1. Call to order
The meeting was called to order at 6:30PM.
2. Declaration of a Quorum
Quorum present.
3. Recording statement
Noted.
4. Chair announcements
Covid is still present, and everyone is encouraged to get vaccinated. Free test kits are available at the Health Department.
5. Citizen's forum
None.
6. Discuss and vote on draft letter on MWRC (MA Water Resources Authority)
KCP — rewrote the letter to make it more general.
DB- spoke about emerging contaminants and thought something should be added to the end of the letter.
JK- add to the letter what Brewster's interest in the letter.
KCP- will make changes and give the letter to the Chair to sign.
Discuss and vote on next steps for Pressure Dose septic inspection requirements
An amended list was given to the Board. There are 60 on the list. 2 have not been installed yet.
DB- feels that we have had a bad response to the letters that went out and thinks that a second, more strongly worded letter should go
out. He asked the Board if they thought no response would mean "non-compliant".
KCP — asked what it would trigger.
DB- the Board would have discretion with this. A notice of non-compliance allows the BOH to bring an individual before them.
AVH- the local regulation for monitoring I/A systems does include Pressure Dosing systems and there is a section for fines for non-
compliance.
Motion: Send second letter to Pressure Dose system owners that have not responded. Dave Bennett will write the letter.

8. Discuss Onsite Wastewater Technology Report- Drip Dispersal systems
DB -asked the Board at the last meeting to go over the paperwork that was provided so it could be discussed at this meeting. He spoke
about the Perc Rite systems.
JK- very encouraging technology. He asked where it stood with the DEP for phosphorus removal.
DB- not sure it is being looked at for that. He wants to bring it up to them and see if credits can be given for use of the system. He
asked the Board where they saw this fitting in and where they saw the Board's obligation under its current regulations to either inform
the engineers or otherwise incorporate this into some type of performance expectation.
JK- this is strongly related to where it stands with DEP.
AVH-the Board needs to be careful about recommending one type of system.
There was back and forth discussion on DEP piloting approvals, etc.
KCP- spoke about pharmaceuticals getting into the environment.
Discussion continued on the Perc Rite system.
9. Review & Approve minutes from 1111123 meeting
JK -clarification on #12. It should state the total amount as $150.000,
Motion: Approve minutes with correction.

10. Liaison Reports
DB- Water Quality Task Force — have not met.
KCP-Opioid Committee — at Town Meeting the transfer of the money into a dedicated account was approved. She spoke about the
drug bust in Lynn Mass.
JK- Water Quality Review Committee — has not met.
PH — Council on Aging — they are meeting tomorrow.
11. Matters not reasonably anticipated by the Chair
None.
12. Items for next agenda
Draft letter for Pressure Dose systems owners, update on communications with the State and test center with regards to the
qualification of the nutrient reduction that may be afforded to the Drip Dispersal System and the Site Assignment removal on Freemans
Way.
