provide something in writing in advance that says they are available.

Selectperson deRuyter asked if this was a new employee that would not have been avpre of the standard
operating procedure on this point. Mr. Lombardi responded that no, Dave Faye is nota new employee, but in
his mind, he thought he said he was available. Hard for us to discern what was actually said in the
conversation, which is why there is a policy. f

Next several agree Ments are related to the official expiration of the Family First Coronavirus Response Act,
these were benefits granted to all employees and were continued for the private sector through end of
March. Mr. Lombardi stated that the Act is basically to say If you are out due to Covid' In quarantine, taking
care of someone who is sick or in quarantine, or taking care of kids who are remote learning, you can use
your own accrued time and be compensated for that period of time. Mr. Lombardi noted that technically this
has expired, but we still have a number of employees who are Impacted. Adding that we are not extending
any additional benefits, and this would be through the end of March, which basically mirrors what was done
on the private side. Mr. Lombardi stated that in recognition of the fact that most employees who have
needed to avail themselves to this benefit have kids at home with remote schooling and has brought a host
of logistical challenges. The Town has tried to be accommodating and we have reached out to other
municipalities asking what they have been done. Some are a little different, some areall over the board, but

a good number whro has done something similar like this. Ms. Broderick has sent out a. memo to all
employees basically saying that we were extending this benefit. Mr. Lombardi did mention that there was
one union who requested a formal agreement, so this Is formalizing what has been In place for almost two
months. Mr. Lombardi added that this is to be applied across the board, though we have not heard back
from Police and Fire~ unions yet, but the other unions, OPEIU and SEW and Personnel Bylaw, are the included
and the language isthe same in all.

Selectperson Bingham moved to return to regular session at 6:10 pm, Selectperson Chatelain second. A roll
call vote was taken. Selectperson deRuyter-yes, Selectperson Bingham -yes, Selectperson Whitney -yes,
Selectperson Chatelain-yes, Chair Chaffee -yes. The Board vote was 5 -yes, 0 -No.
