HomeMy Public PortalAboutAssessors Board -- 2023-05-03 MinutesDate: May 3, 2023 — Regular Session Time: 4:30pm Location: 2198 Main Street Town Hall Room B & REMOTE PARTICIPATION In Person Participants: Vice Chair* Susan Barker (acting as In -Person Chair), Clerk Marjorie McGinnis, Deputy Assessor James Gallagher, Senior Department Assistant Sara Acheson Remote Participants: Chair* Howard Hayes (not acting as chair due to remote participation) Call to Order: Ms. Barker called the meeting to order at 4:40pm. Declaration of a Quorum: A quorum was present. Members were participating in person and remotely and confirmed that they could hear each other. Meeting Participation Statement: Mr. Gallagher read the following meeting participation statement: This meeting will be conducted in person at the time and location identified above. This means that at least a quorum of the members of the public body will attend the meeting in person and members of the public are welcome to attend in person as well. As a courtesy only, access to the meeting is also being provided via remote means in accordance with applicable law. Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or affect remote attendance or participation, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda, which includes an applicant and its representatives, should make plans for in-person vs. virtual attendance accordingly. When required by law or allowed by the Chair, persons wishing to provide public comment or otherwise participate in the meeting, may do so by accessing the meeting remotely, as noted above. Recording Statement: Mr. Gallagher stated that the meeting was being audio and video recorded and that it would be broadcast live, via Livestream, and/or Video Recording. Mr. Gallagher was monitoring the public comment/question email address and confirmed that no questions or comments had been received. Report of the Deputy Assessor: The second half tax Real Estate tax bills were due today, May 3, 2023. The pK appraisers are finishing the residential building permit inspections and will begin the business personal property site inspections. Income and Expense information requests were sent out in March and they are due back this month. Ms. McGinnis seconds the motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis- aye; motion approved unanimously. Rescind Uncollectible Personal Property Tax Abatements (FY2021 Bill #15645 & FY2020 Bill #15568): Ms. Barker made the motion to rescind Personal Property tax bills noted above as they were previously abated but have since been paid. Ms. McGinnis seconds the motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis- aye; motion approved unanimously. Uncollectible Motor Vehicle Excise Tax Abatements- FY2011: Ms. Barker made the motion to abate the list of 52 delinquent motor vehicle bills from FY2011 in the amount of $3,356.48 to clear the levy. Ms. McGinnis seconds the motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis- aye; motion approved unanimously. Matters Not Reasonably Anticipated by the Chair: None at this time. Next Meeting: The next Board of Assessors meeting will be tentatively scheduled for June 14, 2023. Executive Session (To comply with or act under the authority of any general or special law or federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B): At 4:47pm Ms. Barker moved to enter Executive Session for the reasons noted above, not to return to regular session.
