HomeMy Public PortalAboutRecycling Commission -- 2022-03-10 MinutesTown of Brewster Recycling Commission March 10, 2022 Members present: Meg Morris, Debra Johnson, Susan Skidmore, Peter Johnson, Annie Dugan, Griffin Ryder, Katie Scott. Liaisons present: Dr. Mary Chaffee, Select Board; Donna Kalinick, Town Administrator. 1. Open Meeting. Chairman Morris opened the Zoom only meeting at 3:03. 2. Declaration of Quorum. Chairman Morris recognized the two newest members of the Commission, Griffin Ryder and Katie Scott. 3. Meeting Participation Statement. 4. Recording Statement. S. Public Announcements and Comment. None. 6. Susan Skidmore moved and Peter Johnson seconded approval of the minutes for the February 10, 2022 minutes, and they were unanimously approved by individual member vote. 7. Update on solid waste/recycling operations at BRC -Griffin Ryder reported that the new license plate reader has been installed by a Brewster resident at no cost to the DPW, and they are currently testing it. -The new recycling system is going well, especially glass. -DPW procured new textile bins, and they will be moved to where the B+D used to be within the month. This is well in advance of the implementation of the Novemberlst textile ban, so it will get residents accustomed to having the bins co -located with all the other recycling. -DPW is going to put jersey barriers up to preclude people from making an immediate left upon entering the transfer station to get to the Swap Shop. -New signage will be posted explaining speed limits for the license plate readers. People who have fee items will still need to stop at the booth. Annie Dugan suggested having a remote camera so that the gate attendant can keep an eye on the fee disposal area. -Donna Kalinick said there will be education outreach to let people know about the new license plate readers instead of stickers, which will not be issued. We will still rely on the honor system for fee items. Now plates can be put on the "hot list" so those who don't have stickers can be stopped. 8. Chairman Morris has been in contact with the Brewster Ladies' Library regarding a jointly -sponsored "Fixit Clinic." Gabriella at the library has done this in the past, and is willing to help set it all up and find fixers. Our commission would be responsible for planning and registration and room set up. Griffin Ryder suggested we could time the repairs in with the various seasons. Katie Scott suggested an upcycling component as well. 9. Nips. The ban is on pause until after the town -wide clean-up, scheduled for April 23. 10. Swap Shop. Griffin Ryder and Jimmy Jones at the DPW have oversight of the Swap Shop operations. Currently, they are aiming for opening the third week of April. First, there needs to be a meeting with the steering committee, volunteers, and Betty Wrightson, who is in charge of scheduling volunteers. We will have to ensure there is adequate staffing to ensure smooth operations. Interior lighting needs work. As a green community, we recently qualified for a grant to improve the lighting. 11. Recycling and Waste Management at Dog Park. The Dog Park will have a water bottle filling station. The opening is scheduled for May 21, and there will be recycling and trash receptacles. This will be a top-notch dog park. 12. Recycling and Waste Management at Wh iteca ps/Sto nyb rook School facilities. -Susan Skidmore reported that she will be meeting with Sue Murry from the school on February 17. -Chairman Morris reported that the elementary schools in Brewster have stopped recycling!! She has scheduled a meeting with school and janitorial staff for March 22. The hope is that this will start again in September. Currently the children are getting the wrong message in not having to recycle! 13. Town Department Updates. Finance, no report. BOH, no report. SB, Mary Chaffee reported that Town Meeting will be held on May 14 at 10 a.m. at the Stony Brook field without a tent. Rain date is May 15 at 1 p.m. 14. Beautify Brewster is April 23, rain date April 24. Chairman Morris suggested that we do more outreach with businesses to have them clean up around their respective facilities. The children have been invited to participate. Younger children can only do the bike trail and beaches for safety reasons. 15. Next meeting is April 14 at 3 p.m. At Monday's Select Board meeting there will be a discussion about the meeting rules. It will be determined if the meeting will be a combination of zoom/in-person or strictly zoom. The current statewide hybrid policy goes to July. 16. Meeting was adjourned at 4 p.m.
