ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FIXING THE
SALARIES AND EXPENSE ACCOUNTS OF CITY ELECTIVE AND APPOINTIVE
OFFICIALS AND EMPLOYEES, AND REPEALING ORDINANCE NO. 8419 OF THE
CITY, AND ALL OTHER ORDINANCES OF THE CITY, OR PARTS THEREOF IN

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS:
Section 1. Compensation of Elective Officials . The following
( named elective officers of the City Jefferson,of Jeff Missouri shall

receive the following compensation for the performance of their
duties , and, as ^oecifically allowed herein, the following expense

accounts to defray expenses incurred by them in the performance of
their official duties:
(1) The Mayor shall receive the sum of $200.00 per
month as salary, and in addition thereto, shall receive $75.00
per month as an expense account.
(2) The City Attorney shall receive the sum of $500.00
$er month as salary, and in addition thereto, shall receive
100.00 per wonth as an expense account.
(3) The Police Judge shall receive the sum of $450.00
per month as salary.

41; $100.00 per month as salary, and in addition thereto shall receive
ii $ 75.00 per month as an expense account.
(5) The Citv Assessor shall receive the sum of $650.00
per month as salary, lr month as an expense account, and
in addition thereto, shall receive a sum not to exceed $1,500.00
�lannually for payment of such additional part time help as the Cityl
(Assessor shall require in the efficient operation of his office.
(� (6) The City Collector shall receive the sum of
$750.00 per month as salary, an in addition thereto, the City
Collector shall receive, on the delinquent taxes , a sum equal to
four (4%) per cent of the amount of all delinquent taxes plus the
penalty thereon, which amount shall be added to the amount owed
by the delinquent taxpayer and collected from the person paying
said delinquent taxes .
(7) Each City Councilman shall receive the sum of
$75.00 per month as salary, and in addition thereto, shall receive
$100.00 per month as an expense account.

Section 2. With the exception of merit system employees ,
any Department Head of the City may, at any time, recommend to the
Accounts , Claims and Personnel Committee that an employee be
advanced to the next step. If the Council approves such
recommendation, the employee shall be advanced accordingly and
compensation shall thereafter be paid the rate set forth for that
step. No employee shall advance more thk one step in the pay
schedule during any pay period. The City clerk shall refuse
payment of any advance until authorized by the Council and no
authorization shall be retroactive.
Requests for raises for merit system employees
shall 'be approved by the Police Personnel Board prior to being
presented to the Council for its approval. No increase for merit
system employees shall be effective until approved by the Council.
Section 3. Each Department Head must secure Council approval
prior to hiring any employee, regardless of the Department, and
the salary is to be within the salary range established by steps
within the bracket for which he is being hired, and the City Clerk
shall refuse payment until authorized.
Section 4. Compensation of Appointive Employees . The named
appointive employees of the City shall receive the following
compensation for the performance of their duties :

Section 5. Part-time Labor. The following rates shall be
paid for part-time help:
Assistant Vector Sanitarian $2. 50 per hour (Max. $2,400 year
Weed Inspector 2.00 per hour (Max. 2,000 year)
Temporary Policeman 3 .00 per hour
Fogging Equip-lent Operators 2.00 per hour

Section 6. Expense Accounts for Appointive Employees.
The named appointive employees shall receive monthly the following
expense accounts :

Electrical Inspector 75.00
License Inspector/Cemetery Custodian 75.00
Acting Building Inspector 75.00
Housing Inspector 75.00
Restaurant Inspector 75.00

l Section 7. Clothing Allowances . Each member of the Police
Department shall receive twenty-five ($25.00) dollars per month as
a uniform allowance; each member of the Street, Sewer, Transit
Authority and Central Maintenance Garage shall receive fifteen
($15.00) dollars per month as a uniform allowance. The Animal
Control Officers shall receive ten ($10.00) dollars per month as a
uniform allowance. The Parking Garage Attendants and the Parking
Authority Meter Clerks shall receive twenty ($20.00) dollars per
month as a uniform allowance.

Section 8. Holiday Pay, The Chief of Police and the Fire
Chief shall receive as holiday pay an amount equal to their
salary calculated on a daily basis for each and every holiday
declared as such by Ordinance and on which they work.
Section 9. Municipally Owned Vehicles, All municipally
owned vehicles shall be used in the performance of official City
duties only.
Section 10. Repeal Clause. Ordinance Number 8419, and such
other ordinances or parts of ordinances as are in conflict with
this ordinance, are and are hereby dec:lgred to be repealed.
Section 11. Compensation of appointive employees , as
provided in Section 4 of this Ordinance, shall be applied
retroactively to November 14, 1971.
Section 12. Effective Date. Upon its passage and approval
this ordinance shall take effect and be in force as of
November 14, 1971.
