AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FIXING THE
SALARIES AND EXPENSE ACCOUNTS OF CITY ELECTIVE AND APPOINTIVE
OFFICIALS AND EMPLOYEES, AND REPEALING ORDINANCE NUMBER 8212 OF
THE CITY, AND ALL OTHER ORDINANCES OF THE CITY, OR PARTS THEREOF,
IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSO ,
MISSOURI, AS FOLLOWS:
Section 1. Compensation of elective officials . The
following named elective officers of the City of Jefferson,
Missouri, shall receive the following compensation for the \�
performance of their duties , and, as specifically allowed herein,
the following expense accounts to defray expenses incurred by them
in the performance of their official duties:
(1) The M_ aYor shall receive the sum of $200.00 per
month as salary, and zn addition thereto, shall receive $75.00
per month as an expense account.
(2) The City Attorney shall receive the sum of $500.00
er month as salary, an n addition thereto, shall receive
100.00 per month as an expense account .
(3) The Police Jude shall receive the sum of $380.00
per month as salary.
(4) The Cif Treasurer shall receive the sum of $100.00
per month as salary; and n a • tion thereto, shall receive $75.00
per month as an expense account.
(5) The City Assessor shall receive the sum of $650.00
per month as salary; Off—per month as expense account, and in
addition thereto, shall, receive a sum not to exceed $1,500.00
annually for payment of such additional part time help as the City
Assessor shall require in the efficient operation of his office.
(6) 'Me City Collector, shall receive the sum of $750.00
per month as salary, ana in addition thereto, the City Collector
shall receive, on the delinquent taxes, a sum equal to four (4%)
per cent of the amount of all delinquent taxes plus the penalty
thereon, which amount shall be added to the amount owed by the
delinquent taxpayer and collected from the person paying said
delinquent taxes .
i (7) Each City Councilman shall receive the sum of
$75.00 per month as smeary, and iF—addition thereto, shall receive

Section 2. With the exception of merit system employees

any Department Head of the City may, at any time, recommend to
the Accounts, Claims and Personnel Committee that an employee be
advanced to the next step. If the Council approves such recom-
mendation, the employee shall be advanced accordingly and
compensation shall thereafter be paid the rate r forth for that
step. No employee shall advance more than one step in the pay
schedule during any pay- period. The City Clerk shall refuse
payment- of any advance until authorized by the Council and no
authorization shall be retroactive.

Requests for raises for merit system employees
shall be approved by the Police Personnel Board prior to being
presented to the Council for its approval. No increase for merit
syst-ein employees shall be effective until approved by the Council.
Section 3. Each Department Head must secure Council
approval prior to hiring any employee, regardless of the Depart-
went, and the salary is to be within the salary range established
by steps ?within the bracket for which he is being hired, and the
City Clerk shall refuse payment until authorized.
Section 4. Compensation of appointive employees. The
named appointive employees of the City shall receive the
following compensation for the performance of their duties:

Section 5. Part-time Labor. The following rates shall be
paid for part-time help:

Section 6. Expense Accounts for Appointive Employees .
The named appointive employees shall receive monthly the following
expense accounts:
1. Engineering Aid II (Inspector II) $ 75.00
2 . Electrical Inspector 75.00
3, License Inspector/Cemetery Custodian 75.00
4. Acting Building Inspector 75.00
5. Housing Inspector 75.00
6. Police Chief 70.00
7. Director of Public Works 50.00
8. Fire Inspector 50.00
9. Transit Authority Manager 50.00
10. Assistant City Engineer 10.00
Section 7. Clothing Allowances . Each member of the Police
Department shall receive twenty-five ($25.00) dollars per month as
a unifonu allowance; each member of the Street, Sewer, Transit
Authority and Central Maintenance Garage shall receive fifteen
(#.15.00) dollars per month as a uniform allowance. The Humane
Officer and his Assistant, and all Parking Garage Attendants,
shall receive ten ($10.00) dollars per month as a uniform
allowance.
Section 8. Municipally Owned Vehicles. All municipally
owned vehicles shall be used in the performance of official city
duties only.

Section 9e Repeal Clause. Ordinance Number 8212, and such
other ordinances or parts of ordinances as are in conflict with
this ordinance, are and are hereby declared to be repealed.
Section 10, Effective Date. Upon its passage and
approval, this ordinance shall take effect and be in force as of
November 1, 1970.
