Committee members present were Jim Trabulsie (Chairperson), George Carey, Tom Turcketta, Steven Bergquist and Pat Busch. The Chairman, Jim Trabulsie determined a quorum. CONTINUED APPLICATIONS H-23-105 Solar Panels Outslay Lowell, 39 McGuerty Rd, Map94 Lot 75 • There was no representation from 39 McGuerty Road in the meeting and it was decided to table the discussion and revisit after the other applicants. • After all the other applicants were heard, the committee checked to see if there was representation for the application. Lana Baker Outslay and Tesla, the applicant were both online. Lana started by apologizing for her comments during another applicant's turn while she thought she was on mute. • Jim mentioned that the house was on a small road and barely visible. The rest of the committee felt the same way. • Jim also asked if there were any abutters present and there were none. • Tom made a motion to accept as presented. George seconded. A vote was taken and H-23-105 was approved. H-23-110 Addition Brian Daggett, 732 Satucket Road, Map 24 Lot 66 • Chris Santos was at the meeting representing the applicant. • Chris told the committee that the homeowner agreed to add two double hung windows facing the road. • Jim asked if there were any abutters present and there were none. • George made a motion to approve the application as amended to include two double hung windows facing the road to match the rest of the house. Steven seconded the motion. • A vote was taken and application H-23-110 was approved as amended. H-23-120 Window Replacement Jack Bicker, 101 Tubman Road, Map 47 Lot 28 • Owner, Jack Bicker and GC, Jay Bronov were present at the meeting. • Jim told the applicant that the additional pictures should have been submitted the week prior as requested so the committee had enough time to review them, but they were going to do their best. • Jay told the committee they still wanted to paint the window casements black, although the rest of them were white. The rest of the committee agreed, especially being a historic home on one of Brewster's scenic roads. • Jack agreed with the committee on the importance of preserving the home's style. Jack and Jay were told that the committee would agree on black windows as long as when the time came, the rest of the house's windows would be replaced with black windows to match. Also, the grill pattern, casings and windowsills would match the existing windows. • Jim asked if there were any abutters present and there were none. • Tom made a motion to approve as amended to include that the proposed windows' casing and windowsills match existing windows. • Steven seconded the motion. A vote was taken and the application was unanimously approved as amended. SCHEDULED APPLICATIONS H-23-98 New 10'x16' Shed Museum Properties, 48 Harwich Road, Map 57 Lot 34 • Jamie McGrath with Pine Harbor was online representing the homeowner. • Jamie explained the project as a new 10'x16'shed on the back of the house behind the small fence. The shed would have double doors facing Harwich Road with cedar shingles for siding to match the house. • Jim asked if there were any abutters present and there were none. • George asked if the Georgetown grey architectural shingles would match the house and Jamie said that they would. • Steven asked what elevations faced the road and Jamie said that the 10 -foot gable end faced the road while the door and windows on the shed would face the house. Steven noticed the application had the shed with three sides of board and batten while the side facing the house was the only one being shingled. Jamie said that was a mistake and he would make sure the left gable end that faced the road was shingled with cedar shakes. • Tom made a motion to accept as amended to include cedar shakes facing Harwich Road. Steven seconded the motion and the committee voted to approve the application as amended. S-23-122 Sign Replacement Superior Hotel Management, 1573 Main Street, Map 48 Lot 79 • Kara Risk with Bennett Environmental was at the meeting representing the owner. • The proposed sign was for the 32"x9 %' sign with painted letters on the side of the building. • There were no abutters present for this application. • Steven made a motion to approve as presented. George seconded. After voting, the application was unanimously approved. S-23-125 Sign Replacement James Kostulias, 2896 Main Street, Map 90 Lot 169 • Owner, James Kostulias and Tony from Miscellaneous Signs were both present at the meeting. • The project was to replace the sign for the Stringe Gallery making it larger and attached with two metal brackets. The previous sign was 1/3 smaller than the new one. The proposed sign was 30"x42" with dark green vinyl letters in matte finish. • George asked about the lighting and the applicant said they were keeping the existing lights. • George made a motion to accept as presented and Steven seconded. The committee voted and application S-23-125 was unanimously approved. H-23-126 Demolition of 10'8"x18' Garage Michael Rusillo, 8 Leeds Lane, Map 50 Lot 91 • Jamie McGrath with Pine Harbor and Mike Russillo were both online to explain the project. • Jamie told the committee they wanted to demolish the existing 18'x10' garage and build one slightly larger. • Jim read the abutter letter from Paul Holland who was in favor of the demolition. • There were no abutters present. • Steven made a motion to accept as presented. George seconded and the committee voted to approve the project as presented. H-23-131 6 -foot Wooden Fence O'Neil Realty Trust, 3172 Main Street, Map 101 Lot 52 • Mr. and Mrs. O'Neil were present at the meeting and requested the approval