Committee members present were Jim Trabulsie (Chairperson), Pat Busch, Carol Appleton, George Carey and Tom Turcketta. The Chairman, Jim Trabulsie determined a quorum. SCHEDULED APPLICATIONS H-23-82 Hsien Khoo, 17 Labrador Lane, Map 126 Lot 95 Inground Swimming Pool with Fence Around It • Members present and voting: Jim Trabulsie, Tom Turcketta, Carol Appleton, George Carey and Patricia Bausch. • Tim Kelley with Precision Pools represented the applicant during the meeting. • Jim asked if the pool and fence were already up. Tim said that the pool was not, but the fence had been put up prematurely by the homeowner. Jim said that the fees would double for work being done before the approval, but that he did not have a problem with the fence. The proposed fence was a 4ft high chain link and railing that couldn't be viewed from the street. • Jim asked the rest of the committee for comments. The members did not have a problem with the fence other than the fact that it was already up. • Tim said they were going to have to take down the fence and relocate it due to it being too close to the buffer zone. Jim asked if the pictures submitted represented the proposed location of the fence, however Tim said that it was not in the pictures, but the latest site plan they submitted had it marked in yellow. • Jim asked if there were any abutters and there were none. • Tom Turcketta made a motion to approve as presented. Pat seconded. A vote was taken, and the application was approved unanimously as presented. H-23-86 The Family Schools, 3570 Main Street, Map 114 Lot 61 Demo and Rebuild of Bath House • Jim started by telling the committee that although they did not usually review demo and rebuild on the same night, this was not a residence, but just a shed with running water. None of the committee members had a problem with addressing both at the same time. • Paul Prisco and Milisa Galazzi were there to represent The Family Schools. • Paul explained that the proposed work would go on the same location as the present bath house, but it would be larger than the existing one. • New bath house with a nurse's station in the center. 1 TOWN OF BREWSTER OLD KINGS HIGHWAY REGIONAL DISTRICT PHONE: (508) 896-3701 EXT 1125 HISTORIC DISTRICT 2198 MAIN STREET EMAIL:. IDCMEETING*BREwSTER-MA.G( BREWSTER MA 02631 • Carol asked what the foundation was going to be, and Paul said concrete slab for the bathroom and a full basement for the main building. • Jim asked what elevation was going to face Main Street, in other words, would the front elevation face west and they said yes. • Jim asked if there any comments from the committee or any abutters, but there were none. • Carol made a motion to approve as presented. Tom seconded the motion. A vote was taken and the project was unanimously approved. H-23-46 Daniel McGrath, 1795 Long Pond Rd, Map 93 Lot 46 Addition to Existing Garage • Thomas Moore was there representing The McGraths. Thomas said the addition would go on the back of the garage. The current shed was to be removed to add a screened porch to match existing. • Thomas asked if they could do board and baton instead of white cedar. Jim said that since cedar was on the application, they could apply for an amendment to change it at another time. • Jim asked if there were any abutters and there were none. • Tom made a motion to accept as presented. George seconded the motion. A vote was taken and H-23-46 was approved. H-23-55 Adailton Figueiredo, 3447 Main Street, Map 114 Lot 46 Replacement and Addition of Windows and Slider • Brian Connolly represented the applicant. • Jim mentioned the project was to replace two big windows on the back of the house. He was able to walk around and thought this would be an improvement to the property. He also said that it wasn't visible from the street. • George asked what the original structure was and expressed his concern on it being a historical building if it was the old Railroad Depot. There was no evidence of it being a historical build and the committee members agree that the proposed work was an improvement to the property. • Jim asked if there were any abutters and there were none. • George made a motion to approve as presented. Pat seconded the motion. A vote was taken and the project was approved as presented. H-23-53 Anthony Saccone, 47 Governor Prence, Map 58 Lot 14 Siding and Windows Replacement 2 TOWN OF BREWSTER OLD KINGS HIGHWAY REGIONAL DISTRICT PHONE: (508) 896-3701 EXT 1125 HISTORIC DISTRICT 2198 MAIN STREET EMAIL: MAG BREWSTER MA 02631 • Doug Dig with LDA Architects who designed the project represented the applicant. Doug explained the project consisted of like for like replacement of the siding, windows and trim. He mentioned all the existing windows were casing except for the two double hung on the two dormers. • The committee reviewed the materials provided by the applicant. Pre -dipped cedar shingles, porch floor for the front and back of the house and a navy-blue sample for the door color. • The committee had no questions or comments. • There were no abutters either. • Tom made a motion to accept as presented. Carol seconded. A vote was taken, and H- 23-53 was unanimously approved. H-23-54 Brewster Conservation Trust, 0 Lower Road, Map 57 Lot 59 Pavilion • John with The Brewster Conservation Trust and Seamus Woods from the Board of Directors presented the project. • John showed the sample board of materials with the proposed sky grey stain cedar wood and weather wood asphalt shingles. • There were no comments from the committee or abutters to the project. • Carol made a motion to accept as presented. Pat seconded the motion. A vote was taken, and the project was unanimously approved. H-23-60 Robert Boucher, 164 Main Street, Map 6 Lot 20 Solar Panels • Brandon represented Trinity Solar for this project. He said that the project consisted of 18 solar panels on the back of the house. • The committee was familiar with the property and knew the panels would not be visible from any street. • George made a suggestion to Trinity Solar on the number of pages they send on technical specifications, but only one small picture where they pin point the location of the solar panels which isn't clear for the committee to review. • Carol made a motion to accept as presented. George seconded the motion. The committee voted and the project was approved. H-23-67 Jen and Neil Kaplan, 108 Old North Rd, Map 68 Lot 114 Windows Addition • There was no representation from 108 Old North in the meeting and it was decided to table the discussion and revisit after the other applicants. 