SPECIAL MEETING: MINUTES
HISTORIC DISTRICT COMMISSION
Thursday, December 10, 2015, 7:00 PM,
Town Barn
HDC Members: Anna Currie, Reid Highley, Brad Farlow, Jill Heilman, Candice Cobb

ITEM # 1: Call to order, roll call, and confirmation of quorum
Chairman Currie called the meeting to order and confirmed the presence of a quorum.
ITEM # 2: Discussion regarding dual review applications and recommendations for improvements to the
process: Attorney Bob Hornik
Ms. Trueblood reviewed that she sent out some resources earlier and has hard copies available tonight. She
would like to talk about general planning in town. All questions are welcome. The focus this evening was on dual
review applications. It was acknowledged that this is a public meeting.
There was brief discussion about overlay districts. Ms. Trueblood gave a brief overview of the history of the
district and the implementation of the Design Guidelines in 2000 and explained how the Planning Department
functions and interacts with other boards. She also reviewed the Future Land Use Plan and Map, the Zoning
Map, and the Vision 2030 Plan.
Mr. Hornik explained that the HDC’s role is deciding what is incongruous or congruous with the character of the
district, relying on the Guidelines. He suggested that the HDC make a courtesy review on overall site
organization and scale of Special Use Permit (SUP) projects before the Town Board votes on the SUP. After the
Town Board makes its decision, the HDC would then review the application as it currently does.
Ms. Trueblood reviewed that infill development can be expected to be more massive than what’s been there in
the past and explained that the board’s responsibility is to weigh whether the greater mass and scale are
compatible and do not detract from the overall character of the district.
There was discussion of Mr. Hornik’s memo received by the board members prior to the 515 North project
decision and sharing of how board members understand the word “massing.”
The outcome of this discussion was a recommendation: Amend the Unified Development Ordinance to allow the
HDC to review and comment at the public hearing on the overall site organization, orientation of the building,
scale and the overall configuration and intensity of SUP projects in Historic District. Staff agreed to work on
draft language for a text amendment and return to the board for review in the spring.
