The Brewster Old King's Highway Regional Historic District Committee, acting under the Massachusetts
General Laws, Chapter 470, Acts of 1973 as amended, came to order at 7:00 pm in person and being
recorded at the Brewster Town Hall. Committee members present were Jim Trabulsie (Chairperson),
George Carey, Steven Bergquist and Pat Busch. The Chairman, Jim Trabulsie determined a quorum.
SCHEDULED APPLICATIONS
H-23-148 Windows Replacement
Enid & Peter Levangie, 3799 Main Street, Map 126 Lot 18
• Rob McPhee, the builder was present representing the homeowner.
• Rob explained the project was to replace two windows with the same style, but bigger size on
the left and rear elevation of the house.
• Rob also mentioned that the windows couldn't be seen from the road.
• There were no abutters present.
• Steven made a motion to accept as proposed. Pat seconded the motion and the committee
voted to approve the application as presented.
H-23-149 Sign Replacement
Brian & Gretchen Tanzer, 2623 Main Street, Map 89 Lot 15
• Brian Tanzer was at the meeting on behalf of the Pineland Park Association.
• Brian told the committee that they wanted to replace their current sign to match the style of the
rest of the signs in the park.
• Brian also said that the proposed sign was located 120 feet behind the weaving studio.
• Jim asked if there were any abutters and there were none.
• George made a motion to accept the application as presented and Steven seconded. A vote was
taken and H-23-149 was unanimously approved.
H-23-155 Front Porch Replacement
Frank & Patricia McGuane, 3825 Main Street, Map 126 Lot 20
• Michael Woessner was there representing the homeowner.
• Jim asked if it was a like for like replacement for the open porch. Michael said that yes, the size
was not changing. The top of the porch was staying, and they were just replacing the deck
boards and adding Azek railings in the front leading to the front two steps.
• George asked if they were proposing a rubber roof and Michael said that it was Weatherwood
to match the rest of the house. Jim mentioned that the application did not include the roof and
if they were in fact going with Weatherwood, they only needed to apply for an Exemption.
• There were no abutters present.
• Steven made a motion to approve as presented. George seconded the motion. A vote was taken
and the application was unanimously approved.

H-23-157 Two New Sheds
Neil Petricone, 370 Stony Brook Road, Map 15 Lot 62
• Neil Petricone, owner, was present at the meeting.
• Jim said the sheds would not be seen from the road at all.
• There were no abutters present at the meeting.
• Steven made a motion to approve as presented and George seconded. A vote was taken and H-
23-157 was approved.
H-23-159 New Addition
Museum Properties, 48 Harwich Road, Map 57 Lot 34
• Mark Grant, builder, was at the meeting representing the homeowner.
• Mark described the project as an addition with a master bedroom, bathroom and office.
• Jim expressed his concern about the size of the addition, however since it was so far back that it
might not be noticeable, he was ok with it. He also asked if the windows would match the
existing ones and Mark said that they would.
• Steven asked if the proposed addition was taller than the house. Mark told the committee that
yes, the pitch of the house was 8 and a 12 pitch on the addition because the customer wanted
cathedral ceilings.
• Steven told the applicant that he did not feel comfortable approving the slope of the addition
because it would overpower the house and Mark offered to bring the slope down to 10 feet
instead.
• Jim and Pat agreed that that was an improvement to the proposal. Steven said that the change
would make the addition and the house look more together as a whole.
• The applicant and the committee agreed on amending the application to have a 10 -foot slope
for the addition rather than the 12 proposed.
• There were no abutters present at the meeting.
• George made a motion to approve as amended to include the 10 -foot roof pitch. Steven
seconded and after voting, the committee approved H-23-159 as amended.
H-23-160 New Addition
Gregory Kasprzak, 35 Canoe Pond Drive, Map 24 Lot 47
• Scott Collum, the contractor, was online representing the homeowner.
• Jim asked Scott if he was applying again for an application previously approved due to a clerical
error as noted in his application and Scott said that was correct.
• There were no abutters present.
• The committee agreed they remembered approving the application and so they decided to vote.
• Steven made a motion to accept as presented and Pat seconded. A vote was taken and the
application was approved as presented.

