AN ORDINANCE OF THE CITY OF RICHLAND HILLS, TEXAS,
CREATING A STEERING COMMITTEE TO FACILITATE THE
DEVELOPMENT OF A COMPREHENSIVE LAND USE PLAN;
PROVIDING FOR THE APPOINTMENT OF MEMBERS; PROVIDING
FOR THE APPOINTMENT OF OFFICERS; PROVIDING FQR THE
ESTABLISHMENT OF RULES OF PROCEDURE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Richland Hills
adopted by the electorate pursuant to Article
Chapter 9 of the Local Government Code; and
is a home rule city acting under its Charter
XI, Section 5 of the Texas Constitution and
WHEREAS, the City Council desires to promote sound development in the City of
Richland Hills for the public health, safety and welfare; and
WHEREAS, Chapter 213 of the Texas Local Government Code governs the adoption and
implementation of a comprehensive land use plan for long range municipal development; and
WHEREAS, the City Council deems it appropriate to establish a steering committee to
work with City staff and the planning consultant to update and revise the Richland Hills
Comprehensive Land Use Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
SECTION 1.
CREATION
There is hereby created a Comprehensive Land Use Plan Steering Committee.
SECTION 2.
COMPOSITION, APPOINTMENTS AND TERMS OF MEMBERS
The Comprehensive Land Use Plan Steering Committee shall be composed of five
members. The Committee shall include two members of the Planning and Zoning Commission,
two members of the City Council, and one member of the Economic Development Advisory
Board. The Committee members shall serve until the completed Comprehensive Land Use Plan
is approved by the City Council, unless earlier removed by vote of the City Council, so long as
the member retains the qualifying position. The members shall be appointed by a majority vote
of the City Council and membership on the Committee shall serve at the will of the City Council.

SECTION 3.
VACANCIES, UNEXPIRED TERMS
Any vacancy occurring in the membership of the Committee shall be tilled by the City
Council in the same manner as provided in section 2 for appointment of members.
SECTION 4.
OFFICERS
The members of the Committee shall elect a chair and avice-chair of the Committee. The
vice-chair shall serve as the temporary chair in absence of the chair. The vice-chair shall serve
in such capacity until such member resigns from the Committee or is removed by the City
Council, or until and unless the members of the Committee appoint another member to serve as
vice-chair.
SECTION 5.
MEETINGS, RULES OF PROCEDURE AND QUORUM
The Comprehensive Land Use Plan Steering Committee shall hold its first meeting after
all five members have been appointed, and at such times thereafter as determined by the
members of the Committee. A vacancy shall not prevent the Committee from meeting. The
Comprehensive Land Use Plan Steering Committee may adopt such rules of procedure as it
may deem necessary.
SECTION 6.
MINUTES AND ATTENDANCE REPORTS SUBMITTED TO THE COUNCIL
A City staff member shall attend all meetings and be responsible for keeping minutes,
and after approval of such minutes by the Committee, shall deliver them to the City Secretary.
SECTION 7.
POWERS AND DUTIES
The powers and duties of the Comprehensive Land Use Plan Steering Committee shall be
to work with City staff and the city land use planner and consultant to develop a
Comprehensive Land Use Plan in accordance with Local Government Code Chapter 2 ] 3. No
debts of any kind or character shall be made or incurred by the Comprehensive Land Use Plan
Steering Committee or by another acting in its behalf.
SECTION 8.
PROVISIONS SEVERABLE
[t is hereby declared to be the intention of the City Council that the phrases clauses,
sentences, paragraphs, and sections of this ordinances are severable, and if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not

affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph
or section.
SECTION 9.
EFFECTIVE DATE
This ordinance shall be in full force and effect from and after its passage and publication
as required by law, and it is so ordained.