3 ot�ER{ TOWN OF BREWSTER w c = m OLD KINGS HIGHWAY REGIONAL DISTRICT PHONE: (508) 896-3701 EXT 1125 " HISTORIC DISTRICT 2198 TWAIN STREET EMAIL' _BREWSTER-MA.G( BREWSTER MA 02631 • After discussing all the other applications, the Committee was informed there was still no representation for the application. • Jim explained the project was a window replacement in the basement and adding a new one in the back of the house. • Tom reminded the committee that in the past, any applications with no representation, were not to be heard and the rest of the committee agreed. • Jim suggested to deny the application pending the signing of the 45 days waiver within 72 hours. • Jim made a motion to deny the application due to incompleteness unless the applicant signed the waiver within 72 hours. Carol seconded the motion. • A vote was taken and Jim, George, Pat and Carol voted to approve the motion. Tom voted to deny the application completely. The 45 -day waiver was signed within the 72 hours and the application was scheduled to be heard at the July 10th meeting. H-23-69 Omavin Ventures LLC, 2648 Main Street, Map 89 Lot 12 Landscaping and Relocation of Existing Fence • George Reilly with the Brewster Store was there as the applicant and told committee he wanted to expand the parking lot and landscaping. Although the committee had no jurisdiction on the parking lot, the applicant informed the committee about the rain garden there were proposing as part of the landscaping. • The applicant told the committee that the planters and fence were to stay where they were until the parking lot was done. Once they figured out the location, they would apply for an amendment. • The committee could not vote on the fence with no definite location but would vote on the rain garden only. • The committee had no comments. • Jim asked if there were any abutters and there were none. • Carol made a motion to approve the rain garden as presented. Pat seconded the motion. A vote was taken and the rain garden for H-23-69 was approved. H-23-70 Susan Goodspeed, 2090 Main Street, Map 67 Lot 85 Deck Expansion • Susan Goodspeed was there for the meeting. • Jim presented the project as a pressure treated deck on the back of the house with mahogany top rails and balusters that couldn't be seen from Main Street. • Jim asked for comments from the committee, but there weren't any. • There were no abutters either. • Pat made a motion to accept as presented. Carol seconded. A vote was taken and the project was approved unanimously. George seconded. The committee voted and application H-23-79 was approved. H-23-84 Jayme Valdez and Danielle Panzica, 78 Point of Rocks, Map 68 Lot 97 ADU • Aleks Mazzeo and Travis Babbitt represented the applicant. • Travis explained that despite the address being Point of Rocks, the structure faced Cathedral Road. Also, that the ADU would be set 4 feet lower than the existing house and tucked away in the back. • Jim asked how much foundation would be shown and Travis said 8 inches. Jim also asked what material would be used for the roof since it was listed as a rubber roof, but pictures showed dark grey architectural shingles. Travis said the roof was going to be shingles and not rubber. • Trim to be painted white and door to be Benjamin Moore Historic Blue. Applicant would need to submit a color chip if staying with the blue or an amendment if they wanted to change the door color. • George asked about the triple windows on the front and rear elevation and Travis answered there would be stud pockets and historical sills on them. • Jim asked if there were any abutters, but there were none. • Tom made a motion to accept as presented. Pat seconded the motion. A vote was taken and H-23-84 was approved. H-23-91 Lisa J. Mullin, 0 Tubman Road, Map 55 Lot 142-3 New Single -Family Dwelling • Tom Turcketta recused himself from hearing the application. • Lisa Mullin was present at the meeting. • Jim announced he was given the cut sheets for the windows and specs for the custom made cedar door. Jim also asked how much of the foundation would be seen and the applicant said they wanted to go under 15" and would keep plenty of plantings and shrubs around to cover it. • Jim also confirmed the windows would have stud pockets between them and historic sills. Railings with no balusters and 2x4 grasp ability. • Carol asked about the posts under the porch and the applicant said that those were 6'x6' pressure treated post wrapped with paintable wood. • The custom-made door was going to go on the front entry of the porch. The left elevation door was a 2 over 1 with 11/8 cross member to match the windows, but not in black. • There were no abutters present. • Carol made a motion to accept as presented. George seconded. A vote was taken and the application was accepted. H-23-93 CBI Farms Owners, 3044 Main Street, Map 101 Lot 26 Walk in Cooler • Al Singer represented the applicant at the meeting. • It was mentioned the fence couldn't be seen from the road and that this was commercial property. The fence would be board and batten and flushed with the building to match the height and style. • Terrance Walsh, abutter to the property was present at the meeting. He said he had no objections with the proposed work. • George made a motion to accept as presented. Carol seconded the motion. The committee voted the project was unanimously approved. INFORMAL DISCUSSION Kelsa Coker, 48 Harwich Road, Map 57 Lot 34 • No one was there to represent the applicant. • Jim described the work as an addition off the main house. He drove by the property before the meeting and thought the addition would be in keeping with the house. • Carol pointed out that the proposed gable did not match the existing one. Jim said he thought the addition started almost on the corner of the back of the house. Both Jim and Carol said that although it was on the back, it would still be visible. • The committee pointed out that the drawing presented wasn't quite right and looked like it all was on the same plane. The committee had a hard time figuring out the plans. • Carol mentioned she did not like the 12" pitch in relation to the rest of the house and Tom said that it would be important to know the use of the building for accessibility. • George pointed out that he did not like that they were proposing grill on the windows. Minutes • December 5th, 2022 o George made a motion to approve the December 5th meeting minutes as presented. Tom seconded the motion; a vote was taken, and the December 5th meeting minutes were approved unanimously. • April 7th, 2023 o Tom made a motion to approve April 3' meeting minutes as presented.