H-23-163 New 12'x20' Shed/Garage
Michael Russillo, 8 Leeds Lane, Map 50 Lot 91
• Jamie McGrath with Pine Harbor was present at the meeting on behalf of the homeowner.
• Jamie told the committee that they were proposing a new 12'x20' garage/shed with 6 over 1
windows to match the house. The proposed structure would have white cedar shingles on three
sides and board and batten siding facing the woods.
• Jim asked if there were any abutters, but there were none.
• Steven made a motion to accept as proposed. George seconded and the committee voted to
unanimously approve H-23-163
H-23-166 Deck Rebuild
Frances Yuan, 224 Crosby Lane, Map 115 Lot 13
• John Goff was at the meeting representing the homeowner.
• Steven asked if the deck was staying on the same layout and the builder said that it was a foot
and half bigger with black steel railings and mahogany wood top.
• Pat asked if the railings were going all the way down the stairs and John said that yes they were
for continuity.
• Jim asked if the supports for the deck would be 6'x6' and John said that yes, they would be. He
also mentioned that they would be on zero exposure sono tubes and wrapped with Azek to
match the deck and not to expose the pressure treated wood.
• There were no abutters present at the meeting.
• George made a motion to approve as presented and Steven seconded. A vote was taken and the
application was approved.
H-23-167 Windows, Doors and Ramp
Omavin Ventures, 2648 Main Street, Map 89 Lot 12
• Paul Muldoon, the architect was present at the meeting.
• Paul told the committee that the door facing 6A would be replaced with a similar one with a side
light to make it ADA compliant. On the west elevation, one of the windows was to be removed
and they were proposing to add a 6 -foot ramp on the rear of the building. The proposed ramp
would have a composite railing system with white pickets and ADA complaint railing on the
inside. On the rear of the building they also wanted to swap two of the double hung windows
for awning windows and swap the existing "employees only" door for an ADA compliant one.
• There were no abutters present for this application.
• Steven made a motion to approve as presented and Pat seconded. A vote was taken and H-23-
167 was unanimously approved.
H-23-168 Deck, Skylights and Windows Addition
Brett E. Dubner, 2074 Main Street, Map 67 Lot 86
• Brett Dubner, owner was present the meeting.
• Brett told the committee that the proposed changes were not for the main house, but for the
additional stand-alone structure on the back of the house.

• Jim asked what the materials for the deck would be and Brett said they would be pressure
treated wood with no stairs.
• Jim asked if there were any abutters, but there were none present at the meeting.
• George made a motion to approve as presented and Steven seconded. A vote was taken and the
project was approved as presented.
5-23-169 New Sign
Bekah Powers, 440 Main Street, Map 16 Lot 28
• Bekah Powers was at the meeting.
• Jim told the applicant they had no say on the location change, but only on the design of the sign.
• Bekah described the sign was a one-sided black background wooden sign with carved gold leaf
letters to go on location of the current sign. The base for the sign was going to be concrete base
underground with 4"x4" posts. Bekah was also changing the lightbulbs to lower ones (2,700
Kelvins) in amber color.
• There were no abutters present for the project.
• Steven made a motion to accept as presented and George seconded. A vote was taken and S-23-
169 was approved as presented.
A-23-170 Amendment to H-22-204 Addition
Thomas Burns Trustee, 56 Underpass Road, Map 78 Lot 116
• Andrea Willett, the architect was present at the meeting.
• Andrea told the committee this application was to make some changes to the originally
approved application. They were reducing the size of the additions and adding a smaller center
gable that was previously off center.
• George questioned the windows on the front entrance, but those had already been approved
and were not changing.
• Steven asked what they were proposing for the window on Exam 4 and Andrea said that they
were going to fill it in because of the layout of the room. Andrea said they were hoping for
profile cedar siding to be designed with their logo (as shown on the drawing) to break up that
empty wall. Steven agreed that would be good to help with the mass of the side wall. Jim added
that if they were going to go with it, they would have to apply for a Sign Certificate of
Appropriateness.
• There were no abutters present at the meeting.
• Steven made a motion to approve as presented and Pat seconded. A vote was taken and the
application was approved 3 to 1 with George voting against.

Patrcia explained that the Brewster Historical Commission had inventoried the historic houses in
town in 2016 and had assigned them a Form B. Currently they were working on figuring out
what to do with those houses that were historic (pre -1925) but were not in the historic district
(highlighted on red on the map shown) and seeing if a delay demolition bylaw was necessary.
Patrcia also said that out of the 359 historic houses, 317 of them were in the historic district and
that the commission didn't think it was worth instituting the bylaw to save the other 42
scattered houses and cottages. George Boyd said that towns that have the demo delay bylaw
usually save only about 20% of them. However, him and Patricia did say that there were other
ways to make people aware of the significance of those historic houses. One of those ways
could be extending the HDC's jurisdiction to include all those historic houses or even the whole
town.
George Boyd closed by saying that their recommendation at that time was to not adopt a
demolition delay bylaw, but that they were always open for discussion. Also, Patricia remarked
the importance of education. She said that she takes form B's to the library and educates people
on the importance of saving historic homes in town.

seconded the motion; a vote was taken, and the July 10th meeting minutes were
approved unanimously.