of a 6 -foot -tall cedar stockade fence across the house. • The committee told the applicants that they did not approve of it due to being too big for one of the most historic roads in the country, like 6A. The applicant said that they wanted this fence to help avoid some of the noise from the road and that his neighbor next door had a fence like that as well. Jim explained that the present committee had not approved that fence and that what had been done in the past did not set precedent. • Jim told the applicants that they could either think of other alternatives or they could appeal to the Regional Historic Commission, but he couldn't approve the proposed fence. • Jim asked if there were any abutters present and there were none. • George suggested the applicants look for creative ways to diminish the noise such as landscaping. • Steve made a motion to deny, and Tom seconded the motion. A vote was taken and application H-23-131 was denied due to the inappropriate size, style, and location of the proposed fence. 1 �aEar TOWN OF BREWTER OLD ICINGS HIGHWAY REGIONAL DISTRICT HISTORIC DISTRICT PHONE: (508) 846-3701 EXT 1125 2.198 MAIN STREET EMAIL: HDCMEETING6BREwSTER-MA_GOV BREWSTER MA 02631 H-23-134 Demo and Rebuild of Deck and Rinsing Station Grant and Sarah Gibree, 663 Stony Brook, Map 25 Lot 26 • Dan O'Neil was at the meeting representing the homeowners. • Dan explained the project as a new Azek Coastline color decking with an outdoor rinsing station with red cedar enclosure. • There were no abutters present for this application. • Steven made a motion to approve as presented and George seconded. A vote was taken and H- 23-134 was unanimously approved. H-23-135 New 12'x16' Shed Stephen Brown, 2624 Main Street, Map 89 Lot 14 • No one was there to represent the applicant, so the discussion was tabled until after the other applications were heard. • After hearing the other applicants, Jim checked to see if there was a representative for the application, but no one was there. • Jim read an abutter letter requesting the committee to deny any more applications for this property for additional buildings until the current issues with the town were resolved. (See attached) • Jim said that the application was incomplete. There were no color samples and the description for the siding said "TBD" when the bulletin clearly said they needed to submit the exact materials to be used. • Tom made a motion to deny the application as incomplete. Steven seconded the motion. A vote was taken and the application was unanimously denied due to incompleteness. S-23-138 New Sign Remy Jane M. Trustee, 2454 Main Street, Map 78 Lot 112 • Jacqueline Scott was online to describe the project. • This application was for the 26"48" sign on the building for "Shear Influence". The sign had white background with matte vinyl letters. • There were no abutters present. • Steven made a motion to approve as presented. George seconded the motion and after voting, the application was approved. S-23-139 Sign Replacement Remy Jane M. Trustee, 2454 Main Street, Map 78 Lot 112 • Jacqueline remained online for the replacement of the road sign application. She described the 10"x36" sign which was proposed as a single faced sign with matte vinyl letters. • There were no abutters present for this application either. • Tom made a motion to approve as presented and Pat seconded. Also, that the home in question wasn't only in the Historic District, but in the Massachusetts Macros List of Historic Homes and under a form B. • David told the committee that there were no shingles available when he was preparing to repair the sidewall. He said that he found the planks in Carver and that they matched what was underneath the damaged sidewall. He also added the battens until talking with the town and was willing to remove them. • The committee said that the boards and batten were not appropriate for a historic home. Jim did mention to the applicant that if he were to replace the sidewall with shingles to match the rest of the house, he would only need to apply for an exemption because it would be considered a like for like replacement. • Steven made a motion to deny as presented. • George seconded the motion. A vote was taken and the application was denied unanimously. H-23-143 Windows, Doors and Ramp Sue O'Malley, 2648 Main Street, Map 89 Lot 12 • No one was there to represent the applicant, so the discussion was tabled until after the other applicants were heard. • No one showed up to represent the application and there wasn't a signed 45 Day Waiver. • Tom made a motion to deny the application and George seconded. A vote was taken and the application was denied on the grounds of incompleteness. S-23-145 Sign Replacement Robinwood Homeowners Association, 0 Holly Ave, Map 126 Lot 93 • Ron Slowek was at the meeting representing the homeowner's association. • Ron explained that they wanted to replace their existing entry sign from 25 sq feet to an 11.75'x7' double sided made of composite material with 6" white matte finish vinyl letters. The sign would be lit from inside the post with a maximum of 60 watts light. Ron said there was no electricity at the entrance where the sign was and so they were proposing a ground mounted solar panel that would be behind the stone wall of the sign. • There were no abutters present at the meeting. • Tom made a motion to accept as presented and Steven seconded. A vote was taken and the project was approved as presented. INFORMAL DISCUSSION Minutes • June 5th, 2023 o Tom and Pat weren't present at the meeting so they abstained from voting. George made a motion to approve the June 5th meeting minutes as presented.
